CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: AUGUST 8, 1995 SUBJECT: Public Hearing - City-Wide Storm Water Utility Fee Report by: Public Works Director Lee Thompson EXHIBITS A TT ACHED: 1) I Resolution 2) / Report of Calculation of Fees RECOMMENDATION: 1) /lA^r-y/ ~~ 4) 5) Open Public Hearing Receive Staff Presentation and Public Comment Question Staff and Public Close Public Hearing and Deliberate Adopt Resolution establishing storm water utility fee for Fiscal Year 1995-96 FINANCIAL STATEMENT: The proposed storm water management program for Fiscal Year 1995-96 totals $188,298, including delinquency and the cost of fee collection. . This amount is to be funded by the storm water utility fees, interest, and a carryover from 1994-95, due to back payment of delinquent fees. The proposed fee for Fiscal Year 1995-96 will remain at $14.72 for a single-family property. This is the same as the 1993-94 and 1994-95 storm water fees. DESCRIPTION: In July 1991, the City Council approved a Storm Water Utility Fee which would be charged to all property owners in the City in order to offset the cost of the Federally mandated National Pollution Discharge Elimination System (NPDES) Program. The program is designed to reduce urban stormwater runoff pollutants which enter the storm drain system and eventually deposit in the south San Francisco Bay. These pollutants cause permanent damage to the birds and marine life of the Bay. Funds collected through the storm water fee are used to cover the cost of street sweeping and catch basin cleaning, which are included in the program's Best Management Practices, as well as to fund the staff time needed to carry out the local information/education program and make industrial site inspections. A portion of the funds also pays for County administrative costs. The County-wide program includes mass advertising, program coordination, and stream monitoring. ~ --------------------------------------------------------------------------------------------------------------------------- ITEM NO. M Copies to: CITY CLERK FILE ~ , .. The fees are based on an Equivalent Runoff Single-Fanlily Residential Unit (ERSFRU) of 1. Duplexes . also have an ERSFRU of 1. Condominiunls are assigned an ERSFRU of 0.6, and multi-family and commercial properties are assigned an ERSFRU of 9 per acre. These factors are an approximation of the ratio of the impervious surface area as compared to an average single-family lot. Federal, State, County, City and other publicly owned land is exempt from this fee, except that the Dublin/Alameda County Annexation Agreement allows for certain fees to be collected by the City of Dublin from the County. The StOffil water fee is collected by Alameda County through the property tax bills and passed on to Dublin, less collection fees. Staff recommends that the City Council conduct a Public Hearing, deliberate, and adopt the Resolution approving the Storm Water Fee for 1995-96. g: (ad) Is/ormjee lagSlhrng . ~ Page 2 " .
