DESCRIPTION In October of 1984, the City Council awarded Contract
84-7 to Printex Sierra Precast , Inc . , for the construction of a soundwall
along the west side of Village Parkway. The project provided for a precast
concrete wall to be installed along 72 properties between Amador Valley
Boulevard and Kimball Avenue . The City. had obtained an easement from each
of the property owners to construct the wall .
The construction on this project began in late November of 1984. The
contractor was unable to meet the number of working days alloted by the
contract and did not complete the project until April , 1984. The work was
completed 9 days after the contract expired . As a result of the contractor
not meeting the terms of the contract , a penalty fee of $250 for each day
beyond the contract period has been levied .
The total, project cost including design and inspection fees is anticipated
to exceed the intial budgeted amount by $3 ,880.00. During the construction
process , DSRSD required tree relocation of a fire hydrant . The Services
District shared the cost with the City. The City ' s share .of this change was
$1 , 868 - 50 . Also , the actual field measurements were slightly longer than
those estimated in the original bid package . The engineering costs were
also escalated due to the fact that this contract was originally bid in
September and the City Council rejected the only bid received . The design
was then altered and advertised for bids a second time . It is estimated
that the engineering costs were approximately $1 ,949. 50 more than was
budgeted in the 1984-85 budget . However , the total design and inspection
costs did not exceed the original anticipated total of $20,000.00.
The City Engineer and his Staff have completed an inspection of 'the
improvements and noted that they are in acc,6rdance with the approved plans ,
specifications and modifications . Staf: recommends acceptance of the
improvements and payment in full to the contractor .
