HomeMy WebLinkAbout4.5 Drought Restrictions Report CITY OF DUBLIN AGENDA STATEMENT - City Council Meeting Date: April 8, 1991 SUBJECT: Status Report on Drought Restrictions (Report by Public Works Director Lee Thompson) EXHIBITS ATTACHED: None RECOMMENDATION: Receive report. FINANCIAL STATEMENT: None as a result of this report. DESCRIPTION: The City Council received a drought status report related to water rationing at the March 25, 1991, meeting and directed Staff to monitor the proposed restrictions and to research solutions. The following are pertinent events that have taken place over the past two weeks: 1) On Tuesday, March 26th, Mayor Snyder, Councilmembers Burton and Howard, and Public Works Director Thompson attended the Dublin San Ramon Services District (DSRSD) public hearing on emergency water rationing. Mayor Snyder expressed Dublin' s requests, which were: a) To allow multiple metered customers to pool allocations. b) For DSRSD to restudy Dublin's actual water quantity reductions, which appeared to be much higher than intended by DSRSD assumptions. c) To encourage the State to meter out additional water allocations (if any) over the summer rather than to deliver the water all at one time. The DSRSD Board discussed Dublin' s request and seemed to be in favor of allowing the City 65% of its normal irrigation water under Stage 2 restrictions (rather than 10%) in order to keep the public park plant material alive. The Board's action was as follows: a) To declare a water shortage emergency. b) To institute Stage 1-25% voluntary water use cutbacks as of April 3rd. The Board will then review the need for Stage 2 rationing on April 16th after the State's next announcement of water allocation to the Alameda County Flood Control and Water Conservation District (Zone 7) . The State' s announcement is tentatively scheduled for April 15th. 2) City Staff has met with DSRSD's consultant regarding the delivery of recycled water to the Dublin Sports Grounds. It appears that the cost may be less than originally assumed if certain existing equipment can be used at the sewer plant. The consultant is to make an interim status report at the DSRSD Board meeting of April 16th. 3) The old Dublin well files are no longer available from DSRSD; however, Staff is obtaining information from wells that have been established for the Cottonwood development and for the Amador Lakes development. 4) City Maintenance Staff has instituted or is planning to institute the following measures to conform with the voluntary 25% water reduction as well as possible additional reductions: ITEM N0. COPIES TO: Jj/ /0(30 -' g0 ITEM STATUS Increase mowing height COMPLETE - 3 1/2" in streets and assessment district turfs. - 3" in parks; will increase to 3 1/2" within 2 to 3 weeks except DSG and the DHS stadium. Reduce nitrogen fertilization COMPLETE Next fertilization in June (following aeration) will have a low nitrogen content but will have a higher content of potassium and phosphorus to promote root development. This will slow growth somewhat. Aerate in April & June SCHEDULED FOR LATE APRIL Staff is currently looking for the best possible subcontractor price. Defer planting COMPLETE Use recycled water (truck) NOT NEEDED AS YET. Staff is securing vendors for possible use in June, July, and August. Convert irrigation to drip BEGIN WEEK OF APRIL 15TH. Staff is in the process of obtaining materials. Deep water trees more frequently NOT NEEDED AS YET. Will be scheduled for early and late summer. -2-
