Doolittle 2) Draft Letter to Zone 7 3) Location Map RECOMMENDATION: ~~~, Support construction of maintenance road and approve sending \ letter to Zone 7 FINANCIAL STATEMENT: The proposed maintenance road under I-580 would be funded by Caltrans and BART. There would be no cost to the City of Dublin. DESCRIPTION: The City received a letter from Mr. Fredrick Doolittle of Ione Way requesting that the City Council support construction of a maintenance road along the Alamo Creek channel under I-580. This construction would be accomplished after modifications to I-580 related to BART and would be funded by Caltrans, BART, and Zone 7. It is proposed that the maintenance road could eventually serve a second purpose as a bicycle/pedestrian crossing. At the present time, bicyclists and pedestrians must use one of the existing freeway overcrossings at Dougherty or San Ramon Road to travel between Pleasanton and Dublin. This proposed road would provide a key link between trails and path~aays that are proposed along Alamo Creek. At this time, Caltrans, BART, and Zone 7 have the plans and funds to construct such a roadway, but the Corps of Engineers has not yet given its approval. The monies will be set aside for construction of the maintenance road so that BART can proceed with the rest of the project pending receipt of the Corps permit. Staff feels that the proposed maintenance road is warranted, not only from the standpoint of creek maintenance, but also as a future link between bicycle/pedestrian pathcaays in Dublin and Pleasanton. Staff is proposing to apply for Transportation Development Act (TDA) funding to construct bicycle/pedestrian facilities along Alamo Creek which would eventually connect with the proposed undercrossing. Zone 7 and the East Bay Regional Park District are supportive of this proposed bicycle path alignment. Zone 7 and possibly the East Bay Regional Park District also support the bike path project financially. This would open an opportunity for the City to plan for a future bicycle path and pedestrian walkway through the City for the enjoyment of the City's residents. The David Gates study covering future park and trail needs has been completed and will be presented to the City's Park and Recreation Commission in the near future for recommendation to the City Council. It does include a trail along this corridor. Staff recommends that the City Council approve sending a letter to Zone 7 which supports construction of the maintenance road. The funding exists from Cal-Trans and BART. Support exists from other agencies like Zone 7 and the City of Pleasanton. The City of Dublin has an opportunity to have a highly desirable and very expensive piece of transportation infrastructure designed and built for little more than a nod. That nod must be made soon, however, or the opportunity will be lost. The City of Pleasanton and Zone 7 have a plan to make a network of pedestrian parkways along the creeks and anoyos. A 580 crossing at Alamo Creek would greatly enhance the safery, location, and appeal of pedestrian crossing between Dublin and Pleasanton. The funding exists and several other governmental agencies are nearly ready to begin construction. The incremental cost to the cities to make pedestrian access here would be nothing. The construction needs to proceed later this year, regardless of whether a pedestrian undercrossing is included. With Dublin's budget of $75,000 per year for pedestrian and bicycle routes, if the crossing is not included in this existing construction, Dublin could not afford it in the future. What Dublin Needs to Provide: What these agencies need and they still lack, is the support from the City of Dublin in terms of both agreement to go ahead and planning. PROPO5AL: The City of Dublin agrees in principle with the pedestrian crossing under 580 at A1amo Creek. The City of Dublin will provide the necessary planning and coordination support for the agencies ~vhich will be designing and constructing the crossing. I'ISCAL IMPACT The funding for this construction exists and will come from Cal-Trans and BART. It is my understand~ng that the City of Dublin woul~ not need to pay for any of the construction. ~ COMMUIVITY 5UPPORT Pedestrians cannot safely, quickly, and comfortably cross between Pleasanton and Dublin. The Foothill/San Ramon Valley Blvd and the Dougherty/Hopyard crossings aze dangerous, poorly located, and unpleasant for pedestrians. The Alamo Creek crossing would be safe, close to the heart of Dublin, and more pleasant. It will also be a key link in a network of trails currently being built along creeks and old railroad grades. Communities which are known as "the most livable" always have pleasant areas for pedestrians to enjoy and get around. Dublin is known in the valley as one of the "less livable" cities. The city can help remedy this by providing the facilities to encourage residents to leave their cars and see the city up close. A 580 pedestrian crossing is a key link for pedestrian accessibiLity, mobility, and pleasure. The city has the opportunity to have construction of this crossing funded free of obligation. Many other Dublin residents I talk with generally support the crossing and feel that it would be foolish to allow this opportunity slip by. •- The City Council should desire a higher liveability rating to boost the city image, real estate prices, and business activity. All of these things will boost city revenues. The City of Dublin recognizes that a maintenance road in this location is essential to the maintenance of the Alamo Creek channel. This maintenance road access also lends itself to the possibility of being used as a pedestrian/bicycle path in the future. While the City of Dublin has no funds available for construction of the maintenance road under I-580, the City does plan to apply for funding to construct pedestrian/bikeways which would connect with this undercrossing in the future. This link between the Cities of Dublin and Pleasanton would become a part of a network of pedestrian and bicycle pathways throughout Alameda County. Residents of Dublin and of the Tri-Valley area in general would enjoy and benefit from the bicycle pathway. Also, the pathway will separate vehicle traffic from bicycle and pedestrian traffic and will create a safe pathway for them. Therefore, the City of Dublin completely supports the project.
