Signal Installation on Dublin Blvd. and Hansen Drive

RECOMMENDATION: Direct Staff to conduct a Traffic Signal Warrant Study at the Dublin

FINANCIAL STATEMENT:
The cost of a Traffic Signal Warrant Study would be in the
neighborhood of $800 and would be done by our Traffic Signal
Consultant, TJKM.
Di.SCRIPTION: The City has receiyed correspondence from the Briarhill
Homeowners Association regarding a traffic issue at the intersection of Dublin Blvd. and Hansen Drivt.
The nature of the complaint is that motorists are having a difficult time exiting Hansen Drive onto DuLEn
Blvd. since the new Valley Christian School began operations earlier this year. The Homeowners
Association is requesting that a traffic signal be installed at this intersection.
It is anticipated that the Dublin Blvd./Hansen Drive intersection will meet traffic signal warrants in the
future due to existing and future development in the western Dublin area. The City has been collecting
Traffic Impact Fees from developers to improve and widen Dublin Blvd. between Hansen Drive and
Silvergate Drive and install traffic signals on Dublin Blvd. at both the Hansen Drive and Silvergate Drive
intersections.
After the Valley Christian School opened, Staff performed a stop sign study for the intersection of Dublin
Blvd. and Hansen Drive. At that time, this location did not meet the all-way stop warrants, and Staff still
does not recommend the installation of stop signs at this location. According to traffic accident records,
only one reported accident occurred at this intersection in 1994 and no accidents were reported in 1995 or
1996. (There has been one very recent accident thus far in 1997.) The Dublin Police Department is aware
ofthe increased traffic at this location and of the potential for speeding, and has stepped up their
enforcement.

Dear Mayor Houston:
The traffic situation at the intersection of Hansen Drive and Dublin Blvd. has increased to such
a degree that it has become an "accident waiting to happen" and in actuality, has happened.
The number of vehicles passing this area between the hours of 7:30a.m. to 9:00a.m. and then
again at approximately 3:00p.m. has become astronomical what with the increased use of the
church and schools at the top of Dublin Blvd. This traffic pattern again repeats itself on Sunday
morning making it totally impossible for a motorist exiting Hans~n Drive onto Dublin Blvd. The
continued residential construction above Briarhill will only add to the traffic problem.
It is recognized that during other times of the day a motorist has literally free-reign in driving
through this intersection and as such, this traffic flow bears consideration in our request.

The Briarhill Homeowners Association, representing its membership as well as .
being concerned for others using this intersection, requests the City install a
Hdemand" traffic signal at the intersections of Hansen Drive and Dublin Blvd.
It is further requested that this project bear an emergency status due to the
potential for accidents during peak commute hours as noted above. It is
further hoped that the City will not install Hstop signs II in lieu of demand
signals as this would only impede the flow of traffic, requiring all Dublin Blvd.
vehicles to stop even if there is no traffic entering the intersection from
Hansen Drive.
In addition to the above stated concern, consideration should be given to traffic controls relative
to vehicle speed on Dublin Blvd. Westbound traffic accelerates its speed substantially trying to
go up the grade. Eastbound traffic literally flies coming down the hill, even on Sunday. To
further add to the problem, the westbound lane permits only one lane of traffic at, and beyond
the intersection of Hansen Drive. The right lane is dedicated to right turn traffic only onto
Hansen Drive. It has been noted that many vehicles, even "Wheels" buses are remaining in the
right lane through the intersection and continuing on up Dublin Blvd.
It is hoped that the City Council will see fit to alleviate the safety problem cited at its earliest.
