DESCRIPTION In October of 1983 the City Council entered into an
agreement with the County of Alameda for the City to finance the cost of
opening the Dublin Library on Mondays . The cost to the City for providing
this service for the 9 month period is $29 , 600 .
As indicated in the County Librarian' s report (see attached) Dublin Library
ciculation has increased by 7 . 7 percent overall and is steadily increasing
Reference information .requests have increased by 24 percent. It is apparent
that the Monday service has been quite beneficial for Library users . The
City ' s agreement with the County provided for a mid-year adjustment if the
volume warranted such an adjustment. The County Librarian does not believe
, such an adjustment is warranted at this time.
The County Librarian will be present at Monday night!s .meeting to answer any
questions . _

L ` SUBJECT: REVIEW OF DUBLIN LIBRARY ACTIVITY SINCE OPENING ON MONDAYS
The Dublin City Council began funding library service on Mondays in October
of 1983. Since that time, circulation of library materials and the number
of reference questions asked have increased. Circulation during the period
since the Library opened Mondays is 7.7% higher than for a similar period the
preceding year. Reference and information questions have increased 24%.
Attached is a breakdown of circulation/reference activity and gate count
(number of people exiting the building) for each Monday. Note especially
the gate count. The number of people using the Library continues to increase!
The statistical review indicates a consistent, steady increase in usage rather
than a flattening out of usage from five to six days a week. Average daily
circulation is slightly lower on Tuesdays but remains the same or higher during
the remainder of the week. There has been a substantial increase in the number of
reference questions answered, both by telephone and in person at the information
desks.
We have had eight class visits to the Library on Mondays. This is an added
service to public, private, and nursery schools which we could not offer pre-
viously.
It is difficult to quantify positive comments from our users like, "This is
a godsend! " and "Only a city like Dublin would do this for the community. "
Our only negative feedback is that we aren't open Monday evenings--or more
hours overall .

CONTRACT AGREEMENT BETWEEN THE CITY OF DUBLIN
AND THE
COUNTY OF ALAMEDA at
FOR
ADDITIONAL LIBRARY SERVICES
INTENT
WHEREAS, current funding level for County Library Services prevent
increasing the number of open hours per week at the Dublin Branch of the
Alameda County Library System, and.
WHEREAS , the citizens of Dublin wish to have the Dublin Branch Library
open more than the current 37 hours per week , and
WHEREAS,. the members of the Dublin City Council have authorized funding
for the increases in staffing and utility costs required to open the Dublin
Branch seven ( 7 ) additional hours for a total of 44 open hours per week ;
therefore,
The City of Dublin and the County of Alameda agree to provide seven ( 7 )
additional hours per week of Library Services at the Dublin Branch of the
Alameda County Library- System subject to the following terms and conditions :
TERMS AND CONDITIONS
1 ) Effective Dates : This contract will be -in effect from October 1 , 1983 to
June 30 , 1984 .
2 ) Services Described : The County of Alameda agrees to provide seven ( 7 )
additional hours of Library Services at the Dublin Branch Library each
Monday, excluding County observed holidays , from 10 . 00 a .m. to 5 : 00 o:m.
3 ) Payments : The City of Dublin agrees to pay the County of Alameda $29 , 600
in 3 quarterly installments as follows :
December 31 , 1983 - $9 , 867 . 00
March 31 , 1984 - $9 , 867 . 00
June 30 , 1984 - $9 , 866 . 00
4 ) Extension : All terms and conditions of this contract may be extended, by-
mutual agreement , on a year-to-year basis, provided the amount paid by
the City of Dublin to the County of Alameda is adjusted annually to
reflect increases/decreases to the costs connected with providing the
services .
5 ) Mid-Year Adjustment : The cost of providing seven ( 7 ) additional hours of
Library Services is based on a projected volume of activity. Should the
volume be higher than anticipated, the County Librarian may return to the
Dublin City Council in February 1984 to negotiate a mid-year funding
adjustment to pay for additional staff .
6 ) Quarterly Activity Reports : Quarterly Activity Reports will be provided
by the County Librarian to the Dublin City Council .
7 ) Option to Terminate or Renegotiate Contract : This contract is predicated
on the assumption that Library Service levels will remain constant .
Should any circumstance arise which changes both County Library funding
levels and levels of service , either party shall have the right to
terminate or renegotiate this agreement by giving at least thirty ( 130 )
days written notice .
8 ) Liability:
a ) All persons employed in the performance of such services and
functions for City of Dublin shall be County employees, and no City
employees as such shall be taken over by the County and no person
hereunder shall have any City pension , Civil Service, or other status or
right .

b ) The City shall not be called upon to assume any liability for the
direct payment of any salary, wages, or other compensation to any County
personnel performing services hereunder for the City, or any liability
other than that provided for in this agreement .
Except as herein otherwise specified, the. City shall not be liable for
compensation or indemnity to any County employee for injury or sickness
arising out of his/her employment .
c) The County will assume liability and pay cost of defense and hold the.
City harmless from loss , costs or expenses caused by the negligent or
wrongful act or omission of County officers , agents and employees
occurring in the performance of agreements between the parties hereto to
the extent that such liability is imposed on the City by the provisions
of Section 895 . 2 of the Government Code of the State of California . In
addition, when liability arises pursuant to Section 830 et seq. , of the
Government Code, by reasons of a dangerous condition of public property
of the County, the County shall assume liability and pay cost of defense
and hold the City harmless from loss , costs or expenses caused by the
negligent or wrongful act or omission of County officers, agents and
employees, whether or not arising in the performance of an agreement
between the parties hereto .
