This project is budgeted in the City's General Fund. DESCRIPTION: On March 3, 1998, the City Council authorized Staff to solicit bids for both the remove and replace and grinding portions o£ the armual sidewalk repair' The Annual Sidewalk Safety Repair Pro,am has been using two different processes to repair sidewalk that is offset 3/4" or more and may pose a tripping hazard. The first process, Remove and Replace, is used in instances where the offset is more significant or where tree roots are causing tt~e problem. The remove and replace project was awarded previously and is under construction. The second process is to grind concrete to match the adjoining grade for less severe offsets. This process is essentially more o£a maintenance-type procedure, as opposed to the construction element o£removal and replacement of sidewalk. For this reason, the sidewalk grinding contract is recommended as a two- year contract similar to the Annual Str/ping contract, except that the City Council needs to approve the COPIES TO: Bidders g:'matceproj\grinding\agstawrd funding each fiscal ),ear. The specifications for th/s contract include notification to the prospective contractor of the necessity for annual authorization of funding. The Muncipal Code provides that in such cases, the tie is to be resolved by negotiation. Staff arranged to meet with representatives of both fwms on Thursday, May 14th; however, the representative of Concrete Grinding Co. later called to say that they were not willing to negotiate a lower price. The representative of Central Coast Surface Grinding agreed to lower their unit price to 519.98, for a total bid of $8,091.90. Staff has reviewed the bids and is familiar with the low bidder's work and recommends that the City Council award the contract for this project to the low bidder. Page 2 RESOLUTION NO. 68 - 98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT 98-02, 1998 ANNUAL SIDEWALK SAFETY REPAIR PROGRAM (TWO-YEAR GRINDING CONTRACT) TO CENTRAL COAST SURFACE GRINDING WItEREAS, the City of Dublin did on May 12, 1998, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract 98-02, 1998 Aunual Sidewalk Safety Repair Program (Two-Year Grinding Contract), authorized by the City Council on March 3, 1998, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has reviewed the bids to determine the lowest bid which was responsive to the requirements of the bid documents; and WHEREAS, two equal low bids were received; and WHEREAS, the City's Municipal Code provides that tie bids may be resolved by negotiation; and WHEREAS, Concrete Grinding Company determined not to negotiate below its original bid and Central Coast Surface Grinding agreed during the negotiation process to reduce its bid; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award Contract 98-02 to the lowest responsible bidder therefor, to wit, Central Coast Surface Grinding, at a bid of Eight Thousand Ninety One Dollars and Ninety Cents ($8,091.90), the particulars of which bid are on file in the office oftbe City Engineer. PASSED, APPROVED AND ADOPTED this 19th day of May, 1998.
