Adopt "Resolution Approving Appropriation of Block Grant Funding" FINANCIAL STATEMENT: The 1997 allocation of grant funds is $14,356, subject to a 10% ($1,436) match. . DESCRIPTION: The United States Department of Justice, through the Bureau of Justice Assistance, administers the Local Law Enforcement Block Grants Program. This program allocates funds to each local jurisdiction based upon the number of Part I crimes reported in that jurisdiction during the proceeding three years. The purpose of the program is to provide funding to encourage communities to establish or expand activities that reduce crime and improve public safety. The funds may be used for a variety of activities, including: additional personnel, equipment purchases, or any expenditure that acts to increase cooperation between community residents and law enforcement personneL During Fiscal Year 1997-98, the City qualified for Block Grant funding in the amount of$14,356. These funds have not yet been expended. GRANT REQUIREMENT FOR ADVISORY BOARD: Per the requirements of the grant program, the City's Block Grant Advisory Board must meet and prepare a recommendation regarding the expenditure of the grant funds. Prior to any expenditure, the Committee's recommendation must be considered by the City Council at a public hearing. The City then has up to two years to actually expend the funds. Per Block Grant requirements, the Advisory Board includes representatives of groups with a recognized interest in criminal justice, crime prevention, and substance abuse prevention and treatment. Brett Miller, Business OwnerlMember -- Merchant's Alert ADVISORY BOARD RECOMMENDATION: On June 25, 1998, the Advisory Board convened as required by the grant process. The Advisory Board's recommendation is as follows (see attached minutes): The Advisory Board unanimously recommends that 100% of the proceeds of the Law Enforcement Block Grant be used to partially offset the salary of the bicycle officer. Currently, the bicycle officer position is funded by State Grant and City General Fund monies. The allocation of grant funds for the 1998-99 Fiscal Year will assure that the position remains full-time with no reduction in the hours of service STAFF RECOMMENDATION: Staff recommends that the City Council accept the recommendation of the Advisory Board and adopt the attached resolution approving appropriation of the 1997 Block Grant funding to partially offset the salary of the bicycle officer. These funds will be expended in Fiscal Year 1998-99. .. . . . RESOLUTION NO. - 98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN . ********* APPROVAL OF APPROPRIATION OF 1997 BLOCK GRANT FUNDS WHEREAS, the City Council authorized Staffto apply for the Federal Local Law Enforcement Block Grant Program; and WHEREAS, the United States Department of Justice, through the Bureau of Justice Assistance, awarded a 1997 grant in the amount of$14,356 to the City of Dublin; and WHEREAS, Dublin Police Services, in accordance with the Block Grant application instructions, convened an advisory Board to review the application and make nonbinding recommendations for the use of the funds; and WHEREAS, the Advisory Board's recommendation unanimously recommended that 100% of the proceeds from the Law Enforcement Block Grant be used to partially offset the salary of the bicycle officer; and WHEREAS, the City Council held a public hearing on July 21, 1998; and . WHEREAS, a Staff Report was submitted recommending that the City Council approve the expenditure of the Block Grant funds; and WHEREAS, the City Council did hear and exercise their independent judgment and considered all reports, recommendations, and testimony hereinabove set forth. NOW, THEREFORE, BE IT RESOLVED that the Block Grant funds are hereby appropriated to fund a portion of the salary ofthe Dublin Police Services bicycle officer. BLOCK GRANT ADVISORY BOARD PAGE 2 The meeting convened at 2;00 p.m. Mr. Milton from the District Attorney's Office was not able to attend the meeting. ~ described the Grant application process to the advisory board. I informed the board that a grant provided by the U.S. Department of Justice, .Local Law Enforcement Block Grants Program, had awarded the amount of $14,356 to the City of Dublin. I advised the Board that the grant provides funds that may be used for a variety of activities ranging from increasing personnel and equipment resources, to developing crime prevention programs that foster cooperation between community residents and law enforcement personnel. I also told the Board that the City of Dublin is anticipating the award of an additional grant from the Citizen's Option for Public Safety in the amount of $61,219. I told the Board that Dublin Police Services was proposing that the two (2) grant amounts be combined to pay for the majority of an additional Deputy Sheriff (Officer) position. I explained that we would also request that the City pay for the residual amount to fully fund the position. RECOMMENDATION; After discussing the proposal, the Board unanimously voted to support Dublin Police Services request that the grant funding be applied toward an additional Deputy Sheriff position. No alternative proposals were presented by the Board members. The meeting was adjourned at 3;00 p.m.
