Resolution Amending Salary Plan for Part-Time Personnel RECOMMENDATION$N: /n(� Adopt Resolutions FINANCIAL STATEMENT Sufficient Funds have been included in the 1990-91 Budget DESCRIPTION Staff is proposing amendments to several existing job descriptions as well as amendments to several existing salary ranges. All affected positions are part-time positions in the Recreation Department. Amendments to Classification Plan The certification required for water safety personnel has recently been revised by the American Red Cross. It is therefore necessary to update the job descriptions for the City's Aquatics Program positions to reflect these new training requirements. The positions affected by these changes are Pool Manager, Assistant Pool Manager, Swim Instructor and Lifeguard. In addition, Staff has made minor modifications to the language in the job description for Recreation Specialist to broaden the applicable programs that this classification may be used within. The updated job descriptions are shown as attachments A-G of Exhibit A, Resolution Amending Classification Plan. Amendments to Salary Plan On an annual basis, Staff conducts a survey of surrounding agencies to determine current market ranges for part-time positions in the Recreation Department. Based on the survey, Staff is recommending salary adjustments for the following positions: Preschool Instructor from $7 . 00-$10. 00 to $8.00-$11 .00 ; and Preschool Aide from $5 .00-$7.00 to $6 .00-$8 .00 . Exhibit B contains a resolution amending the City's Salary Plan for part- time positions. Staff recommends that the City ' Council adopt the attached resolutions amending the City's Classification Plan and Salary Plan for Part-time Personnel. ---------- ------------------------------------------------------------- ITEM NO. COPIES TO: '700 RESOLUTION NO. - 91 A RESOLUTION OF THE CITY COU1vk-iL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent amendments which comprise the Classification Plan; and WHEREAS, it is necessary to periodically update existing job descriptions in order to insure that the qualifications required are appropriate to the classification. NOW THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to include the following updated classifications and job descriptions (Attachments A-E) : Attachment A Pool Manager Attachment B Assistant Pool Manager Attachment C Swim Instructor Attachment D Lifeguard Attachment E Recreation Specialist BE IT FURTHER RESOLVED that this document shall become a part of the official classification plan for the City of Dublin. PASSED, APPROVED AND ADOPTED this 11th day of March, 1991, by the following vote: AYES: NOES: ABSENT: Mayor ATTEST: City Clerk ATTACHMENT - A POOL MANAGER THE POSITION Under the direction of the Recreation Coordinator, plans, organizes, directs and supervises all aquatic programs as related to the management and operation of a public swimming pool. EXAMPLES OF DUTIES • Plans, organizes and supervises swimming activities at a public swimming pool. • Schedules and supervises staff. • Serves as a swim instructor or lifeguard as needed. • Maintains good public relations. • Keeps current records and completes required reports. • Responsible for the control of all activity at the pool and keeping Supervisor aware of maintenance conditions and supply needs. • Other related duties as assigned. QUALIFICATIONS Education and Experience • Must be 18 years of age or older. • Minimum education equivalent to completion of high school . • Minimum of two years training and experience in assisting with pool management as head guard or swim instructor. Knowledge and Abilities • Demonstrated leadership abilities and ability to engage in physical activity. • Ability to follow written and oral instructions. • Ability to perform all swimming strokes according to Red Cross standards. • Ability to demonstrate lifesaving and emergency first aid skills. • Knowledge of use and care of lifesaving equipment used at public pools. • Ability to deal with stressful situations. • Ability to deal effectively with staff and pool patrons. • Ability to oversee, review and prepare reports related to the operation of the pool. Licenses and Certificates • Current certification by the American Red Cross in Water Safety Instruction (new material) , Standard First Aid, Basic Life Support for the Professional Rescuer, Track 1 (Title 22) and Lifeguard Training (new material) . • Possession of a valid California Drivers License. ATTACHMENT - B ASSISTANT POOL MANAGER THE POSITION Under the supervision of the Pool Manager, assists in the planning, direction, leadership and staffing for a variety of aquatic programs at a public swimming pool. Acts as the Manager in the Pool Manager' s absence. EXAMPLES OF DUTIES • Assists in the supervision of pool staff and instructs them in proper performance of their duties . • Assists in supervision of swim lesson program. • Patrols pool area to enforce safety rules and regulations . • Serves as a swim instructor or lifeguard as needed. • Maintains accurate records and completes related reports . • Maintains discipline and orderly conduct among patrons . • Maintains good public relations . • Other related duties as assigned. QUALIFICATIONS Education and Experience * Must be 17 years of age or older. * Two years experience as a lifeguard/swim instructor. Knowledge and Abilities • Demonstrated leadership abilities and ability to engage in physical activity. • Ability to follow written and oral instructions . • Ability to perform all swimming strokes according to American Red Cross standards . . • Ability to demonstrate basic rescue and emergency First Aid skills . • Knowledge of the use and care of lifesaving equipment used at public swimming pools . • Ability to deal with stressful situations . • Ability to deal effectively with program participants . • Ability to oversee, review and prepare reports related to the cashiering function. Licenses and Certificates • Current certification by the American Red Cross in Water Safety Instruction (new material) , Standard First Aid, Basic Life Support for the Professional Rescuer, Track 1 (Title 22) and Lifeguard Training (new material) . • Possession of a valid California Drivers License. ATTACHMENT - C SWIM INSTRUCTOR THE POSITION Under the supervision of the Pool Manager, provides instruction in all levels of American Red Cross swim lessons and other aquatic programs . EXAMPLES OF DUTIES • Develops lesson plans for swim classes . • Instructs a variety of swim classes for all ages and ability levels . • Maintains accurate records as related to swim classes . • Enforces pool rules and regulations . , • Maintains discipline and orderly conduct among patrons . • Assists swimmers in distress and administers First Aid as needed. • Maintains pool areas in a safe and clean condition. • Maintains good public relations . • Other related duties as assigned. QUALIFICATIONS Education and Experience • Must be 17 years of age or older. • Prior aquatic experience desirable. Knowledge and Abilities • Ability to perform all swimming strokes according to American Red Cross standards . • Ability to demonstrate basic rescue and emergency First Aid skills . • Knowledge of the use and care of lifesaving equipment used at public swimming pools . • Ability to deal with stressful situations . • Ability to deal effectively with program participants . Licenses and Certificates • Current certification by the American Red Cross in Water Safety Instruction (new material) , Standard First Aid, Basic Life Support for the Professional Rescuer, and Track 1 (Title 22) . ° • Completion of American Red Cross Lifeguard Training (new material) or Basic Lifeguarding highly desirable. ATTACHMENT - D LIFEGUARD THE POSITION Under the supervision of the Pool Manager, serves as a lifeguard to enforce pool rules and oversee the conduct of patrons using the pool. EXAMPLES OF DUTIES • Enforces pool rules and regulations . • Maintains discipline and orderly conduct among patrons . • Rescues swimmers in distress and administers First Aid as needed. • Maintains pool areas in a safe and clean condition. • Maintains good public relations . • Other related duties as assigned. QUALIFICATIONS Education and Experience • Must be 16 years of age or older. • Prior aquatic experience desirable. Knowledge and Abilities • Ability to swim competently and demonstrate lifesaving and emergency First Aid skills . • Knowledge of the use and care of lifesaving equipment used at public swimming pools . • Ability to deal with stressful situations . • Ability to deal effectively with program participants . Licenses and Certificates , * Current certification by the American Red Cross in Standard First Aid, Basic Life Support for the Professional Rescuer, Track I (Title 22) and Lifeguard Training (new material) or Basic Lifeguarding. (Certification in Lifeguard Training is preferred. ) ATTACHMENT - E RECREATION SPECIALIST THE POSITION Under general supervision, performs advanced level work involving the organization and instruction of various age groups in specialized program areas. Develops recreation course content and conducts classes and programs. Exercises independent judgment in the application of specialized knowledge and skills in the conduct of the work. May supervise and train other staff and volunteers in the area of speciality or assigned program area. Work is reviewed through periodic inspections, conferences, reports and formal evaluations. EXAMPLES OF DUTIES - Plans and conducts classes or programs in speciality field or assigned program area for various age groups. - Stimulates interest and appreciation in specialty field or assigned program area. - Maintains equipment and supplies for classes or programs. - Furnishes technical guidance, demonstrates methods, conducts training in speciality field or assigned program area. - Maintains control of classes or group. - Prepares promotional material and written reports as needed. - Encourages and maintains positive public relations. QUALIFICATIONS Education and Experience Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the education and experience would be: Equivalent to graduation from high school, some college recreation classes or work in progress towards a degree in recreation or speciality field. Two years experience as a Recreation Leader I or II and/or comparable work experience; one year experience working in assigned program area is desirable. Two years of experience in teaching or conducting classes or programs in speciality field. Knowledge and Abilities Technical and professional knowledge of the assigned program area and skills in planning, organizing_ and conducting a specialty class or recreation program. Ability to conduct classes or programs in one or more areas within the specialty field and to work cooperatively with other staff and the public. Ability to exercise independent judgement. Licenses and Certificates - Possession of current certificate, credential or license in the area of speciality field (as appropriate) . Possession of or ability to obtain valid Red Cross CPR and First Aid certification. Possession of a valid California Drivers License. . RESOLUTION NO. - 91 A mESOLUTION OF THE CITY COUNk__L OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN FOR PART-TIME PERSONNEL WHEREAS, the City Council has adopted Resolution No. 130-88 and subsequent amendments Establishing a Salary Plan for Part-Time Personnel ; WHEREAS, competitive salary provisions which will attract and retain quality employees are important to the organization; and WHEREAS, it is desirable to update salary provisions for part-time employees in the City's personnel system. NOW THEREFORE, BE IT RESOLVED that part-time salary provisions enacted in Resolution No. 130-88 be amended by this resolution. BE IT FURTHER RESOLVED that the following part-time hourly salary ranges be amended in accordance with the City of Dublin's Personnel Rules: Preschool Instructor $8 . 00-$11 . 00 Preschool Aide $6 .00-$8 .00 PASSED, APPROVED AND ADOPTED this 11th day of March, 1991 by the following vote: AYES: NOES: ABSENT: Mayor ATTEST: City Clerk
