See description below DESCRIPTION: At its meeting of June 13, 1983, the City Council adopted a policy for establishing priorities for underground utility projects (see attached) and approved San Ramon Road between Dublin Boulevard and Martin Canyon Creek as the first project to be undertaken using PUC Rule 20A. '~ Since that meeting, the allocation process for ~'Rule 20A funding has been changed. P.G. & E. has indicated that now the City can be advanced those funds which-it would have received for the next five years. In 6rder for the City to fund the San Ramon Road Underground.Project, those funds allocated to the ~City for the years 1983 through-1989 will be required. The estimated project cost is $376,000.00 'The only costs which the City will incur, are those costs associated with the installation of street lights. These costs have been budgeted -as part of the San Ramon Road Improvements Project (Phase II) which will be undertaken during the summer of 1985. Those property owners within the Project boundaries which do not yet have underground service lines, would have to pay the cost necessary to underground those lines. Those properties that would have to assume this cost are those properties on the west side of San Ramon Road between the Jeha property and Martin Canyon Creek. The property owners have been notified of the public hearing. If the City Council adopts the attached resolution to underground these utilities, P.G. & E. will immediately proceed with the necessary engineering and contracts. It is anticipated that this project could be completed by as early as May 31, 1985. NO. ,5-. G Recommendation Adopt Resolution designating an area ~or the underground installation of utilities and ordering the removal of aboveground utilities in an area designated as the San Ramon Road Underground Utility District Number 1. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN DESIG~XLATING AN AREA FOR THE UNDERGROUND INSTALLATION OF UTILITIES AND ORDERING THE REMOVAL OF ABOVEGROUND UTILITIES IN AN AREA DESIGNATED AS'THE SAN R~ON ROAD UNDERGROUND UTILITY DISTRICT NUMBER 1. WHEREAS, the City Council of the City of Dublin has received the recommendation of the City Engineer that the area designated in Exhibit "A", attached hereto and incorporated herein by reference, in Dublin, California, should be designated as an area in which poles, overhead wires and associated overhead structures should be removed and that underground wires and facilities for supplying electric, communication, or similar or associated service should be installed; and WHEREAS, pursuant to Chapter 6 - Undergrounding of Utilities of the Ordinance Code of the County of Alameda as adopted by the City of Dublin, the City Clerk notified all affected property owners as shown on the last equalized assessment roll, and utilities concerned, by mail, of a p~blic hearing on this matter to be November 13, 1984, at 7:30 p.m. in the Dublin Library Meeting Room, located at 7606 Amador Valley Boulevard. WHEREAS, a public hearing was held on said date, at which time the City Council did receive and consider the recommendation of the City Engineer and did hear any and all objections or protests which were raised by the owners of property within the above described area pertaining to designating this area an underground utility district. NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin City Council on behalf of all Dublin Citizens does hereby resolve: Section t. The public necessity, health, safety and welfare require the removal of poles, overhead wires and associated overhead structures and underground installation of wires and facilities for supplying electric, communication, or similar or associated services within the area as shown in Exhibit "A" attached hereto, with such area hereby being designated as the San Ramon Road Underground Utility District. Section 2. Determines that the undergrounding of utilities as provided in Section 1. will avoid or eliminate an unusually heavy concentration of overhead distribution facilities. Section 3. Orders that the removal and underground installation of the above mentioned utilities be accomplished by May 31, 1985, and that all property owners within said District shall be ready to receive underground service from such underground systems as of April 15, 1985. Section 4. Directs the City Clerk to mail a copy of this Resolution together with a copy of Chapter 6 - Undergrounding of Utilities of the Ordinance Code of the County of Alameda as adopted by the City of Dublin, to all affected property owners as such are shown on the last equalized assessment roll and to the affected utilities. Section 5. This Resolution shall become effective immediately upon its passage and adoption. PASSED, APPROVED AND ADOPTED this 13th day of November, 1984. Box 2340 Dublin, CA 94568 October 29, 1984 $2%4600 NOTICE OF INTENTION TO FORM AN UNDERGROUND DISTRICT The City of Dublin proposes to form an underground district along-. San Ramon Road, from north of Dublin Boulevard to Martin Canyon Creek. The District would be called the San Ramon Road Underground utility District (see the attached location map). Within this District poles, overhead wires and associated overhead structures would be removed and facilities for supplying electric, communication, or similiar or associated service would be placed underground. ~ '~' ~-" The City's portion of the' undergrounding work would be paid for with Public utility Commission (p.U.C.) Rule 20A funds. Property owners would have to pay any costs necessary to underground their service lines in order to be ready to receive service from the underground system. Property owners would have to be ready to receive underground service by April 15, 1985. A public hearing on the Resolution to establish this District will be held on November 13, 1984, at 7:30 p.m. in the Dublin Library Meeting Room, located at 7606 Amador Valley Boulevard. The public is invited to attend and be heard on this subject. CITY ENGIMEER's UNDERCROUND UTILITY PRIORITY REPORT RECOMMENDED POLICY REGARDING PRIORITIES FOR THE UNDERGROUNDING OF EXISTING OVERHEAD UTILITIES Commercially fronted streets considered before residential fronted streets because of higher visibility due to commercial setbacks and higher traffic volumes thus affecting more people. Streets with pole lines on two sides of the street be considered before streets with poles on one side of street due to the greater reduction in visual polution. Consideration be given to projects including outside participation such as private developers or assessment districts which would considerably lessen the public cost of the project. Consideration be made where a street is to be widened and the existing overhead utilities will need to be relocated. Review of priorities be made on an annual basis or more often as' circumstances warrant. ' REC©M>IENDED PRIORITIES Commercial Areas More visibility - high traffic use A. City passes an underground ordinance (Dublin has adopced the Alameda County Ordinance by reference). B. City sets up an Underground Committe with regularly ~ d schedule meetings to coordinate its underground program. (Dublin has set up such a committee and has met four times on a monthly basis.)
