15th Annual St. Patrick's Day Celebration

FINANCIAL STATEMENT: Sufficient funds are available in the FY 97/98 Special Event Budget
DESCRIPTION: The 15th Annual St. Patrick's Day Celebration will be the weekend
of March 13-15, 1998. A summary of the activities planned is described below.
GREEN AND 'WHITE GALA
The Dublin Sister City Association will be holding their annual Green and White Gala on Friday, March
13, at the Best Western Monarch Hotel in Dublin. John Byrne, Chair of the Bray Urban Council, will be
the honored guest at the event. Irish Happy Hour will begin at 6:00 p.m. and dinner will be served at 7:00
p.m. Irish entertainment will follow dinner. The Dublin Citizen of the Year A ward and the Order of the
Shamrock will be presented during the evening's festivities. Tickets are $37.50 per person and include
complimentary hors' deouvres, choice of entree, wine with dinner and entertainment. Tickets can be
purchased by calling 828-7111.
CO~TYPANCAKEBREAKFAST
After a night of meniment at the Green and White Gala, the Alameda County Firefighters invite the
general public to enjoy a warm pancake breakfast on Saturday, March 14, from 7:30 a.m. to 9:30 a.m. at
Firehouse #1 on Donohue Drive. Admission is $3.00 per person and all proceeds will benefit the Alicia
Ann Rouche Burn Foundation.
PARADE
The Dublin Lion's Club will be holding their annual St. Patrick's Day Parade on Saturday, March 14,
beginning at 9:30 a.m. The parade route will be the same as last year. Parade entrants will be lining up
on Amador Plaza Road prior to the start of the parade. The parade will start promptly at 9:30 a.m. and
proceed south to Dublin Blvd., then east to Village Parkway going north to Amador Valley Blvd., and
continue west to Regional Street. Parade entrants will disperse into the shopping center; the floats will
turn left onto Regional Street where they will be displayed in the Festival. Information about the road
closures for the parade will be mailed by the City to the affected merchants. A map of the parade route is
attached. The approximate schedule of street closures to accommodate the parade is shown on the
following page.

At the direction of the City Council, the City will be offering $2,000 in stipends for local marching bands
to perform in the parade. Invitations were sent to area schools. Dublin High School, Wells Middle
School and San Ramon Valley High School are all confIrmed to march in the parade. The Lion's Club is
looking for two more bands to march in the parade.
For the first time the Lion's Club will be organizing a float competition as part of the parade. Several
awards will be presented at the Festival including the Mayor's Award for the best float and a Spirit
Award. Bleachers will be moved from the Dublin Sports Grounds to accommodate seating at the
reviewing area which will be located on Amador Valley Blvd. CTV 30 will be taping the parade to
broadcast on their station.
GAELIC FOOTBALL EXIDBITION
St. Brennan's Gaelic Football Team will be sponsoring an exhibition on Saturday, March 14, beginning at
6:00 p.m. at the Dublin Sports Grounds. Admission to the event will be free. Gaelic football is one of the
national games of Ireland. This exciting sport resembles a mix of soccer and rugby and is the sport on
which Australian rules football is based. It has been said that the quick wit, rough and tumble nature of
Gaelic Football embodies the spirit of the Irish people. The object of the game is for each team of 13.
players to kick, punt or punch a round ball either below the cross bar of the goal posts for 3 points, or
above for 1 point. There are over 20 Gaelic Football Teams in the Bay Area. This exhibition will feature
the Tullamore Dew All Stars vs. Foster's Irish All Stars. Two members of the Tullamore team are
originally from Bray, Ireland. The San Francisco Chronicle will be running a feature article about the
sport and exhibition prior to the celebration.
FESTIVAL
The St. Patrick's Day Festival will be held on March 14 and 15, from 10:00 a.m. to 5:00 p.m. on Regional
Street in downtown Dublin. This will necessitate the closure of Regional Street between Dublin
Boulevard and Amador Valley Boulevard from 11:00 p.m. on March 13 to 12 midnight March 15. In
addition to Regional Street, GoodTimes Promotions has arranged for use of the Automatic Rain and
Almond Plaza parking lots. A summary of the festival components is discussed below:
Advertising Plan
The festival will be promoted in several ways. KKIQ will be the official radio sponsor for the event.
They will be running 100 commercials prior to the event and will be at the Festival on Saturday and
Sunday, broadcasting live from the festival on Saturday. The event will also be advertised on KYCY
(Young Country) and KFRC from Thursday through Saturday. KKIQ is planning several giveaways,
including the possibility of a 1rip to Dublin, Ireland.
The Valley Times will be producing a color pullout section for their newspapers and direct mailing (total .
circulation of 53,000 households). The pullout section will have all event information listed including the
parade route, entertainment schedule and hlUDan interest stories about the celebration. The pullout will
distributed to subscribers in Alamo, Danville, San Ramon, Dublin, Pleasanton and Livermore. It will also

be mailed to all non-subscribers in Dublin. An overrun of 5,000 will be printed for giveaway at the
Festival. In addition, advertisements will run from March 4-9 in the Valley Times, and from March 10-14
in the Contra Costa Newspaper's full market including all of Contra Costa County and southern Alameda
County (total circulation of 192,000 households).
Banners with specific event information will be hung on the light poles in downtown in conjunction with
the normal St. Patrick's Day banners. The new banners will be placed on twenty poles. The date will be
changed on the banners each year. Banners will also be hung in the Dublin Pleasanton BART Station the
week before the event. BART will distribute flyers in the turnstile area the week of the event.
GoodTimes is still trying to arrange for 150 posters to be placed in BART cars on the Dublin to Colma
line. Wheels has agreed to hang posters in all of their buses. Extra posters will be placed around
downtown and in the City's facilities. Over 2500 flyers will be distributed to the elementary schools in
Dublin. GoodTimes will also be placing messages on the marquee at Dublin Auto Center and at Shannon
Park.
Sponsorships
City Staff and GoodTimes Promotions have been actively pursuing potential sponsors for the festival. To
date, GoodTimes Promotions has secured sponsorships from Black Mountain Spring Water, Pepsi, Mrs.
Fields Cookies, KKlQ, and Contra Costa Newspapers. The City has secured financial sponsorships from
Arlen Ness, Signature Properties, Hooligan's Restaurant and Pub, Shamrock Ford, Shea Homes and
Burger King.
Entertainment
Two stages of entertainment will be offered at the festival including a main stage that will feature Celtic
entertainment and a children's stage which will feature community groups and entertainment for kids.
The main stage will be located by the food and beverage areas in the Automatic Rain parking lot and will
headline the popular band Shanachie on Saturday and Sunday at 2:30 p.m. Other Irish favorites will
include Greenhouse, Black Thorn, Maureen Brennan, Martin Shaw, and Celtic Rain. The Dublin Theater
Company will be performing "Winnie the Pooh - A Birthday Tail" on the community stage on Saturday
and Sunday. Other groups performing on the children's stage include Pot O'Gold, the McGrath School of
Irish Dance, and the 4-H Puppeteers.
Food and Beverage
The food and beverage venue will be located next to the main stage of entertainment. Seating for dining
will be available. Headlining the food court will be the Highland Meat Company. They will be preparing
traditional Celtic food, and the chef even cooks in a kilt! The owner of Girasole and the Big Horn Grill
will be preparing a special St. Patrick's Day version of their irresistible scuzzi bread. The Lockford Meat
Company and the House of Bangors will be providing some English and Irish food. Pepsi soft drinks and
bottled water donated by Black Mountain Spring Water (in addition to their $1,000 sponsorship) will be
served from three locations at the festival. Local wineries and green beer will be featured by the main
stage of entertainment.
Craft Faire
Currently there are over 64 artisans registered to display their wares in the Craft Faire section of the
festival. A variety of hand crafted items will be available including sand art, jewelry, wood carvings,
clothes, antiques, ceramics, floral arrangements, wreaths and more. There will be special section for fIne
art items. The craft booths will line the middle of Regional Street. GoodTimes estimates that 100 artisans
will participate in the festival.

Children's Activities
The children's activities will be located in the Almond Plaza Shopping Center. A variety of new
attractions will be available including kiddy rides, a train, pony rides, and the Crab Grab. Earl Anthony's.
Dublin Bowl will be setting up an outdoor bowling alley.

Non-Profit Organizations
Non-profit organizations were given the opportunity to provide volunteers to work at the festival pouring
beverages, selling tickets, monitoring parking lots, and picking up trash. The volunteer's organization
will be paid for each hour the volunteer works at the festival. Many local organizations will be providing
volunteers including Dublin Partners in Education and Dublin High School Band Boosters and Athletic
Boosters. The Lion's Club will have their Vision Mobile at the festival to provide free eye exams.
Alameda County Fire will be at the festival providing tours of their fire truck. They will also be providing
first aid at the event in conjunction with nurses from Valley Care. Each year space is set aside for
community groups and public agencies to provide information about their group. Some of the
organizations participating in this year's festival include the Dublin Theater Company, Valley Humane
Society, Dublin Youth Football, Alameda County Waste Management and Dublin Police Services.
Parking, TraffIC and Shuttle Service
GoodTimes Promotions is working with BART, Wheels and local business complexes to help reduce
traffic and provide extra parking for the festival. In an effort to reduce traffic around the festival, people
from out of town will be instructed to take the Dougherty Road exit instead of San Ramon Road. The
advertising will also highlight BART as the best way to get to the festival. Wheels will be running a bus
from the BART station to the comer of Regional and Dublin Blvd. every 30 minutes. The round 1rip cost.
will be $0.60 per person. In the Valley Times tab section several parking lots in Dublin will be designated
as festival parking. Dublin Police will be providing more traffic officers and reserve officers than in past
years to help keep traffic flowing in downtown.
