RE: Formation of Local 'Task Force Pursuant to AB 939
Dear Member Agencies:
AB 939 as codified in Public Resources Code Section 40950 requires
the formation of a Local Task Force to assist in preparing and
implementing County Wide Integrated Waste Management Plans. The
Waste Management Authority has attempted to conf irm appointments to
its Task Force over the past several months, however, difficulties
have prevented timely completion of the process. The State
Integrated Waste Management Board requires that all such
appointments made by the Waste Management Authority be ratified by
a majority of the cities and the county, containing a majority of
the population.
Enclosed is a copy of Authority resolution #109 confirming
appointments to the thirteen member Integrated Waste Management
Plan Task Force, along with brief biographical information
regarding the members. It would be appreciated if ratification of
the Task Force appointments may be placed before your governing
board for approval by resolution in the near future. The State
Integrated Waste Management Board has been tentatively advised that
the appointments will be confirmed and ratified by January 1991.
Any assistance you may provide in expeditiously processing the
ratification of Task Force appointments through your governing
board will be appreciated. If you require any additional
information or wish to discuss any aspect of the integrated waste
management planning process, please do not hesitate to call.

BIOGRAPHICAL INFORMATION
INTEGRATED WASTE MANAGEMENT PLAN TASK FORCE
DAVE H. DEEKS
Currently Mr. Deeks is the Manager of Program Development of
Oakland Scavenger Co. /Waste Management of North America Inc. He
has 15 years experience in program and project development in
management; 5 years experience in project management in engineering
design, construction of heavy industrial, petrochemical and
refinery modification; and background in developing landfill gas to
energy facilities. Mr. Deeks has 3 years experience with Waste
Management/Oakland Scavenger where he deals with the solid waste
program and project development, recycling, resource recovery,
energy developing, medical waste programs, special waste programs,
municipal sewage, and sludge programs. At present he is project
manager of the Durham road sanitary landfill expansion and the
integrated waste management development program. He has received
an MBA in management and marketing.
PAT GORDON
Currently Ms. Gordon is president of the Ohlone Chapter of the
Audubon Society where she does wildlife preservation and
conservation work with emphasis this year on wetland preservation
and ancient forest preservation. She gives educational programs
for children entitled "Audubon Adventure" in which she incorporates
recycling advice. Ms. Gordon has served as the Audubon Society
newsletter editor for 13 years.
ROY GORMAN
Mr. Gorman is partner of a law firm representing environmental
organizations, citizens groups and public agencies, where he
practices environmental law. Prior to his start as an attorney in
1976, he was an environmental engineer for two years. Highlights
include environmental land use law issues. He also has extensive
contacts with environmental groups such as Sierra Club, Greenbelt
Alliance and the Audubon Society.
STANA HEARNE
Ms. Hearn has worked with the Bay Area League of Women Voters,
which is actively involved in integrated waste management .issues.
She was a member of the Environmental Management Task Force which
was implemented as part of the legislation Sec. 201--Clean Water
Act. She has also served on the State Solid Waste llanagem:>.nt Bo2;:a:d
Advisory Committee which addressed regulatory aspects of Solid
Waste Management in the Bay Area.
RICHARD RAGAINI
Mr. Ragaini has done extensive work in Environmental Sciences and
Environmental Protection. He has served as Associate Department
Head and Department Head for Research and Development in the
Environmental Protection Department for Lawrence Livermore
Laboratory. He was the acting division leader and associate
division leader for the Environmental Sciences department of

Lawrence Livermore Laboratory. Mr. Ragaini has also done other
extensive work in Nuclear Chemistry divisions of Lawrence Livermore
Lab. , Trace Elements Laboratory and Nuclear Radiation Center in
Washington, Brookhaven National Laboratory in New York, and Los
Alamos Scientific Laboratory in New York.
RIRSTIN RITCHIE
In the Solid Waste Management field for ten years, Ms.. Ritchie has
served on the Regional Water Quality Control Board where she
inspected landfills for discharge, solid waste and hazardous waste
compliance with permit requirements. She is a consultant for
landfill design and landfill remediation projects for both the
public and private sectors. She is a registered civil engineer
with a Bachelors degree from the University of California and a
Masters in Environmental Engineering from San Jose State.
RALPH RIVA
Mr. Riva is presently the President of the Independent Grower
Association in Monterey and San Benito counties. He is Vice-
president of Agricultural Operations at Wente Bros. , and serves on
the Alameda County Agricultural Advisory Committee and Livermore
Valley Grape Growers Association Technical Committee. Mr. Riva has
been actively involved in 4-H clubs, the Monterey County
Agricultural Advisory Committee, and the Monterey County Grape
Growers Association. He received his Bachelors of Science in
Agricultural Management from California Polytechnic Institute in
San Luis Obispo.
STUART RUPP
At present Mr. Rupp serves as the Manager of Environmental Affairs
for New United Motor Manufacturing, Inc. He has served as Manager
of Environmental Affairs at Raytheon Co. in Mountain View,
environmental management consultant which served a wide variety of
Bay Area companies, and in the Bay Area Air Quality Management
District where he has engineering enforcement experience. Mr. Rupp
has a Bachelors of Science in Chemistry from Ohio State University,
a J.D. from Golden Gate University and is a member of the State Bar
of California.
SUZANNE SCHWEITZER
Ms. Schweitzer has a bachelor's degree in chemistry and a master's
in urban planning. She has been employed in the wastewater
industry for 12 years. Her professional work experience has been
in California, Oregon and Washington. Ms. Schweitzer has worked
exclusively in the sludge management business for wastewater
utilities since 1984 . She recently came to the East Bay Municipal
Utility District to fill the newly-created position of Wastewater
Solids Program Manager. She has staffed both the California
Association of Sanitation Agencies and the Alameda County Sewerage
Advisory Committee. In addition, she has been actively following
the evolution of the various AB939 related bills.

RICHARD VALLE
In January 1980 Mr. Valle founded and incorporated Tri CED
community recycling. Tri CED operates a seven days a week, and is
a multi-material buyback recycling center in Union City. " Recycled
commodities include aluminum cans, glass bottles and jars,
newspaper, cardboard, computer paper, white office paper, PET
plastic, tin cans and magazines. Tri CED also operates Union City
curbside recycling program providing recycling to 13 , 000 dwellings.
Over 380 tons per month are recycled, collected, processed and
shipped from buyback and curbside programs. Mr. Valle is
currently finishing his Masters in Public Administration at Cal
State Hayward.
HIRAM WOLCH
Mr. Wolch is a retired microbiologist. For 2 1/2 years he served
as chairman of the Alameda County Solid Waste Management Plan
Advisory Committee. As the Comprehensive Health Environmental
Chairman he was charged with examining solid waste as environmental
health issues. Mr. Wolch also served on the Bay Area Air Quality
Management Districts Citizens Advisory Council.
MORRIS WRIGHT
Mr. Wright works for Goodwill Industries of the Greater East Bay,
Inc. He is a member of Northern California Recyclers Association,
and presently serves as the Vice-president of Goodwill Industries
Industrial Services division. In response to Assembly Bill 2020,
Mr. Wright has initiated three county recycling center collection
systems. He has been a representative for Goodwill Recycling
Services at local government hearings, and and has led Goodwill
into targeting broader groups of materials for recycling. He has
read extensively in the area of waste reduction and recycling.

APPOINTMENT OF MEMBERS TO THE
INTEGRATED WASTE MANAGEMENT TASK FORCE
WHEREAS, the California Integrated Waste Management Act of 1990
requires that a local Task Force be appointed to assist in
coordinating the development of local agency source reduction and
recycling elements; and,
WHEREAS, the Alameda County Waste Management Authority has been
delegated powers to appoint the local Task Force subject to
confirmation by the governing boards of member agencies as
prescribed by state statutes; and,
WHEREAS, this Authority has created a thirteen member Task Force
representing the diversity of interest in geographic areas in
Alameda County to address waste management issues; and
WHEREAS, this Authority has appointed qualified individuals to this
Task Force who meet the criteria to provide the balance and
diversity needed to function effectively and serve the intent of
the statutes;
NOW THEREFORE, BE IT RESOLVED, that the Authority does hereby
appoint the individuals listed on the attached roster dated
December 20, 1990 and entitled Alameda County Waste Management
Authority Integrated Waste Management Plan Task Force and refer
said appointments to the governing bodies of member agencies for
confirmation and transmittal to the California Integrated Waste
Management Board pursuant to state statutes.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVAL OF THE APPOINTMENT OF MEMBERS TO THE
INTEGRATED WASTE MANAGEMENT LOCAL TASK FORCE
WHEREAS, the California Integrated Waste Management Act of 1990
requires that a Local Task Force be appointed to assist in coordinating
the development of local agency source reduction and recycling elements;
and
WHEREAS, the Alameda County Waste Management Authority (ACWMA) has
been delegated powers to appoint the Local Task Force subject to
confirmation by the governing boards of member agencies as prescribed by
state statutes; and
WHEREAS, ACWMA has created a thirteen member Task Force
representing the diversity of interest in geographic areas in Alameda
County to address waste management issues; and
WHEREAS, ACWMA has requested that each city and the County approve
the composition of the Local Task Force.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby approve the composition of the Integrated Waste
Management Local Task Force, as proposed by the Alameda County Waste
Management Authority, and described in Exhibit A, attached hereto and by
reference made a part hereof.
