RECOMMENDATION N: Authorize a waiver of the formal bid procedure for
base stations and purchase through Alameda County
General Services Agency. Authorize staff to proceed
with procurement of three hand-held radios in
current fiscal year.
FINANCIAL STATEMENT: Fiscal Year 1985-86 $2 , 130. Sufficient funds are
budgeted. (3 portable radios)
Fiscal Year 1986-87 $6,600. Funding will be
included in preliminary budget. ( 2 base stations )
DESCRIPTION The City Council has allocated funds for the
purchase of emergency operations communications equipment as part of the
adopted 1985-86 budget.
A committee composed of City staff, Dublin/San Ramon Services District and
Alameda County Communications personnel have studied the needs -of the
City. The intent is to secure communications which can be used to direct
personnel in the event of a disaster.
Mr. Robert Rose, Chief Alameda County Communications Department, has
evaluated the City' s needs. The initial recommended purchase includes two
VHF base stations. One unit would be located at the Police Offices. This
will allow for direct communication with patrol units. Currently the
Watch Sergeant must either communicate through the use of a hand-held
radio, or telephone the dispatch center to relay communications. The
hand-held radio has limited capacity to communicate from within a
building. Also, the base station would contain 8 programmable channels to
allow communication with police, fire, ambulance, and other responders.
The second base station would be installed at DSRSD Fire Station No. 1 .
This has been designated as an Emergency Operations Center (EOC) during a
major incident. The Fire Department has also designated this location and
indicated a willingness to have police communications equipment installed
at this location. This will provide a centralized communications center
in the event of a major disaster. The purchase of this equipment will
enhance the communications capabilities during the provision of emergency
services.
Alameda County Communications Department has indicated a willingness to
purchase the base stations through the County General Services Agency.
The City would then reimburse the County for the purchase. The County
would utilize their internal purchasing procedures. The purchase through
the County will allow the City to take advantage of the County' s
purchasing power and their working relationship with the vendor. The
estimated cost of two base stations installed with converters and antenna
is $6 , 600 . Delivery is anticipated to take more than 60 days . Therefore,
funding for this purchase will be included in the 1986-87 budget.
Staff has also arranged for the purchase of three hand-held portable
radios. The intent is to have communications equipment available for use
by public works personnel during a disaster. The cost per unit is $710
for a unit which is compatible with existing Police Services equipment.
It is anticipated that delivery of these units will be complete before the
end of fiscal year 1985-86 and sufficient funds are budgeted.
Staff recommends that the City Council authorize the waiver of the formal
bidding procedures for the purchase of 2 communications base stations from
Alameda County General Services Agency for delivery after July 1 , 1986 .
Further, staff requests authorization to proceed with the purchase of 3
hand-held ICOM portable radios during the current fiscal year.
