HomeMy WebLinkAbout7.1 Cable TV Advisory Committee Rules CITY OF DUBLIN 10v'J� -L40 AGENDA STATEMENT MEETING DATE: January 24 , 1983 SUBJECT Citizen ' s Cable Television Advisory Committee EXHIBITS ATTACHED Rules of Procedure RECOMMENDATION Consider 117 UP, FINANCIAL STATEMENT : None DESCRIPTION As a result of a request initiated by the Dublin City Council last year, the Citizen ' s Cable Television Advisory Committee has prepared a set of rules of procedure for it to follow. The Committee has requested that each participating agency review the attached rules and adopt them unless any modifications are recommended. If the City Council is in agreement with the rules of procedure, it is Staff ' s recommendation that the City publicize the 3 openings on the committee in order to find interested persons in the community to represent the City. ---------------------------------------------------------------------------- �y COPIES TO: City of Livermore ITEM NO. City of Pleasanton r CITIZENS ' CABLE TELEVISION ADVISORY COMMITTEE NAME. The name of this Committee is the Citizens ' Cable Television ' Advisory Committee. ORGANIZATION AND PURPOSE. The purpose of the Committee is to act as advisor and to provide information to the City Councils of Livermore, Pleasanton , and Dublin on matters concerning cable television . Regard- ing matters concerning cable television, the Committee will advise and provide information to the aforementioned cities on the following: 1 . Franchising/Refranchising Agreements with suggestions as to provisions to be included in and the form of the Agreements. 2. Federal and State legislation concerning cable television with recommendations concerning such legislation. 3 . Public access and community service programming needs. 4 . State-of-the-art technology. 5. Community information and promotional techniques to increase public knowledge and participation in cable television . 6 . Other matters as may be directed by the City Councils. PRINCIPAL OFFICE. The principal office of the Committee shall be the City of Livermore, 1052 South Livermore Avenue, Livermore, California, 94550, and the City Manager of the City of Livermore shall serve as principal staff member to the Committee. COMMITTEE MEMBERS, TERM OF OFFICE. The Committee shall consist of nine persons who shall be the following: 1 . Three representatives of the City of Livermore to be appointed by the Livermore City Council . 2. Three representatives of the City of Pleasanton to be appointed by the Pleasanton City Council. 3 . Three representatives of the City of Dublin to be appointed by the Dublin City Council . Committee members will hold office at the pleasure of their respective City Councils, and will continue to hold office thereafter until the appointment of their successors. Each City Council will also appoint one of their members to serve as Council liaison to the Committee, whose function will be to attend Committee meetings and to report back to his/her City Council on matters of general or special interest regarding cable television . COMMITTEE MEETINGS - Meetings of the Committee shall normally be held ~ the first Thursday of each month at 8: 00 p.m. , in the Livermore City Hall 2 unless otherwise designated. Committee members shall not be required to meet during those months in which there is no Committee business to discuss or act upon. Written notice of each such meeting shall be delivered or sent to each Committee member. Notice of all regular meetings shall be sent to each public Library in the Tri-Valley area and to each newspaper that principally serves the Tri-Valley area. . QUORUM AND MANNER OF ACTION. At all meetings of the Committee a majority of Committee members in office at the time, present in person at such meeting, shall be sufficient to constitute a quorum. A quorum need not be present to hold a meeting; however, no act shall be taken unless a quorum is present and acting. ATTENDANCE. If a Committee member fails to attend three consecutive Committee meetings, the respective appointing authority shall be notified and requested to take action either to ensure future attendance of the Committee member or to appoint a successor. The Committee shall pro- vide an annual attendance report to each City Council . RESIGNATION AND VACANCIES. Any Committee member may resign at any time by giving written notice to the Committee and to his/her appointing authority. Such resignation shall take effect at the time specified therein . A vacancy or vacancies in the Committee shall be deemed to exist in the event of the death, resignation, or removal of any member. 3 COMPENSATION OF COMMITTEE MEMBERS. No member shall be entitled to receive any compensation for serving as a Committee member. 4
