DESCRIPTION : At its meeting of December 10, 1984, the City Council
authorized Staff to advertise for bids for Contract 84-9, Village Parkway
sidewalk and landscaping. This project provides for the installation of
sidewalk and landscaping adjacent to the new soundwall which is presently
being installed on the west side of Village Parkway between Amador Valley
Boulevard and Kimball Avenue.

The improvements consist of concrete sidewalk
sidewalk, with trees spaced at 34 feet, and quarry waste aggregate placed
behind the sidewalk with vines and shrubs being planted against the new
soundwall. The landscaping will also be irrigated automatically.
The City received a total of 11 bids (see attached bid summary) for this
project. The low bidder was MCE Corporation with a bid of $103,945.22.
Staff has reviewed the low bidders propo~sal and is familiar with this
contractor's work and recommends that the City Council award the bid to the
low bidder.
In addition, Staff recommends that the City Council authorize the City
Engineer to negotiate a change order not to exceed $20,000 in order to
--substitute concrete ~oY the quarry waste &hich was included in the plans and
specifications. The quarry waste behind the sidewalk was originally
designed into the project to keep the project within budget. However, since
the City has realized substantial savings on the three (3) signal project,
Contract 8~-11, there are more than sufficient funds to replace the quarry
waste with concrete.
Quarry waste is a blue grey rock graded from one-quarter inch rock down to
dust, and will compact into a tight surface. However, since this rock would
be placed in an area with high pedestrian usage, the maintenance costs to
the City will Be greater than if concrete is used.
If the City Council concurs, the total contract amount would be approxi-
mately $1~'4,9~5 including $11,000 for water connection fees. This will
necessitate a budget transfer in the amount of $29,500 which can be
transferred from the three (3) signal project budge~.
