DESCRIPTION : At its meeting of May 10 , 1982 the City Council
agreed to begin a dialogue on recreation enhancement with the Dublin San
Ramon Services District, both School Districts, and the various local sports
groups . Councilmembers Moffatt and Hegarty acted as representatives of the
City in facilitating these discussions . Since that time, several meetings
have been held on the subject of recreation program enhancement.
Councilmember Moffatt has indicated that before anything more can be
accomplished, greater direction from the City Council is required.
Councilmember Moffatt has specifically requested that the City Council
consider the following proposals :
1 . Formally establishing a Parks & Recreation Advisory Committee with the
following specific assignments .
A. Identification of those recreational needs in the City of Dublin
which are not being met.
B. Identifying alternative means of meeting those needs and the
associated costs of each alternate .
C. Development of suggested timelines for a recommended alternative.
It is anticipated that this Committee might complete its evaluation in
time for City Council consideration of whether or not it wishes to fund
additional recreational programming in the City' s 1983-84 budget.
2 . Hold discussions with local school districts and the Dublin San Ramon
Services District regarding areas of where mutual cooperation would
facilitate those Committee recommendations adopted by the City Council .

The ad hoc recreation committee for Dublin was called to order at
v
7:45 by Paul Moffatt. Those present were Councilmen Paul Moffatt, Councilman
Peter Hegarty, Norb Hudak, Liz Schmitt, John Kennedy and Georgean Vonheeder.
Councilman Moffatt asked each member to state his priorities.
The committee agreed to form a Parks and Recreation Commission consisting
of five members. The goals of the Commission would be to hire a directorwho
would be parttime until a full program is implemented, develop a time line
for programs, ascertain costs, ask the City Council to obtain an agreement
with the DSRSD. This agreement would provide that the DSRSD provide facilities
and their maintenance and the City would provide programs. The committee
is urging the City to lease Shannon Community Center, VCSC (pool at Dublin High)
and the Sports Grounds for the 1983-84 fiscal year. The commiittee recommended
that the Commission work with the Murray School and Amador Valley Joint
High School districts to .enter into agreement with the City in order to
have an after school program, a day camp summer program and a teen center
in fiscal 1984-85.
The committee would like the City Council to discuss this concept with
the DSRSD in the joint meeting of February 8, 1983 meeting.
