EXHIBITS ATTACHED 1 ) Ordinance 2 ) TJKM Memo 3 ) Aerial Location Map RECOMMENDATION 1 ) Open public hearing 2 ) Receive public testimony 3 ) Close public hearing 4) Deliberate 5 ) Waive reading and adopt ordinance on an urgency basis FINANCIAL STATEMENT: $200 for signs , minimal cost for red curb painting Sufficient funds are available in the 1985-86 Budget DESCRIPTION The Traffic Engineer has reviewed the need for parking restrictions on the north side of Dublin Boulevard approaching Village Parkway . The review was initiated to determine whether traffic flow could be improved in the area and as a result of a complaint regarding the sight distance for vehicles exiting the DSRSD driveway . This site is located on the north side of Dublin Boulevard between Clark Avenue and Village Parkway. At present , red curb exists on the north side of Dublin Boulevard near Village Parkway and near Clark Avenue , but there is a section between these where parking is allowed . - In the attached report by the Traffic Engineer, it is noted that parked vehicles cause difficulties for vehicles entering and exiting driveways . It is also pointed out that this proposed reb curbing will create more traffic capacity on the westbound approach to the Dublin Boulevard , Village Parkway intersection. Business owners in the Big-O-Tire complex, however, expressed the need for on-street parking during peak business hours (usually Saturdays ) and this need was confirmed by a TJKM parking survey. As a solution, TJKM has recommeded that red curb be provided on the north side of Dublin Boulevard from Village Parkway to Clark Avenue with the exception of an area east of the Big-O-Tire Store where "No Parking except Saturdays" signs would be installed . They have recommended this as an interim measure . The approved plan line for Dublin Boulevard would eventually require the removal of all parking on the north side of Dublin Boulevard to provide a travel lane . The issue of determining whether replacement parking is available elsewhere will have to be examined at the time that a complete prohibition is required . Staff recommends that the City Council conduct a public hearing, deliberate , waive the reading and adopt as an urgency ordinance . ---------------------------------------------------------------------------- COPIES TO : Affected Businesses ITEM NO . (0. 60— ORDINANCE NO. 85 AN ORDINANCE OF THE CITY OF DUBLIN ------------------------ ESTABLISHING TRAFFIC. REGULATIONS The City Council of the City of Dublin does ordain as follows : Section 1 . NO PARKING ZONES : Article 7 , relating to "No Parking Zones" of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the revision of Section 6-217 . 10 (Dublin Boulevard) to read: 6-217 . 10 On the northwesterly curbline from a point 275 feet southwesterly from the southwesterly curbline of Village Parkway, easterly to a . point of -140- "419" feet northeasterly 'from the northeasterly curbline of Village Parkway; and On the southeasterly curbline form a point 355 feet southwesterly from the southwesterly curbline of Village Parkway, northeasterly , to a point= 150 feet northeasterly from the northeasterly curbline of Village Parkway. Section 2 . LIMITED PARKING ZONES Article 9 , relating to "Limited Parking Zones" of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Section 6-367 . 2 (Dublin Boulevard) to read: 6-367 . 2 Dublin Boulevard. It is unlawful to park any vehicle on any day except Saturday on the following portion of Dublin Boulevard: On the northerly curbline from a point 419 feet from the easterly curbline of Village Parkway, easterly a distance of 130 feet . Section 3 . IMMEDIATE EFFECT This Ordinance shall take effect immediately upon its enactment because the -adoption and immediate effect . thereof is necessary in order to protect vehicular and pedestrian safety. Section 4 . POSTING OF ORDINANCE The City Clerk of the City of Dublin shall cause this Ordinance to be posted in .at least three ( 3 ) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California . Kinzel TJKM SUBJECT: Red Curbing on Dublin Boulevard Between Clark Avenue and Village Parkway We have reviewed the impacts of installing red curbing on the north side of Dublin Boulevard between Clark Avenue and Village Parkway, in response to a request from the Dublin-San Ramon Services District (DSRSD) . Vehicles, especially trucks, parked on the north side of Dublin Boulevard near the DSRSD yard have been blocking the view of drivers exiting the nearby access driveways and causing difficulties for vehicles entering and exiting the site. This memorandum summarizes our findings and recommendation. Presently, the curb on the north side of Dublin Boulevard is painted red near Clark Avenue and near Village Parkway. In between there is a 370 foot stretch containing 275 linear feet of curb along which parking is allowed (the remaining area is for driveways) . A survey of existing businesses adjacent to that section of Dublin Boulevard reflects that in the Clothestime commercial building most owners are in favor of and no one has an objection to a possible parking prohibition. However, owners in the "Big-0-Tire" complex expressed the need for on-street parking during peak business hours, which usually occur on Saturdays. A list of the surveyed businesses is attached. A parking survey of the "Big-O-Tire" complex was performed between June 18, 1985 and June 29, 1985. The results, as shown in the attached table, indicate that on one occasion there would have been a shortage in off-street parking supply if all on-street parking were removed. One feasible alternative for resolving the issue is to allow on-street parking east of the "Big-O-Tire" store only on Saturdays for a length of 60 feet and prohibit on-street truck parking at all times between Village Parkway and Clark Avenue. As you know, this is the busiest section of Dublin Boulevard in the City. The red curbing will create more traffic capacity on the westbound approach to the intersection. It will also alleviate sight distance problems for vehicles exiting the various driveways in the area. Therefore, we recommend that red curbing be installed on the north side of Dublin Boulevard from Clark Avenue to Village Parkway except for a length of 60 feet east of the "Big-0-Tire" Store, where "NO PARKING EXCEPT SATURDAYS" signs would be installed. This recommendation should be tested initially for a period of one year. Lee Thompson -2- July 26, 1985 Since Saturdays are probably the busiest days for this section of Dublin Boulevard, eventually all on-street parking may need to be removed on the north side of Dublin Boulevard between Village Parkway and Clark Avenue. One alternative to accomplish this would be to establish an agreement with the DSRSD to allow employees of the "Big-O-Tire" complex to use the existing and future parking lots of the District. We have discussed this with Mr. Emil Kattan, Assistant Civil Engineer for DSRSD. He indicated that the District is willing to discuss the possibility of allowing on-site parking for special purposes, however, there is a potential liability problem which needs to be reviewed. In summary, we. recommend the establishment of a "No Parking Zone" along the northside of Dublin Boulevard except for a 60 foot section east of Big-O- Tire where Saturday parking would be allowed.
