DESCRIPTION:
At its meeting of October 28, 1985, the City Council authorized Staff
to advertise for bids for Contract 85-7. This project involves the signalization
of a four-way intersection at the corner of San Ramon Road and Alcosta Blvd. It
also includes widening the northbound portion of San Ramon Road in Dublin from
Alcosta Blvd. to Bellina Street. This will permit the location of the signal
standards in their ultimate position.
This project is partially within both the City of Dublin and the City
of San Ramon, and is being constructed in accordance with an agreement with the
City of San Ramon which the Dublin City Council approved on March 11, 1985. The
terms of the agreement require the City of Dublin to pay 100% of the costs
associated with the construction of the signal. The City of San Ramon will then
be responsible for future maintenance, energy, any required modifications
associated with the signal, and future replacements of the signal.
The City received a total of seven bids (see attached bid summary)
for this project. The low bidder was Hess Construction Co. with a bid of
$?~8,657.70. The low bid exceeds the amount budgeted for construction by
$ 157.70. In order to undertake the construction, an additional appropriation
from the Street Improvement Reserve is necessary.
The City Engineer has reviewed the bids and believes that the bids
were competitive. It is possible to remove portions of the project widening area
between Bellina Street and Alcosta Blvd. to bring the project within budget;
however, this work would have to be included in the next phase of the San Ramon
Road improvements.
It is Staff's recommendation that the City Council
(1) Award the bid to Hess Construction as presented;
(2) Authorize the Mayor to execute the agreement; and
(3) Authorize an additional appropriation from the Street Improvement
Reserve in the amount of $60,500.
Staff will monitor the project through construction to attempt to
reduce costs wherever possible.
