HomeMy WebLinkAbout5.2 San Ramon Road Plan Line f CITY OF DUBLIN AGENDA-STATEMENT MEETING DATE : July 25 , 1983 SUBJECT San Ramon Road Plan Line EXHIBITS ATTACHED Memo from Traffic Consultant (TJKM) ; List of proposed traffic signal locations and access elements ; Diagram of recommended lane patterns ; (Revised strip plan line will be displayed at Council meeting) RECOMMENDATION 1 ) Take Staff report 2 ) Open Public Hearing and take testimony 3) Close Public Hearing 4) Certify Negative Declaration 5) Approve the plan line as a conceptual document for the future design of San Ramon Road improve- ments along with access elements and future traffic signal locations 6 ) Introduce ordinance to eliminate sight distance problems by prohibiting parking on the northerly curb line of Silvergate Drive either side of Dublin Green Drive 7 ) Approve reconstruction of median on Silvergate Drive between Dublin Green Drive and Calle Verde subject to establishing means of financing the project FINANCIAL STATEMENT: 1 ) If improvements constructed in accordance with plan -cost would be approximately $2 ,225 ,000 2 ) Silvergate median modifications-cost approx $12 ,000 DESCRIPTION The City Traffic Engineer and City Engineer have previously prepared a traffic study and accompanying drawings for the improvement of San Ramon Road. These documents were presented to the City Council at its meeting of April 25 , 1983. The City Council directed Staff to consider the following issues and scheduled a public hearing for the entire plan once those issues were reviewed: 1 ) Access to Shell Station s/w corner Dublin Blvd/San Ramon Road 2 ) Access to Orchard Plaza shopping area 3) Access to vacant parcel behind Shamrock Village 4) Access from Bellina onto San Ramon Road 5 ) Silvergate median and access to adjacent developments Chris Kinzel of TJKM has made those additional requested analyses ( see memo) , and the City Engineer has revised the strip map to reflect an acceleration lane southbound from Bellina Street . The elements of the schematic plan line which are before you for consideration are : 1 ). Schematic lane configuration 2 ) Strip map of San Ramon Road indicating approximate location of future improvements 3 ) List of proposed traffic signal locations 4) List of possible access points onto San Ramon Road The issues of traffic problems on Silvergate Drive are not part of this plan, but were raised through this process and are covered in the City Traffic Engineer ' s report . Jack Beacham � - - 5• ,L- - - - - MEMORANDUM DATE: July 19, 1983 TO: City Engineer FROM: Chris Kinzel SUBJECT: San Ramon Road Plan Line At the City Council meeting in which the recommendations for the widening of San Ramon Road were presented, the Council asked for further discussion on some of the issues. These are discussed herein: 1. Access to the Orchard Shopping Center from San Ramon Road: It is my feeling that access can be safely allowed provided that certain conditions are met. First, since the center was built with access soley to Regional Street , with access to San Ramon Road certain modifications would be appropriate. The on-site circulation pattern would have to be altered and a major landscaped area located between the buildings occupied by Computerland and Sofa Beds Ltd. would have to be removed. See attached Figure 1 for an aerial photo of this area. On San Ramon Road itself , space would have to be provided for acceleration and deceleration lanes for northbound traffic at the new driveway, as is being planned for the southbound lanes . This may require the dedication of additional right of way and adjustment of the existing service road behind the buildings . It should be noted that access rights to San Ramon Road were originally acquired by Caltrans when San Ramon Road was a State Highway. It may be appropriate for the current property owner to repurchase the access rights. With these issues in mind the shopping center may elect to request access to San Ramon Road from the City. One final point is that the center can expect a certain amount of through traffic as motorists short-cut from San Ramon Road to the Albertson and Payless area through the Orchard Center to bypass one or two traffic signals. 2. Access to vacant property east of San Ramon Road and north of Amador Valley Boulevard: There is a vacant parcel located immediately north of the roller skating arena which fronts on Starward Drive. The Council asked if this parcel could also take access to San Ramon Road. In this case , it is possible to design a new development which can have proper access features from San Ramon Road, along the lines described for the Orchard Shopping Center. Again , through traffic could be an issue which would detrimentally impact the development itself. It should be possible , however , to eliminate this problem with careful design . Figure 1 also shows this area. City Engineer -2- July 19, 1983 3. Various traffic issues on Silvergate Drive west of San Ramon Road : Residents raised some concerns which are only indirectly related to possible changes on San Ramon Road. The first deals with parking on the north side of Silvergate Drive. Upon field checking this area, it is my recommendation that parking be prohibited on the north side of Silvergate Drive both east and west of Dublin Green Drive. On the east side of Dublin Green there is space for one parking stall in front of the office building near the 7-11 store. This stall is not critical to businesses in the area and impairs the sight distance of vehicles trying to enter Silvergate from Dublin Green. Figure 2 shows these issues. Likewise , on the west side of the intersection , about 4 to 5 parking stalls provide a significant sight distance impairment to Dublin Green motorists . The office building near these stalls appears to have adequate off street parking. Additional on street stalls are also available on Dublin Green Drive itself. Should the Council concur with these recommendations , it would be necessary to enact an ordinance to restrict such parking. In addition, it would be desirable to reposition the existing Stop bar painted on the street so that motorists would stop in a more favorable position to view oncoming traffic. In addition it is recommended that the median on Silvergate Drive located between Dublin Green Drive and Calle Verde Road be removed. This would eliminate the requirement for motorists entering Silvertree Lane to make a U-turn at Calle Verde and enter with a right turn movement . Instead, they could make a left turn at Silvertree itself. There are 3 street lights in the median to be removed. Two could be saved by leaving the tips of the median at their present location. The third light could be relocated or removed. 4. New driveway for Shell Station at Dublin Boulevard : The Shell service station located at the southwest corner of Dublin Boulevard and San Ramon Road has requested direct driveway access to San Ramon Road just south of the intersection. It is recommended that such a driveway not be permitted for the following reasons: This location is , and will continue to be , one of the heaviest travelled spots in the City. Much of the traffic at this location has just made a left or right turn from Dublin Boulevard. In addition , there are high volumes of southbound traffic . A great deal of the traffic is destined for the I-580 interchange located just beyond the intersection. To add a driveway at this location would compromise traffic safety in the area. The Shell station has recently added a 24 hour retail outlet to its operation which increases the traffic and potential problems. The station site also has direct access to a restaurant and office building • City Engineer -3- July 19, 1983 which would be able to use a new driveway to gain direct access to the area hear the interchange. Even though the final configuration of the Dublin Boulevard and San Ramon Road intersection will not be determined until the completion of the Dublin Boulevard traffic study, it is not expected that this will change the recommendation concerning a new driveway. 5 . Bellina Street acceleration lane : It was requested that an acceleration lane be provided for westbound Bellina Street traffic turning left onto southbound San Ramon Road. There is a median opening at this location which allows for the left turn movement. The requested change is a minor modification to the median which can be accomplished at the time of actual construction. The City Traffic Engineer has reviewed the problem and is recommending the elimination of some parking on Silvergate Drive to reduce this problem. In addition, some pavement restriping will be required A second issue is the problem of the Silvertree residents having to travel west on Silvergate Drive and make a "U" turn to get back to their street entrance . Again, the City Traffic Engineer has reviewed the problem and is recommending that the bulk of the median be removed between Dublin Green Drive and Calle Verde Road, repaved and striped to allow both left turn into Dublin Green Drive and Silvertree Lane . This removal would result in the loss of one median street light . RECOMMENDATION It is Staff ' s recommendation that the City Council take the following actions : 1 ) Approve the plan line as a conceptual document for the future design of San Ramon Road improvements along with access elements and future traffic signal locations 2 ) Introduce ordinance restricting parking on Silvergate Drive 3 ) Add the removal of the Silvergate Drive median to next year ' s capital improvement program list of projects SAN RAMON ROAD PLAN LINE . PROPOSED TRAFFIC SIGNAL LOCATIONS & MODIFICATIONS 1 . Dublin Boulevard - Modify and relocate signals as necessary for projected traffic and street widening. Interface with State of California as this signal was constructed and is maintained by them. 2 . Amador Valley Boulevard - Modify, add eastbound direction indications , and relocate signals as necessary for street and intersection modifications . 3. Silvergate Drive - Add new 3 legged signal system to fit proposed ultimate width of street . 4. Shannon Avenue - Modify and relocate signals to match street widening. 5 . Vomac Road - Add new 4-way signal system to fit proposed ultimate width of street . 6 . Alcosta Boulevard - Add new 4-way signal system to fit proposed ultimate intersection configuration. Interface with the City of San Ramon as 3 legs of the intersection are within their jurisdiction. ACCESS ELEMENTS 1 . I-580 off-ramps to Dublin Boulevard - No direct access allowed. 2 . Dublin Boulevard to Martin Canyon Creek - West side a) Provide acceleration/deceleration lanes b) Amador Valley Boulevard be extended to the west as a public or private street to allow for northbound traffic . c) Properties each provide access through to allow access out at the Amador Valley Boulevard intersection for northbound traffic. 3. Dublin Boulevard to Martin Canyon Creek - East side a) Possible access into Orchard Shopping Center provided that circulation and safety modifications be made and the issue of repurchase of access rights be addressed. b) Possible access to vacant property north of Amador Valley Boulevard provided that circulation and safety issues be addressed as well as repurchase of access rights . 4. Martin Canyon Creek to Bellina Street " No access except at existing intersections . 5. Bellina Street to Alcosta Boulevard - Possible access to shopping center on east side of street provided that circulation, safety and access rights issues be resolved. ORDINANCE NO. - 83 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC REGULATIONS ------------------------------------ The City Council of the City of Dublin does ordain as follows : Section- l . NO-PARKING-ZONES: Article 7 , relating to "No Parking Zones" , of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Section - to read: 6- Silvergate -Drive. On the northerly curbline between Dublin Green Drive and San Ramon Road and westerly of Dublin Green Drive for a length of 100 feet . Section- 2. - -POSTING--OF -ORDINANCE The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three ( 3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
