FINANCIAL STATEMENT: Estimated costs - $7 ,500, including engineering and
contingencies . An additional $7 ,500 would be
required to provide an opening into Mervyn' s .
Total project cost estimated at $15 ,000.
DESCRIPTION The Council , at its April 11 , 1983 meeting,
authorized Staff to study the request for a median
break at the Ross Store driveway on Dublin Boulevard
subject to Bedford Properties paying for the study.
Dan Summers of Bedford Properties did submit a $1 ,300
deposit and the subject study was undertaken.
The City Traffic Engineer has recommended two median
openings on Dublin Boulevard between Golden Gate
Drive and Regional Street , providing left hand turn
access to Ross Department Store and Mervyn' s
Department Store . The total cost of both openings is
$15 ,000. Bedford Properties has indicated a
willingness to fund their half of the project . Staff
has contacted Mervyn' s Department Store with respect
to their interest in the other opening. Jim
Dougherty, Mervyn' s Store Manager has indicated a
willingness to discuss the project with Mervyn ' s
Corporate Offices , and would get back with the City
as soon as possible .

SUBJECT: Dublin Boulevard Median Opening at Ross Department Store
DATE: May 11, 1983
We have completed the evaluation of the request to provide a median
opening on Dublin Boulevard generally midway between Regional Street and
Golden Gate Drive. The request was by Bedford Properties in order to
provide improved traffic access to the building formerly occupied by the
Liberty House Department store and now partially occupied by the Ross
Department store. The proposed median opening would actually be in
front of the Orchard Supply Hardware Company.
In evaluating a request like this, factors of importance include the
effect on traffic safety, traffic congestion, and motorist convenience.
As to traffic safety, median openings generally can reduce traffic
safety if they allow left turns from a driveway either entering or
crossing a busy arterial . On the other hand, usually left turn
movements from the arterial to the driveway can be accommodated safely,
particularly if traffic gaps are created by nearby traffic signals.
For this reason , the only consideration we made at this location was for
a partial median opening which would only accommodate left turn
movements into the site but would preclude left turn exits from
driveways near the median opening. A conceptual design for a possible
median opening utilizing this technique is shown in Figure 1. The fact
that both Golden Gate Drive and Regional Street are signalized would
indicate that sufficient gaps in traffic would be created sufficient for
left turn movements into the site.
In this case , the block between the two signalized intersection is
sufficiently long to justify a median opening if it can be done safely.
We made a .m . and p.m . peak hour counts at the two signalized
intersections. The results of these surveys are attached. At Regional ,
the a.m. Level of Service is A and the p.m. is C. At Golden Gate Drive,
which is also the entrance to Montgomery Wards, both during the a.m. and
p.m. periods the Level of Service rating is A. This would indicate that
both intersections are experiencing acceptable traffic conditions at the
present time and are not inordinately congested by traffic that would be
removed if a median opening were provided. On the other hand, we see no
reason why, from a congested standpoint, the median opening could not be
provided. The main advantage of such a median opening is to reduce left
turns and U-turns at signalized intersections and actually improve
traffic conditions under these circumstances. The movements into the
Ross/Orchard Supply area by westbound traffic would actually reduce the
traffic impacts at the Regional/Dublin Boulevard intersection.

We also believe such a median opening would not be confusing to
motorists and could safely and efficiently improve. left turn access to
the properties in question.
We have also indicated in Figure 1 the possibility of providing a left
turn opening into the Mervyn' s driveway at the point where the Mervyn' s
and Montgomery Wards property lines join . We have not discussed this
concept with Mervyn' s at this time but feel that such an opening could
also be provided and be advantageous to traffic flow along Dublin
Boulevard. The opening to Ross Department store could be provided
either with or without the Mervyn' s opening.
It is strongly recommended that pedestrian crosswalks not be provided at
this location. Studies have shown that a pedestrian crosswalk at an
unsignalized location on a divided arterial such as Dublin Boulevard
provides the potential for pedestrian accidents . In a situation like
this, pedestrians frequently feel they have the legal right-of-way and
motorists are unable to see them in time to stop safely, possibly
resulting either in a pedestrian accident or in a yearend collision
between two cars. Pedestrians who are going to cross the street with or
without a crosswalk would do so with much greater safety if they felt
they were Jay walking. In effect, the crosswalk in a situation like
this provides a false sense of security.
It is recommended that the City Council consider the conceptual median
modification shown in Figure 1 . If either or both of the benefited
property owners are willing to pay for their share of the median
modification, it is recommended that this course of action be approved.
The estimated approximate cost of each half of median opening is $7 ,500
including engineering and contingencies. If left turns were provided
for both Ross and Mervyn' s, the total estimated cost would be $15,000.
