FINANCIAL STATEMENT:
None at this time.
DESCRIPTION: The City has received a request from the Alameda County
Economic Development Advisory Board Education Committee to make a
presentation to the City Council regarding the School to Work Transition
Program. The Council is also being requested to adopt a resolution in
support of this program and commit to specific actions to enhance the
ability of students to enter the workforce.

Per our conversation on September 8, 1993, I am requesting to be put on the
"Written Communication" part of your September 27th ,City Council
meeting. ' As I mentioned on the phone, I am member of the Alameda
County Economic Development Advisory Board Education Sub-Committee.
, We are requesting that the Dublin City Council to adopt a resolution that will
enhance school-to-work transition tor Dublin's young adults. This resolution
. if adopted will address the current and future needs of Alameda county's
work force.' In addition, EDAB will be hosting an Educatign Forum at the
end of the year to develop a strategic plan V\Tith other Alameda County cities
in relation to the resolution. ' '
I have enclosed a copy of the resolution as well as a'~opybf the letter we sent
to Mayor Snyder. Please feel 'free to give me a call' if you have any questions ' ,

We anticipate that the presentation, allowing for questions and answers, will be about
45 minutes. I encourage you to schedule this item early on the agenda and allocate
ample time for the members to respond to questions and concerns. As you know from
having heard the presentation, specific action is being asked of each entity comprising
the coalition: education, labor, government, business, parent groups and chambers.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

SUPPORTING ALAMEDA COUNTY ECONOMIC DEVELOPMENT ADVISORY BOARD
SCHOOL TO WORK TRANSITION PROGRAM
WHEREAS, there are major changes in the global economics,
work/career opportunities, and new directions in the workforce that are
affecting the economic competitiveness of Alameda County; and
WHEREAS, the economic competitiveness and health of the City of
Dublin, Alameda County, the state, and the Nation depend on the
collaboration between schools, business, labor, governments, and other
public agencies; and
WHEREAS, all jobs/careers will require technology, competencies,
workplace ethics, and continued learning; and
WHEREAS, all workers, regardless of sex, age, and/or ethnicity,
will need workplace competencies to become economically self-sustaining;
and
WHEREAS, two-thirds of the high school students enter the
workforce without a four-year college degree; and
WHEREAS, students will need additional education beyond high
school after entering the workforce; and
WHEREAS, there needs to be a focus that is county-wide and
includes a broad-based coalition of interests to maximize County
resources to provide the necessary workforce.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin will make a long-term commitment to the economic competitiveness
and health of Alameda County by supporting this resolution. This action
should include:
. Establishing policies and procedures that support development
of the County workforce across city and public agency
boundaries.
. Providing release time for elected officials and professional
staff of city, county, and other public agencies to work with
schools and the business community on the issues of education.
. Advocating for stable funding of educational institutions.

. Providing workplace experience for students and education
staff.
. Providing financial and equipment resources to educational
institutions.
. Collaborating to make efficient use of scarce resources among
public agencies.
. Recognizing student accomplishments.
. Supporting federal/state opportunities that will improve
funding in the County.
. Designating representatives to participate in county and city
forums to implement these actions.
