Farruggia, DPS EXHIBITS AtTACHED: 1) Resolution approving appropriation of block grants funds RECOMMENDATION: 1) Open public hearing 2) Receive staff report and public comment 3) Close public hearing 4) Deliberate 5) Adopt resolution approving expenditure of block grants funds FINANCIAL STATEMENT: The cost of implementing this program is estimated at $13,999 which has already been included as part of the City's Preliminary Budget and Financial Plan for Fiscal Year 1997-98. DESCRIPTION: The United States Department of Justice, through its Bureau of Justice Assistance (BJA), awarded $13,999 to the City of Dublin through a Local Law Enforcement Block Grants Program. This program allocated funds based on the number of Part I crimes reported during calendar years 1993 through 1995. The purpose of the program is to provide local government with funds to finance projects to reduce crime and improve public safety. The grant application process did not require that specific uses for the funds be identified as part of the application. Conversely, the Block Grants Program allowed for community input on fun,d expenditures based on the following guidelines: Prior to the obligation of any funds received under the Block Grants Program, a unit of local government must: . Establish or designate an advisory board that includes representatives of groups with a recognized interest in criminal justice and crime or substance abuse prevention and treatment. Advisory board members must include representatives from: local law enforcement agency, public school system, court system, prosecutors office, nonprofit group (e.g., educational, religious, or community). ------------------------------------------------------------------- COPIES TO: 6/-1 ITEM NO. The advisory board must review the application for funding under the Block Grants Program, and it must be authorized to make nonbinding recommendations to the unit of local government for the use of funds received under this program. . Hold at least one public hearing regarding the proposed use of Block Grants funds. An advisory board was formed and met as required in the grant instructions. The board discussed the following expenditure options: . Utilize the funds to offset a portion of the salary of the bicycle officer assigned to Dublin Police Services. . Expend the funds on equipment to be utilized by investigations and the crime prevention unit After meeting with the City Manager and the advisory board, staff recommends that the funds be expended to offset a portion of the salary of the bicycle officer. The bicycle officer is currently funded by State grant and City general fund monies. Using the Block Grant money would lessen general fund expenditures by $13,999. -;J.- A ~\. . . . ,. ... RESOLUTION NO. - 97 . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* APPROVAL OF APPROPRIATION OF BLOCK GRANTS FUNDS WHEREAS, the City Council of the City of Dublin authorized Staff to apply for the Federal Local Law Enforcement Block Grants Program; and WHEREAS, the United States Department of Justice, through its Bureau of Justice Assistance, awarded $13,999 to the City of Dublin; and WHEREAS, Dublin Police Services, in accordance with the Block Grants application instructions, formed an advisory committee to review the application and make nonbinding recommendations for the use of the funds; and WHEREAS, a public hearing was held by the City Council on June 25, 1997; and WHEREAS, the Staff Report was submitted recommending that the City Coucil approve the expenditure of the Block Grants funds; and . WHEREAS, the City Council did hear and use their independent judgment and consider all said reports, recommendations and testimony hereinabove set forth. NOW, TIIEREFORE, BE IT RESOL VED that the Block Grants Funds are hereby appropriated to offset a portion of the salary of the Dublin Police Services bicycle officer.
