SUBJECT City Wide Mapping

RECOMMENDATION 1) Approve contract for Santina & Thompson on a
time and material basis not to exceed $52 , 350 for
preparing City base mapping through Phase 3 in
the attached Scope of Work.
�i 2 ) Authorize additional appropriation from Street
Improvement Reserve to Capital Projects Account in the
amount of $52 , 350 .
FINANCIAL STATEMENT: Total cost of project through Phase 3 - $52 , 350; if
DSRSD agrees to participate, City ' s cost would be
$26 , 575 . Sufficient funds are NOT available in this
years ' budget; an additional appropriation from the
City ' s Street Improvement Reserve would be necessary.
DESCRIPTION As part of the start up cost of a new City, City wide
mapping is essential to facilitate the establishment
of programs for maintenance, improvements and
monitoring of existing facilities ; the most immediate
need being for the City ' s General Plan study. Staff
is proposing that as a first step in this process ,
maps be prepared at 1" = 200 ' as follows : 1) aerial
photographs with contours , 2 ) photo of the City to be
mounted and displayed in the library, and 3 ) a base
map indicating lot lines and street rights of way.
Attached as an exhibit is a list of possible uses for
these base maps . Having the various public agencies
in the City using the same scale mapping should help
to coordinate common efforts .
Staff has written a letter to Miles Ferris , DSRSD,
requesting the District share the cost of these base
maps .
It is estimated that the base mapping can be completed
in three and one-half months .

Dear Miles:
As a follow up of our discussion regarding a master City base map,
I am requesting that you approach your Board on the possibility of
sharing one-half the cost of preparing . a Citywide base map system
at one inch equals two hundred feet (1" = 200 ' ) .'
The products will be one set (11 sheets) of reproducible aerial
photos indicating contours and a set of maps indicating property
lines and street rights of way with an additional overlay calling
out street names, railroads , public facilities, etc.
'Our use of these plans will be for General Plan studies and
planning actions, and eventually for mapping facilities such as
storm drain systems. I see your use as a base map plotting fire
hydrants, fire stations, parks, sanitary sewer facilities and
water lines.
One-half the cost of this system would not exceed $25, 775 . 00; and
maps would be complete in about 3 1/2 months after approval to
begin the project.

POSSIBLE USES FOR THE CITY MAPPING SYSTEM
CITY COUNCIL & PLANNING COMMISSION
1 ) The aerial photo used as a means of pinpointing specific locations in
the City as they relate to Council agenda items or presentations by the
audience at public meetings .
2 ) This aerial photo will also freeze the City in its development for
historical purposes .
PLANNING FUNCTIONS
1) In the General Plan studies, the consultant will study the City for
areas with open space values . The aerial photos with contours will
indicate topographic relief and areas of vegetative cover. The consultant
can easily identify commercial and residential patterns by photo
interpretation. The base map will be used to identify and project land
use boundaries and provide a base map for General Plan map exhibits .
2 ) The base map can be overlayed and used as a zoning map.
3 ) The base map can further be used to keep track of planning actions .
4 ) It can be used as part of the Staff presentation in planning and
zoning actions .
5 ) Developers can use the maps as part of their studies and
presentations .
ENGINEERING FUNCTIONS
1 ) A later storm drain system overlay will provide a map from which
deficiencies can be identified and the topographic map can be used to
perform hydraulogic calculations . .
2 ) Traffic accidents could be mapped for determination of problem areas .
3 ) Traffic signs and control devices could be inventoried.
4 ) Survey monuments and benchmarks could be located for use by surveyors
in tying various developments together.
5 ) ' Street lights could be inventoried.
6 ) Mapping of transportation systems can be made such as federal aid and
bike routes .
7 ) Speed limit zones and parking regulations can be located.
8 ) The base maps can be used as location maps for City capital
improvement projects .
9 ) Street sweeping routes could be mapped.
DSRSD can use the base mapping system by overlaying their various
facilities :
1 ) Sanitary sewer system
2 ) Water system
3 ) Fire hydrants
4 ) District . owned lands (parks , firehouses, administration buildings,
etc . )
5 ) Garbage routes

Estimated Costs by Phases
Costs are an estimated maximum - We propose to do work on a
time and materials basis .
Phases are set up so they can be done individually as needed
and as City budget allows .
Estimated Cost
Phase 1
$10, 500 Product is 11 reproducible sheets of rectified
photos at 1"=200' scale - size 24" x 36". In-
cludes field ground control to be used in the
future for contours. Also includes street
names drafted on sheets .
$ 800 One wall mounted aerial photo at 1"= 200'
approximately 5 feet high by 8 feet long .
$ 900 Second set photo mylar. s for DSRSD.
Phase 2
$ 7, 000 Contours added to 11 sheets. Contour intervals
are 4 ' with 2 ' dashed supplementals .
Phase 3
$33, 000 Products are two overlays, 22 sheets that will
show the following :
1. Lot lines and street rights-of-way.
2. Street names, canals, railroads, churches,
schools , fire houses , parks and other
manmade features.
$ 150 Second set contact mylars for DSRSD.
Phase 4
$14, 000 Product is one overlay, 11 sheets that shows
street addresses . Addresses taken from
Assessor's Maps or city staff. Checked by city
staff.

$25, 000 Storm drain overlay, 11 total sheets showing
catchbasins and culverts.
