FINANCIAL STATEMENT: 1983 - 84 cost of program ranges from
$15 , 155 to $22 , 825
DESCRIPTION The City presently contracts with the San Ramon Valley
Community Center for the provision of paratransit services to senior
citizens and the transportation of handicapped in Dublin. These services
are made available on a 5 day/week basis to approximately 56 riders from
Dublin and approximately 241 riders from Alamo to San Ramon. Transportation
is provided for medical appointments, shopping, personal business, social
and recreation purposes , etc . These services during Fiscal Year 1982-83
were financed by a combination of Transportation Development Act (TDA).
funds , City subsidies , farebox revenues and donations . The cost to the City
of Dublin for provision of services to Dublin residents for Fiscal Year
1982-83 is broken down as follows :

Since the City Council ' s approval of this program last year, Staff was
directed to investigate the feasibility of contracting with the City of
Pleasanton for the provision of paratransit services to Dublin riders .
Pleasanton City Staff has presented a draft proposal to the City of Dublin
which provides the same level of service as is presently provided in the
City of Pleasanton. A cost comparison of this proposal to the 82/83 program
and proposed 83/84 program provided by San Ramon Valley Community Center is
shown below:

* Estimate based upon an assumed level of subsidy from other participating
agencies in Contra Costa County.
** Includes an additional $425 for insurance coverage, and assumes that the
City of Pleasanton would be willing to remove its Paratransit Program
from its self-insured liability program.
As can be seen from the figures above, Dublin' s TDA allocation from the
Metropolitan Transportation Commission will be reduced by $3 , 242 in Fiscal
Year 1983-84 . Thus , irrespective of which program the City of Dublin
participates , its program subsidy for Fiscal Year 1983-84 will increase.
Program Comparison & Selection
The City of Dublin must determine whether it is going to request contract
paratransit service from Pleasanton or continue with the San Ramon Valley
Community Center in order to meet the Metropolitan Transportation
Commission ' s deadline of April 1, 1983 for claim submittal . Outlined below
the advantages and disadvantages of participating in either program are
shown:
Pleasanton Paratransit Program
Advantages
- Limited Dublin Staff time would not be required in claim submittal or
administrative detail during the year.
- Pleasanton believes that a more efficient and higher level of service
could be provided to both Pleasanton and Dublin riders, in that it
anticipates purchasing another van to service both areas .
- The fare box for riders would be $ . 25/ride as compared to $ . 75/ride for
local rides .
Disadvantages
- The first year cost to the City of Dublin would be approximately $7 , 700
higher than the program proposed by the San Ramon Valley Community Center.
These costs could be lowered by approximately $1, 500-$2 , 000 if the fare for
Dublin residents was raised to its present $ . 75 ; or may be lower in future
years if coordination of rides is improved.
- Dublin would be required to assume responsibility for the additional
liability exposure which results from Pleasanton providing the service.
- Dublin riders would have to adjust to the methods of a new program
operator .
San Ramon Valley Community Center Program
Advantages
- Riders would in all likelihood, continue to be served by the operator to
which they are accustomed. This may not be an advantage if the SRVCC does
not win the competitive bid it must participate in this year.
- The direct City subsidy to the program would be less, approximately
$7 , 700 .
Disadvantages
- If the other agencies in Contra Costa County do not participate to the
same extent as last year in order to support the present level of service,
Dublin riders may be forced to accept a reduced level of service.
- More Dublin Staff time would be required for claim submittal and
administrative details . Claims can only be submitted by agencies within
their respective counties .
Recommendation
Although there is some uncertainty, and greater Staff time required to .
contract with the current provider, it is recommended that the City Council
approve continued participation in the paratransit program with the current
operator. It is further recommended that the Council authorize Staff to
submit a claim to MTC for the City ' s TDA allocation.

,Service
Paratransit Service Specifications:
1. Scope of Work
a. Days and Hours of Operation: Contractor shall schedule and provide
for trips generally between the hours of 8:00 a.m. and 5 p.m. , Monday
through Friday, excluding holidays as designated by the contractor.
b. Method of Operation: The paratransit service shall operate over a
flexibly-scheduled route and on a user-defined time sequence. A
dispatcher shall be available during normal business hours to schedule
trips and to. give information.
c. Trip Needs: Contractor's paratransit services shall meet each of the
following trip needs within the budgeted limits:
(1.) Immediate Response Trips - User needs transportation as
soon as possible.
(2.) Scheduled Trips - User needs transportation on a regular basis
to a job or user needs transportation to a scheduled appointment.
These .trips should be shared rides when possible and should be
scheduled as far in advance as possible.
d. Priority: In the event more trips are requested than funding can
subsidize in any one month, priority shall be given by Contractor
to requests in the following order:
(1.) Medical Appointments
(2.) Jobs
(3.) Senior Citizens' Meal Program
(4.) Personal Business
(5.) Shopping
(6.) Recreation
(7.) All Others
e. Fares: Fares shall be paid by eligible users at rates as follows:

f. Scrip Books: Contractor shall sell either in person or by mail
scrip books to all eligible paratransit users during normal business
hours. Scrip books will be provided by the contractor.

g. Number .of.Trips: The contractor shall provide up to 300 passenger
trips per month. A passenger trip shall be identified as the movement
of one passenger from one location to another. .
h. Number of Clients: The contractor shall provide service for up to
60 clients during each month of the contract period.
i. Drivers: The contractor shall provide drivers possessing valid
Class 2 California Driver's License.
j . Vehicles: The contractor shall provide a minimum of one vehicle
for the operation of the service.
k. Operating Reports: The .contractor shall complete a quarterly report
as required for MTC. The contractor shall keep all operating records
regarding Dublin client activity available for the review of the City
of Dublin.
2. Payment to Contractor: Payment shall be made quarterly. Billing shall
include days and hours of operation within each calendar month and number
of clients served and rides provided.
3. Cost of Service: $23;900 per 12 months service. It is anticipated that
approximately $1500 per year revenue would be realized from the sale of
trasportation tickets to Dublin clients. ( 300 trips per month x 12 months
x $.40 per ride )
4. Client Transfer To Other Systems: The system of client transfer now in
place would be continued. The system proposed would allow clients
to fully utilize those paratransit and other transportation systems
in operation in the surrounding areas.

The Paratransit service operated by the San Ramon Valley Community Center serves
people over 60 or those under 60 who are certified handicapped, and who are
residents of Danville, San Ramon, Dublin or the unincorporated areas of Contra
Costa County known as Alamo, Blackhawk, Diablo or Whitegate. The following
show3 the percentages of each area's activR (within the last year) registered
riders and trips.

Ridership patterns are shown graphically on the attached sheet. Dublin's
trips consist of 49% to local shopping areas and to Shannon Community Park;
10% to Pleasanton to the Senior Center and to doctors; 24% to Livermore
which includes one Pleasanton passenger on the trip; 11% to San Ramon,
mostly to the Family Medical Center; 5% to Danville and less than 1% each
to Castro Valley and Walnut Creek doctors.
San Ramon and Dublin have close transportation ties. San Ramon's 15%
local trips are mostly to the Family Medical Center which is on the San
Ramon/Dublin border. The largest single percentage of San Ramon's trips
is 49% to Dublin to the Shannon Community Center and to the Dublin shopping
areas. The northern part of San Ramon travels to Danville (3%) , to the
Regional Center workshop in Lafayette(14%) and to Walnut Creek doctors(2%).
Danville has 68% local trips. Four percent of Danville trips are to San
Ramon, 2% are to Dublin, 11% are to Walnut Creek doctors, 3% to Alamo
doctors and 10% to the Lafayette Regional workshop.
Of the Unincorporated areas of Contra Costa County which includes Alamo,
Blackhawk, Whitegate and Diablo, Alamo has the largest number of riders
and the largest percentage of trips (8.6%) . Local Alamo rides comprise
19% of unincorporated .trips; 9% are from Alamo to Danville; 5% are from
Alamo to Walnut .Creek to doctors or Social Security; 20% are from Alamo
to the Lafayette workshop; 10% are from Whitegate to Rossmoor Manor Con-
valescent Hospital; 2% are from Whitegate to Danville. Diablo has 26% of
unincorporated trips to Lafayette; Blackhawk has 2% of trips to Danville
and under 1% to Dublin Shannon Center.
A major consideration in any paratransit service in the San Ramon Valley
is a means of transfer from one city or area to another. The areas are
closely linked socially and economically, while significant distances
exist between some of the points of destination and origin.

The Para-transit service is funded by State Transportation Development
Act 4.5 funds which are based on the sales tax. The total amount avail-
able in Contra Costa County for 1983-84 is down 32% from last fiscal
year.
According to the formula used for allocations to the nine Contra Costa
County claimants, estimated funds to be available to the San Ramon
Valley are as follows:

It is not available when needed.
$1.50 round trip is too much just to go to Safeway for groceries. We have
the Sunny Glen bus 2 days a week which we pay for at center.

I have complaints but I'd better not put them in writing.
None whatsoever. For me its been perfect!
Difficult to get service at times
Sometimes difficult for you to give me a ride at the time I need it.
Riders should be prompt and notify Doctors and dentists that they are on
Dial-A-Ride so to be on time.
My only complaint is that I am rarely picked up at the specified time.
In emergency I would like to have Dial-A-Ride pick me up for trip to
doctor or hospital when needed.
Could be more useable to handicapped persons, sometimes very narrow
space for person to get through to get in or out of Dial-A-Ride.
Have no complaints, they have all been pleasant and helpful in seeing
that passengers get on and off the bus safely.

I don't know how it could be better.
It's fine for people who need it for Dialysis, or have to go to hospitals
or medicine, but you have to call ahead of time. If it's an emergency
you have to call 911.

I find the service excellent
The service is great and all the bus drivers I've ridden with are excellent
drivers plus being pleasant, courteous and helpful. Dial-A-Ride is
my only means of transportation which I'm very grateful. My heartfelt
thanks to all of you.

Delightful personnel always courteous and prompt - very capable drivers -
should get a medal for battling the increased traffic!

I may not use DAR as much as some do since I have a young neighbor who
takes me grocery shopping, but DAR represents an additional security
when I need it. I am truly grateful.

You are doing a XLNT service for seniors and handicapped.
Don't use it .for cheap taxi.
I would like Dial-A-Ride on Sunday too.

Dial-A-Ride for us is O.K. just the way its being handled at present.
