DESCRIPTION
At the regular City Council meeting on March 10, 1986,
the City Council authorized staff to seek bids on eight police vehicles.
Pursuant to the adopted purchasing ordinance the sealed bids were opened
on Friday, March 21 , 1986.
The bid specifications requested price quotations on a 1986 Dodge Diplomat
CHP police cruiser. The documents allowed the substitution of a
-comparable vehicle, provided that the bidder supplied documentation
indicating a comparable vehicle. One bid was received from Shamrock. Ford
of Dublin. . The bid was based on a 1986 Crown Victoria. The Police Chief
has reviewed the specifications and found this vehicle to be comparable to
the CHP specifications.
The City has the ability to purchase the Dodge vehicles through the State
of California master purchase agreement. Staff has reviewed .the costs
involved with participating in this program to provide a comparison to the
single bid received. The following breakdown compares the purchase price
of a single vehicle:

The net cost of the single bid received is within approximately one
percent of the State program. The net cost includes a credit on the
Shamrock Ford bid. This credit reflects the fact that the point of sale
on the transaction is Dublin. Therefore, one percent of the sales tax
will be recognized as revenue by the City.
Section 4 ( i ) of the City' s purchasing ordinance indicates that on-going
maintenance may be a factor in awarding the bid. The CHP program offers
an 85, 000 mile major parts . warranty. The Ford vehicles would be covered
under a 100,000 mile warranty. In addition, Ford Motor Company has
instituted a very cost effective on-going maintenance program. The
service contract provides for scheduled. maintenance services every 5, 000
miles. This extended warranty is for. a total of three(3 ) .years and a

maximum of 100, 000 miles. The one time charge for this service is $1 ,795
per vehicle. For comparison, staff has reviewed a vehicle maintenance
cost proposal submitted by MCE Corporation. Based on current salaries the
three year cost for comparable maintenance by MCE would be $2, 930.
Based on the total purchase cost including on-going maintenance,.. staff
recommends that the City Council accept the bid submitted by Shamrock Ford
of Dublin. The delivery is anticipated after July 1 , 1986, and the
expenditure will be included in the 1986-87 budget.

All General Specification for the vehicle and equipment have been
met by the 1986 Ford Crown Victoria with Police Package.
Inclosed as part of the bid package are copies of the specification
sheet of the Crown Victoria along with information covering the
Ford Motor Company Extended Service plan covering 3 years/100,000
mile service.

PLANS AND COVERAGE

CONTRACT PROVISIONS
ESP CARE—All Time/Mileage Combinations
This is an ESP CARE service contract between John Doe and Name of Dealership and is
insured by The American Road Insurance Company. Under this contract the dealership
agrees to repair or replace any covered parts that are defective in materials or workmanship
and provides scheduled maintenance and wear item coverage for the contract period.
I. Contract Period. This contract provides coverage up to the earlier of/EDP miles,

or � _months from the original in-service date, whichever occurs first.
2. Where to Go for Repairs. Return your vehicle to your Selling Dealership for
service. If it is a long distance from that Dealership, contact the nearest Ford or
Lincoln-Mercury dealership in the United States or Canada. For assistance, call
toll-free 1-800-241-FORD; in Georgia, call 1-800-282-0959.
3. Covered Components. Components covered for your plan are shown on the
reverse side of this contract. These covered components found to be worn or
defective in materials or workmanship will be repaired by the dealership, except for
a deductible of$0 for each eligible repair visit.
4. Repairs. Repairs will be made with service or remanufactured parts authorized by
Ford Motor Company.
5. Care of Vehicle. Your vehicle must be properly operated and maintained.in
accordance with the maintenance schedule in the Owner's Manual. S,�° '`��'�' f
6. Transferability. To transfer the remaining coverage, send a check or money order
for$25, your membership card plus his/her name and address to: Extended Service
Plan Headquarters, P.O. Box 9366, Plymouth, Michigan 48170.
7. Refund. Upon written request within the first 90 days of the original in-service date
of the vehicle the dealership will terminate this contract and refund the price paid,
less$10, provided all copies of this contract and any membership card(s)are
returned. Contracts beyond 90 days will be cancelled on a partial refund basis(sum
of the digits method). Refunds will be made to the purchaser or lienholder by the
dealership.
8. Transportation Reimbursement. If your covered vehicle becomes inoperable and
r , 'must be kept out of use overnight to make a repair under this contract, the
dealership will reimburse the base rental charges (excluding mileage) for a
substitute vehicle, not to exceed $20 for any one day, for a maximum of ten days
($200 total)while the repair is being completed. The replacement vehicle must be
rented from a Ford or Lincoln-Mercury dealership or other commercial agency to
be eligible for reimbursement.
9. Towing Reimbursement. If a covered part fails and makes towing necessary,
towing costs not payable by insurance will be covered for up to$30 to the repairing
Dealership.
The Dealership is insured to the extent of its obligations under this Extended Service Plan
Contract by a policy of insurance issued to it by The American Road Insurance Company,

Covered Parts -
If found to be defective within the time and mileage provisions selected, the major parts of
the following components are covered (except LUXCARE):
Engine*—Cylinder block, heads, all internal lubricated parts, manifolds,
turbocharger unit, timing gears and chain or belt, flywheel, valve covers, oil pan,
timing chain cover, oil pump, seals and gaskets, water pump, and fuel pump.
(EXCEPTIONS: Carburetion components are not covered. ESP does not cover
gasoline or diesel fuel injection components.)
Transmission*—Transmission case and all internal parts, including torque
converter, transfer case, seals and gaskets.
* Front-Wheel Drive—Final drive housing and internal parts, axle shaft, universal
and constant velocity joints, locking rings (four-wheel drive vehicles), front wheel
bearings, rear axle hub bearings, seals and gaskets.
Rear-Wheel Drive*—Drive axle housing including all internal parts, universal
joints, axle shafts, rear wheel bearings and retainers, seals, gaskets, drive shaft, and
constant velocity joints.
Steering—Power steering pump, cooler and lines. Manual and power steering gear
housing(and all internal parts), linkages, control valve and cylinder, main and
intermediate steering shafts, couplings, seals and gaskets.

shafts and bushings, upper and lower ball joints, kingpins and bushings, spindle and
