Debra Hunt, Tenant Commissioner, Pleasanton Housing Authority EXHIBITS ATTACHED Letter from Debra Hunt dated March 24 , 1986 RECOMMENDATIOPI Consider FINANCIAL STATEMENT: None DESCRIPTION The City Council has received a request from the Pleasanton Housing Authority Tenant Commissioner, who resides at Arroyo Vista. Ms . Debra Hunt has expressed a concern over action taken by the Dublin Housing Authority to select the proposed management of Arroyo Vista by Alameda County Housing Authority. The City Council is unable to discuss this item as the Housing Authority without formal noticing of a special meeting. Although the City Councilmembers also serve as Housing Commissioners , these are two separate legal entities and any meetings must be noticed as such until a regular meeting time is established for the Housing Authority . When the Housing Authority was established, a regular meeting time was not established, since it is anticipated that very little business will be conducted until HUD approves or denies the request for transfer . The City Council may wish to make their desires related to conducting further meetings prior to completion of the HUD approval process known to the Dublin Housing Authority. ---------------------------------------------------------------------------- COPIESvSO: Ms . Box 2340 Dublin, CA 94568 Dear Mayor Snyder and Members of the City Council : As Tenant Commissioner representing Arroyo Vista on the Pleasanton Housing Authority Board of Commissioners , I feel. it is my duty to speak out about the proposal from Alameda County Housing Authority for the management of Arroyo Vista . As a matter of record, I have been a resident of the tri-valley since 1967 and a resident of Arroyo Vista since 1983 . The proposed plan has some definite areas of concern . First , the current office staffing level is already overworked . To eliminate any office position would certainly cause an additional burden . Granted , th-e current staff handles Kottinger Place as well as Arroyo Vista , and when the takeover is complete the Kottinger Place work flow will be gone . The 150 units . of Arroyo Vista PLUS the pro- posedisuggestion of moving the area Section 8 operations to this office will need the qualified, competent experience of these hard- working individuals . Any less will add fuel to the fire of having disgruntled , unhappy employees and will affect the currently smooth running operation . Secondly , to decrease the maintenance staff , and to eliminate the landscaping services , would be detrimental to the overall appearance of Arroyo Vista . Since the retirement of John Collins in December 19,85 , we have seen that the lack of a full time Maintenance Super- visor is having its overall effect on Arroyo Vista . It is evident that a mature , experienced and responsible Maintenance Supervisor is necessary to be on site and outdoors at all times supervising and working with the other employees . By combining the Maintenance Supervisor ' s position with that of a Project Manager , you are over- loading the Project Manager with Alameda County Housing Authority responsibilities and Housing Manager duties in addition to ALL res- ponsibilities of a full time Maintenance Supervisor . Anyone who is familiar with this area is well aware of the lasting stigma of Komandorski Village . Many voices have been heard refer- ring to Arroyo Vista as a new Komandorski Village , and they are only giving us a few years before we have gone down the drain . Why prove them right? If there is not sufficient staff available to handle tenant requests for maintenance services , our homes will slowly deter- iorate to the level of Komandorski Village . WE DON ' T WANT THAT ! ! We are proud of our homes and we want them to be properly maintained . Also , the grounds need constant attention . The landscaping service provides the on-going weed control and maintenance necessary to keep the area in a park-like setting . Eliminating the landscaping service and having that additional workload placed on the decreased mainte- nance staff will show in a backlog of unattended to maintenance prob- lems , or lack of grounds upkeep , because staff is trying to keep up i Mayor Peter Snyder and Members of the ,Dublin City Council Page 2 maintenance . In addition to those areas , staff is also responsible for preparing vacant units for tenant occupancy . Why spread things so thin? Do you want to prove people right and have Arroyo Vista become another Komandorski Village? We say NO ! ! Since Ms . Ophelia Basgal has declared her intentions to attend Board Meetings and act as Executive Director for Arroyo Vista, the savings of the Executive Director ' s salary more than provides the money nec- essary to retain the landscaping service , have a Maintenance Super- visor with two full time workers and provide a part-time office clerk to assist the Project (Housing) Manager , Account Clerk and Specialist Clerk in handling the current work load and additional Section 8 needs . Is it really worth the $4 , 000 . 00 savings to change things so much? There are sufficient funds available without having to . compromise Arroyo Vista ! The proposal has some good points that I would like to highlight . An on-site Tenant Manager would be a true benefit because you never know where or when an emergency will arise . Also , if the Dublin Police force would recognize Arroyo Vista as their true responsibility and respond to our needs in a timely manner , and cruise control the pro- perty site regularly , then there would be no need for the additional cost for security . I would like to invite you to Arroyo Vista for a meeting to discuss , with the tenants , their needs and concerns . I would appreciate hear- ing from you by April 10th in regard to this matter .
