FINANCIAL STATEMENT: This project can be 'handled as a change order under
the contract with Rosendin Electric, Inc. This contract provides for the
installation of traffic signals and striping and markings adjacent to the
new improvements. The cost is estimated at $176.00 for 220 feet of red
curb.
DESCRIPTION : The Traffic Engineer has reviewed the need for parking
restrictions adjacent to the intersection at Dublin Court and Dublin
Boulevard. The result of the review is the recommendation that red curb be
placed along Dublin Court. The purpose is to address safety issues related
to sight distance and providing appropriate space f6r vehicles to manuever
once the traffic signal is installed. The number of approach lanes is
limited-to one without the parking restrictions. This would affect the
efficiency of the operation of the intersection.
TJKM has discussed the proposal with representatives of the adjacent
businesses. Mr. Ozzie Davis, of Ozzie Davis Pontiac Toyota expressed a
concern over the loss of curbside parking for customers. The businesses
located on the east side of Dublin Court did not object to the restriction.
It is recommended that the City Council conduct a formal public hearing,
waive the reading and adopt as an urgency Ordinance.

SUBJECT: Red Curbing on Dublin Court
As requested, we have investigated the need for red curbing on Dublin Court
near the intersection of Dublin Boulevard/Dublin Court. Before reaching
Dublin Boulevard, Dublin Court follows along a curving alignment with a
lO0-foot center-line radius. This is a tight curve, which presents
potential sight distance problems. The elimination of parking along this
curve could alleviate this problem.
Moreover, due to the new traffic signals at this location, two northbound
approach lanes are needed on Dublin Court at the intersection of Dublin
Boulevard/Dublin Court, which could not be obtained under the existing
intersection configuration without prohibiting parking on the eastside of
Dublin Court. The red-curb restriction would benefit both the right turn
movement onto Dublin Boulevard and the left turn movement from Dublin
Boulevard onto Dublin Court in terms of maneuverability.
A survey of existing businesses along Dublin Court near the intersection
reflects that no one has an objection to the contemplated parking
prohibition, except Mr. Ozzie Davis of Ozzie Davis Pontiac Toyota, who does
not think there is a safety problem and is concerned about losing on-street
parking spaces for customers. A list of surveyed businesses is attached.
In summary, we are recommending the installation of red curbing on both
sides of Dublin Court near Dublin Boulevard. On the westside the red-curb
zone should_should extend for a minimum of 100 feet from the crosswalk at
the intersection down; and on the eastside it should extend from the
crosswalk down for a minimum of 120 feet.

ORDINANCE NO. - 85
AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING TRAFFIC REGULATIONS
The City Council of the City of Dublin does ordain as follows:
Section 1. NO PARKING ZONES
Article 7, relating to "No Parking Zones" of the Alameda
County Ordinance Code previously adopted by the City of Dublin is
amended by the addition of the following section to read:
Dublin Court - On the east curbline from a point at the
southeast corner of Dublin Boulevard and Dublin Court and
proceeding south for a distance of 120 feet. On the west
curbline from a point at the southwest corner of Dublin Boulevard
and Dublin Court and proceding south for a distance of 100 feet.
Section 2. IMMEDIATE EFFECT
This Ordinance shall take effect immediately upon its
enactment because the adoption and immediate effect thereof is
necessary in order to protect vehicular and pedestrian safety.
Section 3. POSTING OF ORDINANCE
The City Clerk of the City of Dublin shall cause this
Ordinance to be posted in at least three (3) public places in the
City of Dublin in accordance with Section 36933 of the Government
Code of the State of California.
PASSED, APPROVED AND ADOPTED by the 6~ty Council of the City
of Dublin on this 22nd day of July, 1985 by the following vote:
