FINANCIAL STATEMENT: Annual Cost to the City for a seven-member Commission is estimated to range from $2,730 (J meeting per month) to $5,460 (two meetings per month). DESCRIPTION : Correspondence has been received from Tom McCormick, President of the Dublin Historical Preservation Association, requesting that the Heritage Center Advisory Committee be changed to the Heritage Center Commission. BACKGROUND At the April 25, 1994 meeting of the Dublin City Council, the Council received the final report from the Heritage Task Force and, on a unanimous vote, accepted the following three recommendations of the Task Force: 1. Pursue renovation of the Heritage Center including the Old St. Raymond's Church, the Original Murray Schoolhouse and the Dublin cemetery grounds. 2. Employ a part-time Heritage Center Director to oversee the operation of the Heritage Center and to establish programs at the Heritage Center. 3. Establish a Heritage Committee to advise the Parks and Community Services Commission, City Council and City Staff on matters pertaining to the restoration, maintenance and operation of the Heritage Center. With regard to the recommendation concerning establishment of a Heritage Committee, it should be noted that the Task Force did consider the merits of a "Commission" versus a "Committee". However, they agreed that as the Heritage Center is under the auspices of the City's Parks and Community Services Department, the Heritage Committee should work through the Parks and Community Services Commission, in the same way that the Senior Center Advisory Committee operates. If the City Council were to consider changing the status of the Heritage Center Advisory Committee to the Heritage Center Commission, there would be increased costs to the City as Commissioners are compensated for attendance at meetings. Based on a seven member Commission, the annual cost to the City would range from $2,730 (l meeting per month) to $5,460 (2 meetings per month). RECOMMENDA nON Staffhas developed the following options for consideration by the City Council. 1. Uphold the recommendation of the Heritage Task Force for formation of a Heritage Committee advisory to the Parks and Community Services Commission, City Council, and City Staff 2. Change the status of the Heritage Center Advisory Committee to the Heritage Center Commission advisory to the City Council and City Staff. 3. Retain the Heritage Center Advisory Committee and reevaluate the role of the Committee after one year. It is the recommendation of Staff that the City Council retain the Heritage Center Advisory Committee and reevaluate the role and effectiveness of the Committee in one year. --------------------------------------------------------------------------- ITEM NO. 7. Dear Members of the Council: The Dublin Historical Preservation Association respectfully request that the Dublin Heritage Center Advisory Con1mittee be changed to the Dublin Heritage Center Commission. This request is made for the following reasons: 1. It would clearly demonstrate to the greater community the importance the Heritage Center means to the city and residents of Dublin. 2. It would greatly enhancG th~ ability and status of the Commission to apply for private grants required to complete the rehabilitation of the buildings and grounds. 3. It would help promote the concept that the Heritage Center is a place of historical significance and should be treated with reverence and respect. , With the absence of additional public funds being available, it is incumbent upon the commission members and the historical association to immediately begin applying for grants. The title "Commission" and increased access to your council for a swift decision regarding a grant application increases the likelihood of receiving a grant and, frankly, impr~ssing the potential grantor. The title "Commission" best demonstrates to all a tradition of this city in "locking arms" to demonstrate to all of our effot-ts to promote this city.
