Steadman, the Alameda County Housing Authority has operated a Section 8 Housing Assistance Program for low-income persons in the City of Dublin. If the City Council wishes to continue this Housing Assistance Program, it must adopt a resolution authorizing the Housing Authority to continue the program. The City can also select a representative to sit on the Housing Commission. Ms. Ophelia Basgal will be present at the City Council meeting to explain the program. r�► Copies To: Ophelia Basgal ITEM NO. / • 1 HOUSIENG AUTHOI�TY of ��•�� � �: ALAMEDA COUNTY �L�II❑ June 7, 1982 The Honorable Peter Snyder Mayor of the City of Dublin 6500 Dublin Boulevard, Rm 218 Dublin, CA 94566 Dear Mayor Snyder: The Alameda County Housing Authority operates the Section 8 Housing Assistance Program for low-income persons in the cities of Southern Alameda County with the exception of the City of Livermore, which operates its own program. There are currently 16 families being assisted under this program in the City of Dublin. With the incorporation of the City of Dublin, there are two actions which should be taken so that the Housing Authority can continue to assist the residents of the City. First, the City should adopt a resolution of consent (attached) which authorizes the Housing Authority to operate a program in the City. A copy of the resolution certified by the City Clerk should be sent to the Housing Authority office. Second, the City should consider nominating a representative to the Housing Authority' s policy-making board, the Housing Commission. Prior to the City' s incorporation, the City of Pleasanton and the Dublin area were represented by Ms. Christine Pearson, a resident of Pleasanton. Because of the small number of units in Dublin, the City Council may wish to maintain the current situation. If the City chooses to name its own representative, however, the following information should be considered in making your nomination; 1) The representative must be a resident of the City. 2) The representative may be a member of the City Council . 3) The nomination must be submitted to the Alameda County Board of Supervisors for final approval . 4) The Housing Commission is currently composed of 11 members, one representative from each of the cities served and two Housing Authority tenants. 5) The Housing Commission meets at 9 a.m. the second Wednesday of each month, generally at the Housing Authority's office in the City of Hayward. 29800 MISSION BOULEVARD • HAYWARD,CALIFORNIA 94544 • (415) 538-88 76 Mayor Peter Snyder -2- June 7, 1982 I hope the information provided will assist you. Steadman Chairman of the Commiss n KDS:OB:bb Attachments cc: Richard Ambrose, City Manager 1 RESOLUTION No. RESOLUTION OF THE CITY OF DUBLIN CITY COUNCIL AUTHORIZING THE ALAMEDA COUNTY HOUSING AUTHORITY TO ADMINISTER AND OPERATE A SECTION 8 EXISTING HOUSING PROGRAM WITHIN THE CITY OF DUBLIN WHEREAS, the need exists within the City of Dublin for rental assistance for Dublin residents; and WHEREAS, the City Council is aware of the existence of this problem, and has sought assistance from the Alameda County Housing Authority; and WHEREAS, the Alameda County Housing Authority is prepared to administer and operate a Section 8 Existing Housing Program to provide rent subsidy within the City of Dublin. NOW, THEREFORE, BE IT RESOLVED, that the Dublin City Council does authorize the Alameda County Housing Authority to administer and operate a Section 8 Existing Housing Program within the City of Dublin.
