FINANCIAL STATEMENT:
Estimated Lost Fee Revenue: $180. $270
DESCRIPTION: Correspondence has been received from Karol Ruppenthal,
representing the League of Women Voters of Livermore-Amador Valley and the Women's Club of
Dublin, requesting that the fees for use of the Dublin Civic Center Council Chambers be waived for
candidate forums for the November elections for the office of Mayor and Council Members, the Dublin
School District Board of Directors, and the DSRSD Board of Directors. These forums are co-sponsored
by the League of Women Voters and the Women's Club of Dublin. The dates for the forums are as
follows: October 3 (Mayor/Council); October 9 (School Board); and October 17 (DSRSD Board). As
_~._ stated in the attached letter, the forums are currently scheduled to take place in the School District Board
:_~. Room (at no charge to the sponsoring groups) but they believe that the most appropriate facility is the
. v Dublin Council Chambers.
Under the current Facility Use Policy for the Dublin Civic Center, the League of Women Voters of
Livermore-Amador Valley would be classified as a Non.Resident CommunitY Group and the Women's
Club of Dublin would be classified as a Resident Community Group. The fees for use under these
classifications are as follows:

In addition to the fees shown above, a $200 Security Deposit (refundable) is required and groups must
provide evidence of liability insurance covering bodily injury and property damage at a minimum limit of
$500,000 per occurrence. If the City were to charge for the three candidate forums, the revenue generated
would range from $180 to $270 (3 hours per forum at $20. $30 per hour).
It should be noted that the last time that City facilities were used for candidate forums was in 1992. Three
forums were held (two sponsored by the League of Women Voters and one sponsored by the Alameda
County Association of Realtors) and fees were assessed for each of the forums.
If the City Council is in favor of waiving the Facility Use Fees as requested, it is recommended that the
Security Deposit and Certificate of Liability Insurance be required.

Dear Ms. Lowart:
This is a request for a waiver of the fee charged for use of the City Council Chamber for
candidate forums for the November elections for the offices of Mayor and Council Members, the
Dublin School District Board of Directors, and the DSRSD Board of Directors. These forums are
co-sponsored by the League of Women Voters and the Women's Club of Dublin. The League,
founded in 1 921, is a non-partisan, non-profit organization that has traditionally conducted
debates among candidates for a variety of elections in order to insure that the public is informed
about issues and candidate views. It also conducts voter registration and "get-out-the-vote"
programs.
We believe that forums to inform Dublin citizens about Dublin issues and the views of
Dublin candidates on these issues constitute an appropriate request for a waiver of fees for use
of Dublin facilities. You may be aware that neither Livermore nor Pleasanton charge for the use
of their city facilities for these forums.
I have arranged for these forums to take place on October 3(Mayor/Council) and
October 9 (School Board) at the School District Board Room. I have also arranged for a forum
for candidates for the DSRSD Board at the School District Board Room on October 17. However,
we believe the most appropriate facility is the Dublin Council Chambers. All forums will be
videotaped by Channel 30 and aired on public television before the election.
