FINANCIAL STATEMENT: None
DESCRIPTION The City has received a letter from Mayor Ken Mercer ,
City of 'Pleasanton, requesting that the Dublin City Council adopt a
resolution supporting the expansion of the LAVWMA wastewater export facility
and pipeline .
Since the City of Dublin is not a member of LAVWMA, it does not seem
appropriate that the City should adopt the same resolution that the City of
Pleasanton adopted. Therefore, Staff has drafted a resolution that would
express the City ' s support for the expansion of the LAVWMA wastewater export
facility and pipeline .
It is Staff ' s recommendation that the City Council consider the request by
the City of Pleasanton .

PLANNING The Pleasanton City Council adopted the attached
ENGINEERING Resolution No . 84-202 , which states Pleasanton 's
847.8041 position on the pending expansion of the LAVWMA
BUILDING INSPECTION wastewater export facility and pipeline. In

RESOLUTION ESTABLISHING POLICY IN REGARD TO City"Clerk
FINANCING OF COST OF EXPORT CAPACITY EXPANSION
FACILITIES OF LIVERMORE-AMADOR VALLEY WATER
MANAGEMENT AGENCY (LAVWMA)
WHEREAS , the City of Pleasanton is one of the Member Agencies
of the Livermore-Amador Valley Water Management
Agency (LAVWMA) ; and
WHEREAS, based on sound engineering practices it is feasible
at this time to plan, design and construct additional
facilities to export future treated wastewater from
the City of Pleasanton, City of Livermore, and the
Dublin San Ramon Services District ; and
WHEREAS , based on sound engineering practices it is determined
that it is feasible at this time to plan, design and
construct such Export Capacity Expansion Facilities
in a phased manner; and
WHEREAS , additional effluent export capability of the LAVWMA
disposal system shall be allocated among the Member
Agencies of LAVWMA, the City of Pleasanton, the City
of Livermore , and the Dublin San Ramon Services District ;
and
WHEREAS , the City of Pleasanton desires that such Export Capacity
Expansion Facilities be constructed on a basis whereby
if any Member Agency does not currently wish to fund and
utilize all or part of its allocation in such Export
Capacity Expansion Facilities , then such Export Capacity
Expansion Facilities will be planned, designed and con-
structed on a basis whereby the capacity allocations of
such Member Agency be reserved for such Member Agency' s
tuture use ; and
WHEREAS , it is in the best interest of LAV14MA and each of its
Member Agencies to express at this time their policies
in regard to the manner by which the costs of any such
additional facilities are to be borne by such Member
Agencies of LAVWMA; and
WHEREAS, it is the desire of the City of Pleasanton to express
its policy that the cost of constructing Export Capacity
Expansion Facilities shall be borne by new development
utilizing such Export Capacity Expansion Facilities and
not by any present or future increase in the taxes ,
user or service fees of the residents or owners of
existing developed property.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES
AS FOLLOWS :
Section l : The City of Pleasanton endorses the design and construction
of the Export Capacity Expansion Facilities at this time.
Section 2 : That the City of Pleasanton declares it to be its policy
that its share of the cost of constructing such Export
Capacity Expansion Facilities to dispose of additional
treated wastewater from the City of Pleasanton shall be
borne by new development within the City of Pleasanton
utilizing such Export Capacity Expansion Facilities , and
not by means of any increases in taxes , user or service
fees of residents or owners of developed property within
the City of Pleasanton.
Section 3 : That the City of Pleasanton, subject to the availability
of funds .from property owners desiring to utilize such
Export Capacity Expansion Facilities, shall advance the
cost for its share of any such facilities and any facilities
that are necessary at this time to insure the availability
of such capacity for either of the other two Member Agencies
who may not desire to participate in the Export Capacity
Expansion Facilities at this time, subject to future reim-
bursements on fair and equitable terms and conditions .
Section 4 : That the City of Pleasanton requests that the City of
Livermore and Dublin San Ramon Services District and the
Livermore-Amador Valley Water ?Management Agency adopt
concurring or similar resolutions at the earliest practicable
date.
Section 5 : This resolution shall become effective immediately upon
its passage and adoption.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

EXPRESSING SUPPORT FOR THE EXPANSION OF THE
LIVERMORE-AMADOR VALLEY WATER MANAGEMENT AGENCY
WASTEWATER EXPORT FACILITY AND PIPELINE
WHEREAS , the Livermore-Amador Valley Water Management
Agency ( LAVWMA) , is presently investigating the expansion of its
, export facilities ; and
WHEREAS, the Dublin City Council recognizes that
additional effluent export capacity is needed in . order to insure
the orderly development of the Livermore-Amador Valley.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City
Council desires to express its support for the export capacity
expansion facilities and would encourage those members of the
Livermore-Amador Valley Water Management Agency to proceed with
this expansion as expeditiously as possible .
BE IT FURTHER RESOLVED that the Dublin City Council
recommends to the members of the Livermore-Amador Valley Water
Management Agency that the cost of constructing such export
capacity expansion facilities be borne by those new developments
which would require additional sewage capacity.
