FINANCIAL STATEMENT:

DESCRIPTION: The City has received a letter from Ken Terpstra of
Caltrans which provides the locations and heights of the soundwalls to be
built along 1-680 through Dublin. The Dublin soundwalls will be built along
both sides of the freeway from Amador Valley Boulevard to the northerly City
Limit at Alcosta Boulevard and range in height from eight to fourteen feet
depending on location. Some staking and clearing has already begun.
Mr. Terpstra's letter mentions the possibility of building the wall on the
west side of the freeway at its "ultimate location" to allow for future
freeway widening. If the ultimate location is used, the wall will still be
built within existing State right-of-way. The benefit is that the wall would
not have to be moved later, hence a cost savings and less construction noise
disruption to adjacent properties. It is possible, however, that the change
of location would delay installation of the west side soundwall up to a year.
Additional issues related to the soundwalls are as follows:
1) Staff has received several phone calls from residents who read newspaper
articles which indicated the wall would be built "north of Alcosta
Boulevard." It is assumed that those articles referred only to the City
of San Ramon, as the Dublin wall does start at Amador Valley Boulevard,
where houses are directly adjacent to the freeway.
2) A wall is not proposed to be built between the 1-580/1-680 interchange and
Amador Valley Boulevard, as the property that abuts the freeway is
commercial. The environmental studies for the 1-680 improvements did not
consider commercial lands adjacent to the freeway to be noise-sensitive.
Another consideration expressed in the environmental report was that the
commercial properties generally intend that their signage is visible from
the freeway for advertising purposes and would not want to be obscured by
a wall. Some of the residents of the "Ecco Park" subdivision, which is
the neighborhood east of Village Parkway and south of Amador Valley
Boulevard, have expressed concern that the freeway noise also reaches
their houses. The freeway noise does reach their houses; however, because
of the distance, the level of noise is not sufficiently high to require
sound mitigation. The environmental document was available for public
review beginning in April of 1988, and a public hearing regarding the
project was held on May 18, 1988. The hearing record does not contain any
comments from Dublin residents.
Staff recommends that the City Council receive the report and letter from Mr.
Terpstra and receive comments from the public. A representative of Caltrans
will be available to answer any questions from either the City Councilor the
public.

I apologize for how long it has taken to send you the locations and
heights of the proposed soundwalls within the city limits of Dublin.
I held off writing to you because of discussions that were under way
regarding a wall at the south end of the project.
As you know, preliminary engineering and environmental studies are in
progress for improvements to the 1-580/680 Interchange to be funded
by Measure B. The project will consist of the construction of a
direct connector from southbound 1-680 to eastbound 1-580. This will
require the widening of 1-680 starting just south of the Alcosta
Boulevard Interchange in order to accommodate the direct connection.
The soundwalls located on the freeway hinge point, as shown on the
enclosed sheets, are designed to be relocatable such that parts of
the wall can be saved and reused with the Measure B project.
However, we are exploring the possibility of building at the ultimate
location, the proposed soundwall on the west side of 1-680 between
Amador Valley Boulevard and Alcosta Boulevard to avoid coming back in
the near future to reconstruct the wall. with this approach, there
will be less community disruption and a net overall cost saving. We
will keep you informed if the change can be done without any
significant delay to the entire project.
Enclosed are the photo plan sheets showing in red the locations,
lengths, and heights of the soundwalls as currently proposed within
the Dublin area. Some stepping down to lower heights occurs at the
ends of some of the soundwalls. The soundwall delineated in green
will be placed during the median widening project as a first order of
work to allow for outside widening to accommodate a transition for
the commuter lane. In addition, two typical sections showing the
soundwall in relation to the freeway are also enclosed.
