I / S20—r0 ' ....1 CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: June 25, 1984 SUBJECT Request from San Ramon Valley Education Foundation to use Dublin City streets on October 14, 1984 for a 1/2 marathon and 10K run EXHIBITS ATTACHED Letter from San Ramon Valley Education Foundation received June 15 , 1984 RECOMMENDATION OC/Deny request FINANCIAL STATEMENT: Estimated cost to City - $1, 118 . 85 DESCRIPTION The San Ramon Valley Education Foundation is planning three races, two of which will have considerable effect on the City of Dublin. These two races would be using a route of Dougherty Road to Amador Valley Boulevard to Brighton Drive to Village Parkway to City limits at Kimball Avenue. Staff recommends that the Council deny San Ramon Valley Education Foundation permission to use Dublin ' s City streets in routing this event for the following reasons : 1 . Planning traffic control takes many hours that Dublin Police Services does not have to give above their current workload 2 . Route contains four intersections that would call for uniformed Police traffic control . 3 . Dublin Police Services Staff is not large enough to handle traffic needs without reserve help. 4 . A Dublin Community Organization has already planned a Dublin 10K run in September that utilizes the volunteer hours that are available from the reserve unit. 5 . When events are held too often in an area, especially runs utilizing heavy traffic routes, the City' s citizens feel unjustly inconvenienced. 6 . The City of San Ramon is a large spread out City of 28 square miles with many broad neighborhood streets that are capable of handling these types of runs. Dublin is only 4 square miles and does not have sufficient streets to handle runs without major neighborhood and thoroughfare interference. If the Council were to approve the request, it is estimated that forty five hours of overtime would be expended for a cost of $1, 118 . 85 . 20 hours @ $28 . 82 per hour $ 570 . 40 20 hours @ $21 . 26 per hour 425 . 20 5 hours @ $24 .65 per hour 123 . 25 Total $1, 118 . 85 Total includes planning, supervising and furnishing four Officers and 1 Sergeant at traffic control points for 5 hours . The S.R.V.E.F., a non-profit organization for the San Ramon Valley U.S.D. , is sponsoring a series of three races on October 14, 1984. The first race is a Half Marathon, starting in Danville pas- sing through Dublin and ending in San Ramon. The second race will start in San Ramon, pass through Dublin and end in San Ramon. The third race will start and finish in San Ramon. Detailed information is attached as to exactly what atreets the race will run along. We are writing this letter to inform you that we have planned the race for October 14, 1984 and we would like your permission to run on your streets. We would like to present the race to you at your city council on June 25. We are asking that our traffic monitors be allowed to direct traffic along Dougherty, Amador Valley Blvd, Village Parkway from 9:00 A.M. to 10:30 A.M. We would not be closing any streets, but we would ask drivers to wait before proceeding if runners are in danger. We will be very willing to work with the Dublin police if that is required. The race will be directed by Terry Jacobsen with the help of Nancy Lewis and Steve Armstrong. Terry Jacobsen is an officer of the S.R.V.E.F. Nancy Lewis is the director of the well known Devil Mountain Run. Steve Armstrong has been the Race day director of the Run For Daylight and the Walnut Festival 10 k's.Markstein bever- age company and Levi Strauss company and Primo's Pizza, will sponsor the race. We understand that Dublin has its own school system, and there may be some opposition to having a San Ramon race go through a city that supports another school district. It should be noted though that Dublin H.S. has a race that starts in Dublin, travels through the city of San Ramon, and back to Dublin. In conclusion as education is going through a period of financial hardship, an activity which raises money for a school system is a good activity which should be permitted regardless of which school district it serves.
