FINANCIAL The request is for $3,000 to fund the Resources for STATEMENT: Family Development Substitute Teacher Registry Program for one year (12 month period). EXHIBITS: DESCRIPTION: On November 17, 1993, the City received a request for financial support to fund the Resources for Family Development (RFD) Substitute Teacher Registry Program for one year. The request came from Edie O'Guinn, licensed proprietor of a Dublin child care center. Specifically, the request is for the City of Dublin to grant RFD $3,000, to fund the Substitute Teacher Registry for one year. As a day care provider, Ms. O'Guinn indicates that the need for qualified (i.e., trained and screened) substitute child care providers is indeed great. For example, Ms. O'Guinn's facility, My Space to Grow, employs several child care providers; and serves approximately 20 children between the hours of 6:30 a.m. and 6:30 p.m., Monday through Friday. On the average, Ms. O'Guinn would require the services of a substitute teacher approximately 5 times each month, due to staff absences, illnesses, etc. However, because the city of Dublin does D2t fund the RFD Substitute Teacher Registry program, substitute providers are not available to Dublin child care providers. Briefly, RFD is a non-profit corporation which provides a variety of services in the Tri-Valley area. The Substitute Teacher Registry program is one of many programs provided by RFD. The program is structured so that the City would contribute $3,000 to cover administrative costs associated with the program for one year. Specifically, the money funds substitute provider training and screening (fingerprinting, TB test, and Child Abuse Index Clearance). Subsequently, when a child care provider is in need of a substitute, they may contact RFD, and RFD will send them a qualified provider. The requesting provider is then billed for the substitute's time. The City would not fund the substitute provider hours. In prior years, RFD has requested funding from the City of Dublin. In FY 1990-91, RFD requested $12,500 to fund a variety of child care activities, including $3,000 to fund the Substitute Teacher Registry. In FY 1991-92, RFD again approached the city of Dublin and requested funding in the amount of $3,000 to fund the Substitute Teacher Registry. RFD currently receives support form the cities of Livermore ($25,500 in General Fund monies per year for the past three years) and Pleasanton (General Fund monies and office space valued at $40,000 per year, also for the past several years). A portion of funding from these agencies funds the Substitute Registry program.
