FINANCIAL STATEMENT: None.
DESCRIPTION:
Darryl Foreman, Project Manager for Windemere Ranch Partners,
has proposed several road alignments connecting the Dougherty Valley
area with Tassajara Road. These alignments have been located in
unincorporated Contra Costa County and in Dublin city limits .
Mr. Foreman has recently requested a letter of support from
Dublin for a northern alignment in Contra Costa County (see Exhibit
A) . Mr. Foreman has given several reasons for the road.
1 . To rationalize the boundaries regarding topography;
2 . To provide a buffer between military activity and new
development;
3 . To connect the proposed homes in Dougherty Valley to I-580
and East Dublin BART station;
4 . To assist in achieving jobs/housing balance in the sub-
region.
The City of San Ramon's Dougherty Valley Specific Plan proposes
11,000 dwelling units in the Dougherty Valley (see Exhibit B) .
While Staff prefers this latest alignment over the other
alignments, Staff has several significant concerns regarding the
request:
1 . The need for traffic analysis to address potential traffic
impacts on Dublin;
2 . The need for proposed housing information to see what
effect the housing would have on jobs/housing balance and
affordable housing in Dublin and in the surrounding area.
While the proposed road might have some beneficial effects in
diverting some traffic off of Dougherty Road, there may also be some
significant adverse effects on Dublin's traffic situation. There may
be too much traffic for Dublin roads to handle. There may be the need
for traffic mitigation measure and fees .
During several previous meetings with Staff, Mr. Foreman said
that there were reports available regarding affordable housing in the
proposal . Since jobs/housing balance and affordable housing are
significant concerns for Dublin, Staff has requested but has not
received the housing information.
Because of the significant unresolved concerns, it may be
premature for Dublin to provide a letter in support of the proposed
road alignments . Mr. Foreman could be asked to provide sufficient
information for Staff to address the potential traffic and housing
concerns .

Alignment - Dougherty Valley to Camino Tassajara
Dear Rich:
As per our discussions I am requesting a support letter for the
Contra Costa County northern road alignment to Tassajara to be
sent to Congressmen Miller, Stark and Dellums and Senators Sey-
mour and Cranston (addresses enclosed) . As you are aware we are
attempting to formalize permission for the Secretary of the Army
to exchange property with Shapell and Windemere to:
- Rationalize the property boundaries in relation to
topography.
- Provide a logical and secure buffer zone between
military activities and new development.
- Provide a regional road corridor. to connect homes
in Dougherty Valley to I-580 and the East Dublin
BART station.
- Assist in realizing jobs/housing balance in the
sub-region.
The feasible northern alignment ( see attached map) has been
arrived at through discussion with all parties and would be
included in the City of San Ramon' s Specific Plan and EIR and the
County of Contra Costa ' s Specific Plan and EIR for the Dougherty
Valley. The details of the land exchange, exact acreages , pre-
cise alignment, road design, access, implementation and funding
would be addressed as a future part of the precise exchange .
This letter would only facilitate the ability for the Army to
enter into these discussions. I

I have attached a sample letter suggested by our government
relations advisors . Each letter needs to explain why the land
exchange was not included in either to House or the Senate De-
partment of Defense ("D.O.D. ") Bill and that we are now request-
ing it be placed in the House/Senate conference report.
Thank you for your consideration in assisting us to implement
this regional planning solution. This request has gone out to
all the administrative parties of interest, Dublin, San Ramon,
U. S . Army, Alameda County, Contra Costa County and East Bay
Regional Park District. Please call if there are any questions .
The matter is urgent as the D.O. D. Bill could be approved prior
to the end of September.

Senator X:
I would like to bring to your attention and urge your support for
a local land exchange between the United States Army and the two
Northern California land management corporations, the Windemere
Ranch Partners and Shapell Industries of Northern California .
This exchange is essential to accommodate a road buffer between
the Army ' s Camp Parks Reserve Forces training facility and the
regionally significant housing projects in the Dougherty Valley,
Contra Costa County.
The execution of this land exchange was dependent upon an earlier
three party land exchange, which was finally consummated in
August of this year, involving the East Bay Regional Park Dis-
trict , the U. S . Army, and the County of Alameda , California .
Because both the House and Senate had completed consideration of
the two year Department of Defense Authorization bill prior to
the first land exchange, authorization for the U. S . Army/Winde-
mere/Shapell exchange was not included in either bill . We are
therefore requesting that it be included in the House/Senate
Conference report.
This non-controversial land exchange is essential to the coexist-
ence of military training and civilian life in Contra Costa
County, and will go along way to further transportation services
and provide affordable housing to the area. Thank you for your
assistance in facilitating this important land exchange.
