SUBJECT Written Communication from Alameda County Board of
Supervisors re Wastewater Management Planning

RECOMMENDATION Consider sending letter supporting cooperative
wastewater management planning in the valley.
FINANCIAL STATEMENT: None at this time
DESCRIPTION The City has received a letter from John George,
Chairman, Alameda County Board of Supervisors,
requesting an indication of support from the City of
Dublin for participation in a cooperative effort to
prepare a single wastewater management plan for our
valley. The prupose of such an effort is to make sure
that adequate capacity is planned for future
development in the valley and so that the requirements
of the Regional Water Quality Control Board are met.

Dear Council and Board Members:
On October 6, 1983, the Alameda County Board of Supervisors adopted the
enclosed resolution stating the County's 'decision to take an active role in
wastewater management. planning for the unincorporated °Livermore-Amador . Valley
area and its willingness to participate with Dublin-San Ramon Services
District and City of Pleasanton in a joint study to develop an area wide
management plan for the watershed.
We feel that by this action we are doing the best we can to help put together
a single wastewater management plan representing all interests.
The urgent need for consolidated wastewater management planning for the Valley
has been recognized by Regional Water Quality Control Board and by Zone 7 and
Live rmore-Amador Valley Wastewater Management Authority consultants' studies.
Regional Water Quality Control Board, having been informed by its staff that
potentially critical problems due to lack of wastewater management planning
exist in the Valley which may lead to enforcement actions, is encouraging
coordinated planning involving all concerned planning agencies (cities,
counties, districts) in order to establish wide support and acceptance of a
single wastewater management plan.
Please join with us by indicating your willingness to also participate with
Dublin-San Ramon Services District and City of Pleasanton in a cooperative
effort to prepare the single wastewater management ,which is so clearly needed
for the Valley. Your response to William Mehrwein, Clerk of the Board of
Supervisors, within the next thirty days will be appreciated.

THE FOLLOWING RESOLUTION WAS ADOPTED: OCTOBER 6, 1983 NUMBER -R-83-651
.ADOPT POLICIES
WHEREAS the San Francisco Bay Region Regional Water Quality Control
Board (RWQCB), has identified a critical need for development of an area wide
wastewater management plan for the Alameda Creek . waterehed (Livermore=Amador
Valley and lower San Ramon Valley) in order to assure adequate sewage
treatment capacity and thereby avoid taking enforcement actions that may
include prohibition of additional discharges; and
WHEREAS Regional Water Quality Control Board is urging cooperation
of all political jurisdictions in the watershed in the preparation of
comprehensive wastewater management plan which would include the feasibility
of providing additional effluent export capacity; and
WHEREAS Regional Water Quality Control Board policy will not permit
new on-site community wastewater disposal systems until a study of export is
completed first and export is shown to be infeasible; and.
WHEREAS this Board of Supervisors has approved projects and is
..proceeding on plans for projects which might require on-site community
wastewater disposal systems unless adequate export disposal capacity would be
available;
NOW THEREFORE
BE IT.RESOLVED that the following policies for wastewater management
in the Livermore are hereby adopted F „
1. Alameda County will 'take an' active role in wastewater:-management' planning
to provide for needs of possible unincorporated area•.development and needs
of Santa Rita and Staples Ranch and is willing Jo.: join .with Dublin-San
Ramon Services District '.'and City of Pleasanton. in _setting a course .of
action for wastewater planning in cooperation with other Livermore-Amador
Valley agencies wishing to participate, including Contra Costa County, to
develop the single wastewater management plan, including the feasibility
of export, covering the entire watershed desired by Regional Water Quality
Control Board. Should Zone 7 elect to continue its study, then that study
should be merged with that of Dublin-San Ramon Services District and City
of Pleasanton.'

2. Alameda County participation in the wastewater management planning study.
must be accompanied by an_ appropriate. guarantee that County will be
allocated a proportional share of capacity 'in the system with no
stipulation that service be provided only through city annexation. Should
the County be unable to participate in' the DSRSD/Pleasanton study, then a
separate study, open to participation by other agencies,,.should be pursued
under County or Zone 7 leadership.
3. The study should include : a review ' of export and.- reclamation/reuse
alternatives explored in the original Livermore-Amador '.Valley Wastewater
Management Authority -study, particularly.', the Niles Canyon route
alternative.
4. If there is to be an allocation of costs,- ,major developments in the
watershed should be required to participate financially in the wastewater _
management study.
5. Financial institutions for public-private funding of the eventual solution
for export should be established as part of the study.
6. The Director of Public Works should discuss with CalTrans the possibility
of providing in the I-580 construction project in Castro Valley for the
future right-of-way needs of a westerly export line in the event such
alternative is selected. .
7. A separate study to determine specific facilities and operation
requirements for serving unincorporated area development should . be
initiated. The Director of Public Works and Planning Director shall
report to'.this Board on the requirements for such a study.
8. Short term capacities and commitments of Dublin-San - Ramon - Services
District and City of Pleasanton should be investigated by the Director of
Public Works and potential for increase of Yn.terim capacity and service to
Santa Rita. and ;Staples Ranch and approved ;County development projects
pursued.
9. Primary responsibility for negotiating :-theI-County Is .involvement , in the
export Study''and '.rep resenting its interests'`cin` the. study . proceedings. is
given to the Director of Public Works. The ',Planning Director shall be
directly involved in the study for the purpose of coordinating land use
and development planning.
