SUBJECT: PUBLIC HEARING Adoption of new fees related to the
following Police Service activities:

FINANCIAL STATEMENT :
These fees will generate an estimated
$9,275.00 to $14,800.00 per year in
revenue.
DESCRIPTION: Dublin Police Services has identified
three service areas that directly benefit the requesting party.
There are currently no fees for these labor intensive services.
These services include Criminal Background Checks, Release of Towed
and Stored Vehicles, and Fix-it Ticket sign-offs. At the city
Council meeting of March 22, 1993 the city Council indicated that
it was interested in pursuing charging fees for these services.
CRIMINAL BACKGROUND CHECKS
The Dublin Police services Records section annually processes about
three hundred (300) requests from various government agencies to
conduct local criminal background checks on potential employees.
These requests are received at the front counter during regular
business hours and by mail.
It is estimated that each records check takes a clerical person
from ten (10) - twenty (20) minutes to complete. This process
includes checking computer systems, card file systems and if
necessary report files to obtain the requested information. A
request received by mail requires about ten (10) additional minutes
to prepare a response letter.
To conduct a record check received by mail costs the City about
$10.00 in direct costs.
No other city in the county currently charges for conducting
background checks for government agencies. Alameda County
Consolidated criminal Records charges a fee of $2.00 per name and
$ .50 per alias, with an additional fee of $25.00 per criminal
history printout.

To offset the costs associated with background checks it is
proposed that the city of Dublin establish a $12.50 fee, per name,
for each background check conducted. This includes the city's 25%
indirect cost determination; which covers operating supplies,
supervision, equipment, building expenses, etc. Police agencies
conducting background checks on potential pOlice candidates are
exempt from this fee. This will generate about $3,750.00 in
additional revenue, annually.

In 1992 Dublin police Services ordered one hundred forty-two (142)
vehicles towed and stored from city streets for a variety of
reasons; such as being abandoned, being unsafe, or when the driver
was arrested. Of these vehicles, the registered owners recovered
about 50% and the rest were disposed of as "junk" by the various
towing/storage companies. It is estimated that a similar number
will be towed and stored in 1993.
police services sends a letter to the registered owner of each
towed vehicle advising him/her which contract towing/storage
company is storing the vehicle. The registered owner is also
informed that she/he must obtain a release for the vehicle from the
police Department prior to picking up the vehicle. This release is
necessary to ensure the Police Department that the registered owner
has corrected the problem(s) that resulted in the vehicle being
towed.
It is estimated that it takes clerical staff about twenty (20)
minutes to generate :the letter to the registered owner and to
handle the subsequent personal contact. An officer must formally
authorize the release of the vehicle, which normally requires that
the officer be recalled to the police Building from patrol duties.
This averages about twenty (20) minutes of officer time per vehicle
release.
It costs the city about $20.00 in direct costs to provide this
service.
A sampling of other cities revealed that The Ci ty of Oakland
charges $35.00, The city of Fremont charges $43.00 and The city of
Pleasanton charges $12.00 for each vehicle release. All of these
agencies indicated they expected these fees to increase in the near
future.
To offset the cost of this special service it is proposed that The
city of Dublin establish a $25.00 fee to process each vehiole
release. This inoludes the city's 25% indirect cost determination;
which covers operating sup~lies, supervision, equipment, building
expenses, etc. It is est1mated that this will generate between
$1,775.00 (estimate for 71 vehicles released) and $3,550.00
(estimate for 142 vehicles being released) in additional revenue
per year.

FIX-IT TICKET SIGH-OFF
Dublin Police Services annually signs off about five hundred (500)
tickets for vehicle owners who are cited for mechanical/equipment
violations. It is estimated that about 50% of these citations were
issued by other law enforcement agencies and that three hundred and
eighty of the citations were signed off during business hours at
the Civic Center. This usually requires about twenty minutes of an
officer's time, as he/she has to leave his/her duty in the field to
inspect the vehicle and sign off the ticket.
Per citation, it costs the city of Dublin about $12.00 in direct
costs to provide this service.
Livermore, Pleasanton, San Ramon, and Fremont Police Department
staff were contacted and advised that none of their cities were
currently charging to sign off equipment citations. All of these
agencies are working on establiShing fees and procedures to charge
for the service in the future. Manteca Police Department charges
$7.50 to sign off fix-it tickets issued by other agencies.
To offset the cost of this special service it is proposed that The
city of Dublin establish a $15.00 fee to sign off
mechanical/equipment related citations. This includes the city's
25% indirect cost determination; which covers operating supplies,
supervision, equipment, building expenses, etc. Depending upon
whether the City charges for signing off only citations issued by
other agencies or all citations, the revenue generated may range
from $3,750.00 - to $7,500.00.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AMENDING EXHIBIT NO. 1 OF RESOLUTION 96-84
ADOPTING FEES FOR CERTAIN MUNICIPAL SERVICES
WHEREAS, Resolution No. 96-84 adopting fees, charges, and bond
amendments for certain municipal services was adopted by the city
council on August 21, 1984; and
WHEREAS, a review of charges for police Services was
performed; and
WHEREAS, a review of costs invol ved to conduct criminal
background checks, release towed and stored vehicles, and sign-off
mechanical/equipment citations was conducted; and .
WHEREAS, as required by state Law, the City Clerk published
twice the notice of the public hearing to consider an adjustment to
fees and provided a notice to interested parties; and
WHEREAS, a pUblic hearing was held by the City council on
April 26, 1993; and
WHEREAS, the Cit~ desires to modify the fee schedule for
certain municipal serV1ces.
NOW, THEREFORE, BE IT RESOLVED that the city council of the
City of Dublin does ~ereby approve amendments to Exhibit 1 Police
services Fees and Charges as follows:
