The City's costs for maintaining landscaping within District boundaries are reimbursed by the District. DESCRIPTION: As part of the review and approval of the 145-unit single-family development (Ridgecreek) and the other, multi-family Villages, certain landscaping maintenance was made a condition of approval. This maintenance assessment distirct provides funds for this work. The City Council approved formation of the District on November 10, 1986, with the initial assessment in the 1987-88 tax year. The County Assessor collects these monies for the City for the maintenance of landscaping and irrigation systems, right-of-way fencing, walls, entrance signs, and trash removal. The District's boundaries include all of Tract 5511. This year, it is proposed to add maintenance of landscaping at the small area north of the Crossridge road cul-de-sac, which is now a weed problem, to the scope of work for this maintenance district. This year's assessment is proposed to be $78.48 per single-family lot and $39.24 per multi-family lot. This is approximately 65% of last year's assessment. The cost of water and some other maintenance activities is anticipated to be less than last year; additionally, it is proposed to utilize $6,000 of the District's reserve fund to help defray the cost of replanting frost-damaged material when water restrictions end. On June 24th, the City Council adopted resolutions approving the Preliminary Engineer's Report and setting a public hearing date of July 22, 1991. Notice of the public hearing was published, posted, and mailed to property owners in accordance with Government Code regulations. Staff additionally mailed a newsletter to property owners which described events that took place in the District over the past year. A copy of the newsletter was previously sent to the City Council and is also attached to this agenda statement. Staff recommends that the City Council conduct a public hearing, deliberate, and adopt the resolution approving the engineer's report, confirming the diagram and assessment, and ordering levy of assessment for the 1991-92 tax year. ---------------------------------------------------------------------------- ITEM NO. ~-1 COPIES TO: CITY OF DUBLIN LANDSCAPING AND LIGHTING DISTRICT NO. 1986-1 (TRACT 5511) FISCAL YEAR 1991-92 ENGINEER'S REPORT CONTENTS 1. Cty Ojf:ces, 100 CiVIC P:aza, Dublin, Callforr:a 94568 VILLAGES AT WILLOW CREEK LANDSCAPE MAINTENANCE ASSESSMENT DISTRICT NEWSLETTER FACTS ABOUT THE ASSESSMENT DISTRICT This assessment district was formed in 1986 for the purpose of maintaining certain landscaping improvements within the Villages at Willow Creek development. The following areas are being maintained by the City at the present time: 1) The median and roadside landscaping along the north side of the street for the entire length of Willow Creek Drive. 2) Roadside landscaping along Shady Creek Drive within Lots 1, 2, 3, 4, 5, 6, 15, 16, 37, 38, and south of Lot 145, and landscaping at the northerly end of Crossridge Road, all within Tract 5511. 3) Roadside landscaping, wall, fence, and pathway improvements along the west side of Dougherty Road between Amador Valley Boulevard and the northerly City Limit line, and along the north side of Amador Valley Boulevard between Dougherty Road and Wildwood Road. 4) Roadside landscaping, fence, and pathway improvements along the west side of Wildwood Road. 5) Roadside landscaping, fence, wall, and pathway improvements along the west side of Dougherty Road and the south side of Amador Valley Boulevard adjacent to Lot 150. 6) Roadside landscaping, fence, and pathway improvements along the west and north sides of Fall Creek Road. Other common landscaping improvements not included in the assessment district's scope of work are maintained by the homeowners' associations of individual Villages. Landscaping within the Alamo Creek area is presently maintained by the developer, Rafanelli and Nahas. Eventually, the Alameda County Flood Control and Water Conservation District, Zone 7, will maintain the creek right-of-way area. STREET LANDSCAPES During the past year, the assessment district landscaping has been subjected to both freezing temperatures and drought conditions. Fortunately, many of the plant species in this assessment district are California natives and adapted to the weather conditions without severe damage. Some trees, shrubs, and groundcovers were lost to frost damage however. Since the Bay Area has experienced three straight years of damaging frost, the City's maintenance department has decided that it would be in the district's best interest to plant in the Spring of 1992 and avoid the possibility of again damaging newly planted material. ..."., .....,. The City has, like all residents, been asked to reduce its normal water use by 25%. The City has been able to do this to date; however, we would like to ask residents to help by reporting any damage to the irrigation systems from vandalism or any other cause. Unfortunately, irrigation systems have been vandalized throughout the district, but particularly on Wildwood Road, Fall Creek Road, and Dougherty Road. If you notice a broken or malfunctioning sprinkler head, please advise the City maintenance department at 833-6630, and a repair will be made as quickly as possible so that unnecessary waste of water is avoided. Many of you have called us with information in the past, and your efforts are sincerely appreciated. To provide a more consistent control of weeds in the district landscapes, the City proposes to increase the frequency of chemical pre-emergent control and to add an additional Work Alternative crew on the weekends for weeding bedding areas. It is proposed to add the small area behind the curb at the northern end of the Crossridge Road cul-de-sac to the District. The City will be adding plant material and maintaining the landscaping in the future. PARK IMPROVEMENTS The cost of park improvements and maintenance is paid by the City and not charged to the assessment district. The second phase improvements in Alamo Creek Park were completed during the past fiscal year. These improvements include restroom facilities, play equipment, picnic areas, a basketball court, and additional landscaping. The City's park masterplans include a number of improvements for the Dougherty Hills Park (the "hill" to the west of the Villages). To date, trails have been cut to allow hiking on the hill. Proposed future projects would provide a parking area along Amador Valley Boulevard, day camp and picnic facilities, restrooms, and naturalized landscaping. The City's Five Year Capital Improvement Program indicates funding for design development in the 1994-95 Fiscal Year. Upon completion of the design, the Rotary Club has expressed an interest in pursuing development of portions of the site. PUBLIC HEARING The City is required to hold a public hearing each year in order to offer property owners an opportunity to protest the proposed assessment for the upcoming tax year. The attached notice provides information regarding the date, time, and place that the hearing will be held. This year, the City proposes to use a portion of the assessment district's reserve fund that has built up and, accordingly, to reduce the assessment to property owners. The 1991-92 assessment is proposed to $78.48 per single family lot (as compared with $120.00 last year) and $36.86 per condominium/apartment lot (as compared with $60.00 last year). City Staff will be glad to speak with any property owners who have questions regarding the assessment or the maintenance activities in the district. Please feel free to call 833-6630 for information. - 2 - _~,__'.' ......,""'-\1 . . ~-\ \ \ \ \----) '__.__l--'"" t)\7-1P~~'{ ~ \~ \ \ , LAtJbSCAPc kA/l0TEDA~ A<S~ê0?HË~T])\~-r(2.H~--T 8£-1 ALAMO 02EÐC '?A0L t 27 LINE BEARING DISTANCE CURVE DELTA RADIUS ARC TANGENT CHORD CHORD BRG 1 N 27'40'32'W 63.58 1 90'00'00' 50.00 78.54 50.00 70.71 N 48'13'02'E 2 N 27'40'32'W 288.82 2 38'03'08' 540.00 339.78 175.73 334.21 N 73 *iV 28'E 3 N 88'46'58'W 25.00 3 38'03'08' 480.00 289.45 149.69 284.89 N 73'!1'28'E 4 N 88'48'58'W 59.11 4 90'00'00' 50.00 78.54 50.00 70.71 N 43'48'58'W 5 N 34'50'08'W 00.00 5 3'31'25' 1555.00 95.83 47.83 95.62 N 13'34'08W 6 N 08'38'30'W 85:89 6 18'05'24' 1555.00 438.88 219.79 435.25 N 09'15'440E 7 N 08'38'30'W 180.00 7 38'03'08' 508.00 318.39 164.88 313.18 N 73'11'28'E 8 N 88'15'05'E 52.12 \ I 9 N BB'15 *058E 135.54 10 N 19'27'38'W 158.35 LOT 'G'' Si N 55'09'54'E 290.08 12 N 88'46'58PW 59.11 13 N 88'46'58'W 25.00 14 N 15'20'00'W 210.87 15 N 17 *18'28 "E 294.83 200150100 50 0 200 400 600 18 N 00'22'26'W 180.07 17 N 88'48'58'W 153.11 18 N 80'29'570E 50.00 SCALE IN FEET 19 N 29'30'03'W 20.98 FOUND ALAMEDA COUNrY Mo/VU,NENr " 79 -Z' F- U ¢ ® I F- u n, O `O- U w ¢ =d s Z p U dP d • FOUND ALAMED/CONrR COSTA COUNTY MONUMENT "79 -1' , N N ,O Tc_Qn LOT 'A ' OOUGNERry ROAD N 11'46'`Rry ROAD 0 L)G HG / SEE DETAIL C SHEET 3 OF 3 LOT 'E ' m co)' SNY G I15 Ci CAM,° f 4RKS LOT 'C' I W I ' 1 I 1 1 U i v 0) CD N m Q t[1 l9 r cu r _ PN V /C /N /Ty AW ,v. rs.
