FINANCIAL STATEMENT: Passage of the Constitutional Amendment would protect
the City' s revenue derived from vehicle license fees .
In 1984-85 this is estimated to be $466 ,379
DESCRIPTION The League of California Cities has mailed a special
notice to cities in districts of Assembly members on the Ways and Means
Committee.
This constitutional amendment would serve to protect the vehicle license fee
as a local revenue. Under the current system which provides statuatory
provision, the Legislature can change the formula for distributing the fees
or eliminate their return to local governments . This has been the case when
the State has found a budget shortfall and required additional revenues . As
a constitutional amendment , the measure would be placed before the voters .
This is an important step to create a stable source of revenues for local
governments .
Assemblyman Baker is a member of the Assembly Ways and Means Committee which
is scheduled to hear this legislation in mid`August . It is recommended that
the City Council direct the Mayor to notify Assemblyman Baker and the
members of the Assembly Ways and Means Committee of the City' s position. A
proposed letter has been drafted for Council consideration.

RE: Need for Lobbying Effort to Move SCA 23 out of the
y Ways and Means Committee
HEARING DATE: Week of August 13-17, 1984
SCA 23 provides that the vehicle license fee is a local government revenue
source and must be distributed to cities and counties. As a constitutional
provision, SCA 23 would prevent annual cuts in .the VLF to help balance the
state budget. It represents the core of the League's effort to secure a
permanent and stable long-term funding scheme. As a constitutional
amendment, SCA 23 needs a two-thirds majority of the Legislature and bi-
partisan support. �.
For this bill to be approved by this Assembly Committee, every city official
must write or call each member of the Committee as soon as possible. If .you
are able to secure "AYE" commitments, please let us know. . The author's
objective is to place SCA 23 on the June, 1986 ballot, rather-than the 1984
ballot where it will compete with local government's anti-Jarvis IV effort.
Members of the Assembly Ways and Means Committee are: Vasconcellos, Leonard,
Agnos, Alatorre, Baker, Bates, Bergeson, Campbell, Costa, Davis, Elder,
Hannigan, Hill, Johnson, Katz, Kelley, Mountjoy, Nolan, Robinson, Roos,
Stirling, Maxine Waters, and Young.

Dear Assemblyman Baker :
On behalf of the entire Dublin City Council, we urge your support
for Senate Constitutional Amendment 23 .
This legislation would provide protection for the vehicle license
fee as a local government revenue source, which must be
distributed to cities and counties . If this issue is examined
from a historical perspective, one will find that initially these
fees were collected as a local revenue. In the interest of
providing for a method of collecting fees on a larger scale, the
State assumed the responsibility. This provided continuity for
the collection throughout the State . However , cities should not
be expected to sacrifice this revenue whenever the State budget
is in need of additional revenues .
It is Tour understanding that the Assembly Ways and Means
Committee will hold a hearing on SCA 23 in mid-August . The
actual amendment would then be put before the voters in June of
1986 . As a constitutional amendment , you can be assured that the
final decision will reflect the will of the voters .
The Dublin City Council strongly urges, your commitment to this
piece of legislation. We would also request your assistance in
advising your colleagues on the Assembly Ways and Means Committee
of our position.
