SUBJECT: Public Hearing: No Parking Zones on Donlon Way

FINANCIAL STATEMENT: Approximately $100 to paint red curb
DESCRIPTION: City Staff received a letter from Ms. Peggie Davis of
Northwood Homes, property owner of Northwood Plaza, an office complex at 7080
Donlon Way, stating that parked cars cause a visibility problem between
drivers exiting the driveway of The Springs Apartments and drivers on Donlon
Way.
The City's Traffic Safety Committee reviewed Ms. Davis' request and determined
that sight distance may not be adequate for drivers exiting The Springs
driveway if vehicles are parked on Donlon Way up to curb radii of the
driveway. TJKM, the City's Traffic Engineer, recommends installing 20 feet of
red curb to the north of the driveway and 25 feet of red curb to the south of
the driveway for visibility purposes. This action will remove two on-street
parking spaces; however, adequate on-site parking appears to be available for
both the business and residential complexes, and the on-street parking spaces
are not all being used.
Ms. Davis' letter stated that a stop sign should be installed at the driveway
exit. The City cannot require a property owner to install a traffic device on
private property; however, it was noted at the time of the field review that a
stop sign was already installed at this location.
An additional comment in Ms. Davis' letter indicated that a vehicle had been
parked on Donlon Way for an extended period of time. Police Services has
already addressed this issue.
Staff recommends that the City Council conduct a public hearing, deliberate,
and adopt the resolution establishing no parking zones on Donlon Way.

RESOLUTION NO. -91
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING A NO PARKING ZONE ON DONLON WAY
In the interest of public safety, the City Council of the City of Dublin does
RESOLVE as follows:
Pursuant to Section 6.04.250(1) of the City of Dublin Municipal Code, the
following location is designated as a no parking zone:
On the easterly curbline of DONLON WAY, from the southerly curbline of the
driveway of the Springs Apartments, southerly a distance of 25 feet; and from
the northerly curbline of the driveway of the Springs Apartments, northerly a
distance of 20 feet.
The above-designated location shall be added to Chapter 6 No Parking Zones of
the City of Dublin Traffic Code.
PASSED, APPROVED, and ADOPTED this 14th day of January, 1991.

SUBJECT: Donlon Way Traffic Control at The Springs Apartments
This memo documents recommended vehicle traffic control improvements on Donlon
Way at the Springs Apartments driveway in the City of Dublin. This memo
addresses concerns outlined in a letter from Ms. Peggie Davis, of Northwood Homes,
Inc. at 7080 Donlon Way, regarding the lack of a STOP sign and limited sight
distance for vehicles exiting the Springs Apartments driveway. Her letter is in
response to an accident on October 31, 1990 between a Donlon Way through vehicle
and a vehicle exiting the driveway.
The recommended traffic control improvements are based on a field inspection on
Friday, November 9, 1990.
Observations
1. Parallel parking is allowed on the east and west sides of Donlon Way at
its three-way intersection with the Springs Apartments driveway. Sight
distance between vehicles exiting the driveway and northbound and
southbound Donlon Way traffic is reduced and does not appear to be
adequate when vehicles park on the east side of Donlon Way up to the
curb radii on both sides of the driveway.
2. A standard STOP sign is posted at the Springs Apartments driveway exit
at Donlon Way.
Recommendations
1. Paint the curb red on the east side of Donlon Way from the Springs
Apartments driveway curb radii to 25 feet to the south and 20 feet to the
north.

RE: HAZARDOUS SITUATION/Donlon Way, Dublin
Gentlemen:
Last Wednesday evening, October 31, 1990, an accident
occurred on Donlon Way in Dublin, almost in front of
our office building, NORTHWOOD PLAZA (7080 Donlon Way) .
My purpose in writing is to point out, that this was
an accident just waiting to happen due to a hazardous
condition at the apartment complex across the street
called THE SPRINGS.
Our janitor was hit by a car flying out of the driveway
which faces Donlon Way from this apartment complex. Part
of the problem was a tenant there who continually parks his
grey jeep (License #2HNT-916) with his approximate 20' brown
and beige boat attached, totally obstructing the view of
oncoming and outgoing traffic along the street. I notice
that since this the accident, the owner has now moved it to
the OTHER side of the street, still creating a visual
blockage on the street. A police report was filled out by
our janitor and the young gal who hit his car.
As I stated, this was indeed, an accident waiting to happen.
I have narrowly missed a number of cars flying out of this
apartment driveway. My feeling is, a stop sign at the
driveway would definitely curtail this potential problem,
as well as removal of the jeep and boat that' s been parked
on either side continually over the past several months.
We are all concerned at this commercial business building,
and I 'm quite sure, the other businesses here on Donlon Way
are equally concerned.
It would be deeply appreciated if you could reassess this
situation and do what is necessary to at the very least,
place some warning signage at the entrance/exit of this
driveway, and monitor parking nuisances from time to time
on this street.
