The Consultant coordinating the overall valleywide study has requested those agencies with land use planning authority to designate a member of the Council and a planning staff member to represent each jurisdiction on a Wastewater Capacity Steering Committee which will provide input to the engineering consultants who are performing the study. ---------------------------------------------------------------------------- - COPIES TO: ITEM NO. Snyder, Mayor City of Dublin f 6500 Dublin Blvd. Dublin, CA 94568 Subject: Livermore-Amador Valley Wastewater Planning Study Capacity Steering Committee Dear Mr. Snyder: The Dublin San Ramon Services District and the City of Pleasanton have recently begun a major wastewater management planning study for the Livermore-Amador Valley. The study will evaluate the alternatives for expanding wastewater disposal capacity for valleywide projected flows. The study workplan is intended to comply with the policies of the California Regional Water Quality Control Board which encourage a single wastewater management plan for the Valley. Alternatives being considered include in-valley disposal as well as export to the east, west, north and south. The consulting engineering firm of Brown. and Caldwell will analyze the northern export alternatives through a study called the San Ramon Valley Reclamation Study. The engineering firm of CH2M-Hill will analyze all other disposal alternatives. Larry Walker Associates is providing services to coordinate the work of the two engineering firms. The valleywide study will be completed in fall of 1984. An important set of input data to the early phase of the study is the future expected wastewater flow from each of the wastewater management agencies in the valley. To ensure that the valleywide study is responsive to the long term capacity needs of the Valley and represents a coordinated valleywide effort, we are forming a Wastewater Capacity Steering Committee (CSC) to provide input. We are asking each agency with land use planning jurisdiction in the Valley to place two representatives on the CSC to advise the project study team regarding their respective jurisdiction's long term wastewater disposal capacity needs. One elected and one planning staff representative from each of the following seven agencies including your agency are being asked to participate on the CSC (see attached mailing list) : City of San Ramon City of Dublin Dublin San Ramon Services District Alameda County Contra Costa County City of Pleasanton City of Livermore Mr. Peter W. Snyder Page 2 The CH2M-Hill project staff will assist the CSC to develop flow estimating techniques and to avoid overlapping projections for neighboring jurisdic- tions. While only several CSC meetings are expected to be necessary, staff time will be required by your agency to develop your flow projections. The first CSC meeting is scheduled for Thursday, December 15 at 10 a.m. at the Dublin San Ramon Services District fire station headquarters meeting room, 9399 Fircrest Lane, San Ramon. As indicated in the attached meeting agenda, the first meeting will feature an introduction to the valleywide study scope of work by the project managers from the two consulting firms. In addition, the CH2M-Hill project manager, will discuss suggested techniques for estimating future wastewater flows.
