FINANCIAL STATEMENT: Low bid received $43,653. Amount budgeted for
construction - $67,000
DESCRIPTION : At its meeting of January 14, 1985, the City Council
authorized Staff to advertise for bids for Contract 85-1, Handicap Ramps,
Annual Sidewalk Program and Silvergate Drive Median Modifications. This
project combines three projects within the adopted 1984-85 Capital
~- Improvement Program which are as follows:

Silvergate Drive/Silvertree Lane Median Break
The Silvergate Median Modification is a 1984-85 project which would modify
the existing raised mediar: on Sitvergate Drive at Silvertree Lane to permit
direct access into Silvertree Lane.

Community Development Block Grant
program.
The City received a total of 5 bids (see attached bid summary) for this
project. The low bidder was Hess Construction with a bid of $43,653.
Staff has reviewed the low bidders proposal and checked work references and
recommends that the City award the bid to the low bidder.
That portion of the project which provides for the installation of handicap
curb ramps is funded under the Housing and Community Development Block Grant
program. If the City Council awards the bid to Hess Construction, the
handicap curb ramps would total $11,400 of the contract amount. Since the
City has been allocated $30,000 in HCDB Grant funds for Fiscal Year 1984-85,
and those funds must be spent this year, it is recommended that the City
Council authorize the City Engineer to negotiate a change order with Hess
Construction to utilize the remaining BCDB Grant funds (approximately
$18,600) for additional handicap ramps which remain to be constructed in the
City. If app~/~oved, the total contract amount would be $62,253, which is
still within-the 1984-85 budget.
