Approve recommended artwork for Stagecoach Park
The City Council has approved $10,000 in funding during Fiscal
Year 1995-96 for the Art in the Parks Program
DESCRIPTION: At the September 27, 1993 meeting of the Dublin City Council, the
Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks"
program. The goal of the "Art in the Parks" program is to enhance City parks through the placement of
. artworks appropriate to each park's history, location, size and use.
At the May 22, 1995 meeting of the City Council, the Dublin Fine Arts Foundation presented models of
the artworks proposed for Kolb Park and Alamo Creek Parks. The proposed artworks received
unanimous approval from the City Council.
Correspondence has been received from Lynne Baer, Consulting Director for the Dublin Fine Arts
Foundation, requesting City Council approval of the third permanent artwork for "Art in the Parks"
which will be placed at Stagecoach Park. The proposed artwork is by East Bay artist Twyla Arthur and
a description of the work is contained in the attached correspondence. A rendering of the proposed
artwork will be presented for City Council review at the meeting.
The Parks and Community Services Commission unanimously approved the artwork for Stagecoach
Parks at their July 18, 1995 meeting. It is therefore recommended that the City Council take the
following action:
1. Receive presentation from Dublin Fine Arts Foundation;
2. Approve recommended artwork for Stagecoach Park.

Dear Mayor Houston and council Members;
The Dublin Fine Arts Foundation is pleased to present
for your approval the model for stagecoach Park, the third
permanent artwork for "Art in the Parks".
On May 22, 1995, we presented to the Council models for
Kolb Park and Alamo Creek Park and received your unanimous
approval. At that meeting, we reported that the
Neighborhood Selection Committee for Stagecoach Park was not
in favor of the models presented at that time and were
interviewing two more artists. From their proposals, the
Selection committee made an enthusiastic and unanimous
choice and on July 18, the Park and Community Services
commission unanimously approved this work.
The Stagecoach Neighborhood Selection Committee
selected the work of the East Bay artist, Twyla Arthur.
Twyla received her MFA in sculpture from Mills college in
1984 and specializes in ceramic works both sculptural and
functional. She has exhibited widely in the Bay Area and
has received commissions from both public and private
entities including Bank of America, UC Berkely, and
Clocktower Loft Building in San Francisco. Her design and
proposed work will successfully transform the atmosphere in
the park while using exisiting elements.
Twyla saw that the park's biggest liabilities are also
its biggest assets - the concrete walls and forms that
define the entrance and front of the park. She has used
these forms as surfaces to create colorful and inviting
ceramic mosaics that visually symbolize the past and present
of the park. Three different areas will have mosaic
surfaces creating a unified image. The left entrance wall
will have a mosaic wagon wheel. The backs of the two
entrance walls will have triangular benches mounted to the
wall with tile seats and mosaic backs with a design of
abstracted oak trees. The main focus of the project will be

a mural bench created over the large semicircular seating
area in front of the playground. The tiles and mosaic will
create symbols of the past and present by using real
horseshoes inbedded in the side along with images of
poppies, birds, arrowheads and a looping rope to unifiy the
design.
We look forward to presenting this work to you and
appreciate your continued support of our efforts to
integrate art in pUblic spaces of the community.
