SUBJECT: Letters of support for SB 3, the 1999 Library Bond Bill.

RECOMMENDATION: Direct staff to send letters of support for SB 3.
FINANCIAL STATEMENT: None
DESCRIPTION:
The 1999 Library Bond Bill, drafted by Senators Rainey, Burton, and Alpert, is a $1 billion bond measure
that would allow Cities, Counties, and Districts to apply for grants through the State Librarian. Funds
would be allocated based upon comprehensive criteria, including need and ability to successfully
complete a project.
The 1998 Library Bond Measure received immense competition from other prominent bond measures,
and did not obtain passage. The 1999 measure will also face competition from various bonds. It is
critical that the City of Dublin inform the Legislature of the importance of the 1999 Library Bond Bill.
The Dublin City Council voted to make the construction of a new library a high priority, and staff is
currently proceeding with the design phase of the new facility. It is anticipated that construction will
begin during the year 2000.
SB 3 would provide a potential funding source that would greatly enhance the City's ability to construct a
library which would not only meet the needs of the current population, but would accommodate the
growth that is anticipated in the coming years.
The bill is scheduled to be heard by the Senate Education Committee on March 24, 1999. The letter
marked "Attachment A" will be sent to the three Senators who co-authored the bill, and the letter marked
"Attachment B" will be sent to all members of the committee, encouraging their support.

Dear Senator Alpert:
I am writing on behalf of the Dublin City Council regarding SB 3, the 1999 Library Bond
Bill. The City Council voted unanimously to ask the Senate Education Committee to
support this bill.

The City of Dublin is in critical need of a new community library. The current facility
was built 20 years ago, and is considerably undersized for the City's population. The
City of Dublin is experiencing a rapid growth phase, and the library will become even
more inadequate within the next few years.
The Dublin City Council voted to make the construction of a new library a high priority,
and staffis currently proceeding with the design phase of the new facility. It is
anticipated that construction will begin during the year 2000.
If SB 3 is enacted, this funding source would greatly enhance the City's ability to
construct a library which will not only meet the needs of the current population, but will
accommodate the growth that is anticipated in the coming years.
Thank you for co-authoring this important piece of legislation. I am hopeful that it is
enacted in 1999.
