' DESCRIPTION: The CTV Board of Directors recently sent a letter to the Cities of Dublin, \ Pleasanton, Livermore, and San Ramon requesting additional funding. The CTV Board proposed that the cities fund a voluntary contribution for Fiscal Year 1994-95, in the range of $1,500 - $2,000 per city. The funds would pay for the "Valley Forum" programming. When the cities approved the original funding for CTV for Fiscal Year 1994-95 the contribution were intended to cover only the minimum programming of 580/680 News and Mayor's Report. The total amount of funding was $20,393.' Funding for other programming such as Valley Fot:llm was not included. ' crv would like the cities to consider their requesttofund public service Valley Forums. The cities of Pleasanton and San Ramon will be hearing the item at their upcoming meetings on December 13. During the June 21, 1994 budget deliberations, the City Council had numerous questions about whether or not cities should be involved in funding CTV. There appeared to be a strong sense that crv should be relying less on City funding and more on self funding. Based on the Budget Hearing Staff recommends the City Council deny the CTV request. ".,. ~ .... .-, Dear City Managers, This year's budget crunch necessitated a bare-bones funding of CTV programming, which did not include the VALLEY FORUM program. However, we know how much Valley Forum is valued by you and our viewers; and we want to do everything we can to keep it on the air. To this end, we are writing grants, recruiting new volunteers, and seeking underwriters. Valley Forum is one of CTV's oldest, most respected programs. It is: - known as a neutral place where both sides are willing to come to the table; - known as a forum where the issue will be treated fairly; - the only forum on television for local public affairs and information. It is our philosophy that public service Valley Forums should be supported as a category, rather than selectively, program by program. (City-specific, city-requested, fee-for-service Valley Forums or meetings are another matter.) Public service Valley Forums this coming fiscal year could include such topics as: Sewer and Water: Are we ready for the next 100 years? Toll Road: Good or Bad for the Valley? BART Meets the Media LLNL Meets the Media Spousal Abuse (panel including Tri-Valley Haven, Police, and Family Court) Affordable Housing in the Valley Back to School: The four School Superintendents Live Call-Ins (for those cities supporting Valley Forum) And in keeping with CTV tradition of putting every local candidate on television since 1976 -- election coverage and voter education forums are also planned for the Dublin, San Ramon, and Livermore School Boards; the Livermore, Dublin, and Pleasanton City Councils; and Assembly District 15, and the 10th Congressional District. Weare proposing that the cities fund a voluntary additional amount to go towards ALL such public service Valley Forums, in the range of$I,500 - $2,000 per city for 1994-95. Funding from all the cities can be treated as a whole and a "pie chart" can even accompany the acknowledgement, if desired.
