621st MEETING OF THE BOARD OF TRUSTEES
OF THE ALAMEDA COUNTY MOSQUITO ABATEMENT DISTRICT
APRIL 28, 1982

Trustees Clemens , Landis , Latham and Spinola were not present at the
meeting.
President Greene welcomed Mr. Herbert Bettencourt to the Board of
Trustees as trustee representative of the newly incorporated City of
Dublin.
It was moved and carried to dispense with reading the minutes of the
620th meeting held March 31 , 1982. The minutes were then approved as
written and mailed. .
It was moved and seconded to approve the warrants paid April 10, 1982
numbering 586 to 613 amounting to $1,773.61. Payment of. warrants
dated April 30 , 1982 numbering 614 .to 650 amounting to $34 ,429.49 was
approved and carried.
The manager reported that the District had effectively controlled ap-
proximately 95% of the winter marsh mosquitoes by spraying them in
the marshes . He pointed out that the District did not have the resources
to control other species of mosquitoes that were breeding in fresh-
water pools created by the heavy rains. The District had concentrated•
its limited resources on the salt marsh mosquitoes because of their
ability to create severe Pest problems.
The president ordered the report filed. .
Chairman Hanna reported on the activities of the Election Committee.
He said he appreciated that Trustee Spinola had accepted responsibility
as treasurer of the committee and was receiving committee mail at his
work address. He reported that the committee had just finished a meet-
ing and that the committee was now focusing on collection of donations
to support newspaper and other appropriate advertisements supporting
Measure K.
The manager requested authorization to purchase a power spray unit
produced by FMC and meeting District needs. A motion carried unani-
mously authorizing the manager to purchase the unit. at $1,245 plus tax.

Trustee Anderson reported on the joint conference of the American and
California Mosquito Control Association held in Sacramento. He at-
tended the Trustee Session which covered use of computers in Districts..
He said that some thirty Districts now utilize computers and the
benefits are enormous. He also learned that the Vector Control Joint
Powers Agency is continuing to save money for Districts in liability
insurance and workers ' compensation.
The manager requested that the District pay lodging for Dr. James
Schooley who attended one day of the conference. He pointed out
that Dr. Schooley had worked on a computer model that will assist
the District in making treatment decisions at the Coyote Hills
freshwater marsh. He attended the conference to present a paper. on
the simulation model.
A motion carried unanimously to have the District pay for Dr. Schooley's
one night' s lodging.
The manager presented the new contract for the dental plan which re-
flected a 24% increase in rates. After a brief discussion, the manager
was directed to write the company and ask what can be done about the
excessively high rates, and to present the package to the employees
for their comments.
The manager reported the registrar of voters had complied with notifica-
tion requirements on requesting arguments ion Measure K.
The manager reported that supervisor Jerry Brown had corrected the light
problem in the board room by replacing the fixtures at a total of $36 . 81. .
There being no further business, the meeting adjourned at 6:12 p.m.
