HomeMy WebLinkAbout5.2 Tri-Valley Affordable Housing Report CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 13, 1992 SUBJECT: Written Communications from Mayor of Pleasanton About Tri-Valley Affordable Housing Committee Concept REPORT PREPARED BY: Dennis Carrington, Senior Planner RECOMMENDATION: - 1) Consider written communication from Mayor of Pleasanton 2a) Take either no action, or 2b) Appoint official representative, alternate representative and staff representative and authorize Mayor to sign a letter to Tri-Valley Council members notifying them of the decision EXHIBITS ATTACHED: A) Letter from Mayor of Pleasanton dated March 13, 1992 B) Letter from Mayor of Pleasanton dated March 18, 1992 C) Letter from Mayor Snyder to Mayor of Pleasanton dated March 18, 1992 DESCRIPTION: At its February 27 , 1992 meeting, the Tri-Valley Council discussed the concept of establishing a Tri-Valley Affordable Housing Council to replace the Tri-Valley Affordable Housing Committee. The concept was to legitimize the group' s structure into a Council similar to the Tri-Valley Transportation Council . There would be one official representative from each jurisdiction. The Tri-Valley Council agreed to take the concept back to their respective City Councils for decision. On March 9 , 1992 , the City Council authorized the Mayor to send a letter to the Tri-Valley Council stating that authority for regional approaches to affordable housing issues should reside with the Tri- Valley Council and not with another council . The Council further recommended that the question should be referred back to the Tri- Valley Council for establishment as a formal sub-committee with a chairperson. The letter was sent on March 18, 1992 (see Exhibit C) . On March 13, 1992 , the Mayor of Pleasanton sent a letter to Tri- Valley Area County Boards of Supervisors, and Town and City Council members (see Exhibit A) . COPIES TO: A licant/Owner [TVAHCCSR] Senior Planner Agenda File Application File 1149"30 CITY CL==H_aLo E E Valley Affordable Housing Committee, at its March 12, 1992 meeting, requested that a letter be sent to the boards and councils of the seven-member jurisdictions soliciting their support for reorganizing the Tri-Valley Affordable Housing Committee into a formal committee under the authority of the Tri-Valley Council . The committee further requested that each board or council appoint one of its members to serve as a representative to the reorganized committee. Included in the letter were the current goals and objectives of the committee. Mayor .Mercer wrote to urge the City to forward a recommendation to the Tri-Valley Council in favor of the reorganization and to appoint a member of the City Council to serve as an official representative to the committee. On March 18, 1992 , the Mayor of Pleasanton sent a letter to members of the Tri-Valley Council (see Exhibit B) stating the City of Pleasanton' s support of reorganizing the .Tri-Valley Affordable Housing Committee into a formal committee parallel in scope to the Tri-Valley Transportation Council under the authority of the Tri-Valley Council . The letter also stated that City Council member Dorothy Scribner has been appointed to serve as the city' s official representative to the committee with Ben Tarver to serve as alternate council member and with Wayne Rasmussen as staff representative. Since the City is on record as supporting a reorganization of the Tri-Valley Affordable Housing Committee as a sub-committee of the Tri- Valley Council, Staff recommends that no action be taken on the matter. The City Council has appointed Council members Snyder and Burton as the official representative and alternate representative to the existing committee. However, no decision has been made on an official representative, alternate representative and staff representative to the reorganized committee. If the City Council feels the need to reaffirm its appointment of these representatives to the reorganized committee, Staff recommends that the City Council make these appointments at this meeting, and authorize the Mayor to sign a letter to Tri-Valley Council members notifying them of the decision. -2- ZECEIVED NSA CITY OF PLEASANTON 'j P.O. In addition, the Committee requested that 4848041 each Tri-Valley area Board/Council appoint one of its BUILDING INSPECTION members to serve as a representative to the Committee. 4848015 'The Committee also revised its "Goals and Objectives" COMMUNITY SERVICES 4848160 statement to respond to comments recently raised by WATER BITTING member jurisdictions. 4848038 I am writing on behalf of the Committee to urge you to FIELD SERVICES show your support by forwarding a recommendation to the 3333BUSCHRD. Tri-Valley Council in favor of the reorganization, and by SUPPORT SERVICES appointing a member of your Board/Council to serve as an 4848067 official representative to the Committee. Establishing the ad-hoc TVAHC as a formal committee similar to the PARKS 44"056 Tri=Valley Transportation Council would result in a SANITARY SEWER variety of benefits. First, it would establish a direct 4848061 relationship between the TVC and the proposed Committee for exchanging information, facilitating TVC policy _ STREET for direction, and coordinating regional housing policy in the' Tri-Valley area. It would also create a formal 494-88071 organizational structure for the proposed Committee with appointed representatives and voting members. This would establish greater authority to act as a legislative 4444"RAILROAD AVE housing advocate, promote regional affordable housing, 4848114 and propose regional projects. Not only would a formalized organization better enable the member POLICE jurisdictions to further their own housing policies and 4833 BERNAL AVE- programs, but it might also set an example for other P.O.Box 909 jurisdictions within the State to follow. 484.812 Page 2 March 13, 1992 As noted above, the TVAHC recently revised its list of "Goals and Objectives" . The updated list is provided below for your information: Clearinghouse 1. Serve as a clearinghouse for Tri-Valley affordable housing information. Each jurisdiction could distribute and obtain information through . Committee packets, meetings, etc. 2 . Provide feedback to member jurisdictions on programs which they are developing such as draft ordinances, policy guides, etc. 3 . Serve as a clearinghouse for information regarding state and regional programs. This might be accomplished by inviting speakers from the State, ABAG, Bay Area Council, etc. to periodically attend Committee meetings and give status reports. Legislation 4. Evaluate SB-2144 relating to low and moderate first home financing in Gardena, CA as a possible program for implementation in the Tri-Valley area. 5. Act as a supporter of legislation which promotes affordable housing. 6. Provide workshops for member jurisdictions regarding projects of common interest, such as mandated housing element updates. Finance 7. Evaluate the possibilities of bond issues for funding affordable housing projects in the Tri- Valley area. _ 8. Evaluate the possibilities of funding affordable housing through the private sector. 9. Evaluate the possibilities of cities and counties working with businesses to develop joint affordable housing similar to the "company housing" concept. Page 3 March 13, 1992 Projects 10. Establish a clear definition of the term "affordable housing" for consistent use by the Committee. The definition should include a description of affordable housing in physical terms so that private developers will have a better understanding of the Tri-Valley expectations. 11. Work toward developing a regional affordable housing demonstration project. Thank you for your consideration. Box 520 Pleasanton, CA 94566 Dear Mayor Mercer: SUBJECT: Position of the City of Dublin with regard to establishment of a Tri-Valley Affordable Housing Council The Dublin City Council at its March 9 , 1992 , meeting discussed the establishment of a Tri-Valley Affordable Housing Council . The City Council determined that the establishment of a Tri-Valley Affordable Housing Council would not be appropriate because it would dilute the authority of the Tri-Valley Council . Authority for regional approaches to issues in the Tri-Valley area should reside with the Tri-Valley Council . It is recognized that a regional approach to the provision of affordable housing is necessary. This requires that an organization be established to promote affordable housing in the Tri-Valley area . The City Council recommends that a subcommittee of the Tri-Valley Council be. established, have regular meetings , a chairperson and official representatives . The subcommittee would be called the Tri- Valley Affordable Housing Subcommittee and be charged with proposing policies and programs furthering the provision of affordable housing in the Tri-Valley area. All decisions establishing policies and programs would be made by the Tri-Valley Council . This approach is an ideal alternative to a Tri-Valley Affordable Housing Council because it would establish an organization clearly under the authority of the Tri-Valley Council to promote a regional approach to affordable housing needs .
