HomeMy WebLinkAbout4.2 Measure K Mosquito Abatement 0 ' 5'0 -30 ARGUMENT IN FAVOR OF MEASURE K Higher numbers of mosquitoes have been plaguing residents of the Alameda County Mosquito Abatement District in recent years , causing discomfort and increasing the potential for transmission of mosquito-borne disease. The problem began in fiscal year 1978/79 when the District incurred a permanent 40% loss of revenues . The District simply no longer has the resources to adequately control mosquito production in the great number and wide variety of aquatic sources that exist in the 815 square mile District. It can be expected that even more residents will be exposed to mosquitoes in the future unless control efforts are funded adequately and con- sistently. Passage of Measure K would apply a maximum tax of $1 .75 per year for a single family residence , up to a maximum of $8. 75 per year for owners of apartments with 5 units or more. This small assessment would supply the additional funds neces- sary for effective mosquito control. The District has attempted • and been unable to obtain these funds from state or local sources. Funds obtained through Measure K would be used to replace inade- quate and deteriorating operational .facilities and to support the continuous mosquito control effort. The Alameda County Mosquito Abatement District has established a remarkable fiscal record, earning both the respect and trust of the public. From the 1930 ' s until District revenues were cut in 1978/79 , the District provided effective mosquito control while utilizing less than 14%. of its legally allowed tax rate. It is in this spirit of fiscal responsibility that we urge passage of Measure K. Fox, Trustee s/ Manuel Garcia, Trustee s/ ALANEDA COUNTY MOSQUITO ABATEMENT DISTRICT . • MODEL RESOLUTION TO SUPPORT MEASURE K WHEREAS : The Alameda County Mosquito Abatement District has established a record of effective mosquito control and sound fiscal management , and WHEREAS : The District has protected the health and welfare of the residents of the City of through control of pest and vector mosquitoes , and WHEREAS : A 40% loss of revenues has severely effected the ability of the District to adequately control the mosquitoes , endangering the public health and welfare , and WHEREAS : The District has placed a special tax measure on the 1982 June ballot, asking for a modest increase not to exceed $1. 75 per year for a single family residence or $8 . 75 per year for an apartment house of 5 units or more , therefore be it RESOLVED: The City Council of the City of urges the citizens to vote YES on MEASURE K to restore effective mosquito control. r • • MEASURE K - A NEEDED SPECIAL TAX TAXING METHOD The Board of Trustees of the District shall determine each fiscal year the amount of th special tax that will be required to meet District needs , but at no time shall the special tax exceed the following rates per parcel : (1 ) Single Family Residential $1 .75 maximum/year ( 2) Residential (2-4 units) $3 . 50 maximum/year ( 3) residentail (5 units or more) .-- $8..75. maximum/year . ( 4 ) Mobil Home parcels $8 .75 maximum/year ( 5) All other Parcels $1 .75 maximum/year NEEDS FOR TAX ( 1 ) District revenues were reduced by 40% in 1978 . ( 2) The District ' s Ability to control pests has been affected, resulting in a marked increase in mosquito problems. ( 3 ) Major upgrading of facilities is necessary to provide a safe and efficient work place . ( 4 ) Effective long term mosquito control is dependent upon adequate , long term funding . •
