DESCRIPTION In accordance with City Council direction at its
meeting of April 17 , 1984 , Staff has advertised vacancies on the Dublin
Planning Commission .
The City has received a total of 9 applications and letters of interest from
persons interested in serving on the Planning Commission . The names of
these applicants are as follows :

In accordance with City Council agreement at the meeting of April 17 , 1984 ,
Staff will be prepared to facilitate the random drawing of the names of the
3 incumbent Planning Commissioners by those Councilmembers who were elected
for 2 year terms . New appointments to the Planning Commission will be made
by those Councilmembers who were elected for 4 year terms, as was discussed
and agreed to at the April 17 , 1984 meeting.
Copies of the Planning Commission applications and letters of interest are
attached for your review.

We should seek diversification and encourage major financial
institutions to locate . This would greatly enhance revenue and
provide jobs .
9. What should the City Council demand of developers, if anything, in future
developments?

and open space to upgrade the aesthetirs of our city .
10. What are the ramifications Of condominium conversions?
If there is a shortage of rentals available , conversions should not
occur . Under certan conditions , conversions can provide . first time
housing , however , there should be very cautious consideration of this.
11 . Should signs be controlled? What is your perception of a sign ordinance?
Yes A sign ordenance should provide adequate identification
businesses while providing limitations to prevent over exposure and
cluttered skylines .
12. What do you feel is the most important contribution you can make as a member
of the Planning Commission?

I wish to be a member of the Planning- Commission in order to be in-

I 've just become involved in civic activities during the last 5

I have learned quite a lot about the Planning and Zonin

and Planning Commission during their deliberations. I had a firs

planning?

Dublin will grow dramatically within 10 years especially it the
expan e planning area. It will be up to us to plan that growth so
that we get quality development that w'

ly important issue is how we accomodate the
Dublin Trom our surrounding area. We must continually maintain our
city as an attractive place to live and shop and work

The city' s position on growth should be one of balance . We need
gLU a eas o ousing, commercial , industrial and recreation
to keep our city healthy both economically and aesthetically.

7. What type of housing do we need in our City?
We will need all types of housing in Dublin however our most severe
+ shortage at present is probably in rental units. The Council and
Planning Commission has addressed this issue in the proposed
General Plan by encouraging high density residential development
downtown near the proposed BART station and in the extended planning .

g. What, if anything , should be done about Dublin's business district?
The Dublin business district needs beautification of the general
area as well as an upgrading and modernization of some of - the

attractive place in which to do business.
9. What should the City Council demand of developers, if anything, in future
developments?
I think the city has already instituted policies requiring developers
to contribute funds toward civic projects, streets, parks and utilit �s.

I think that condominium conversions have two negative effects.

I would like to be on- the Planning Commission to oarticipate in
the planning which will form the City of Dublin for the future ._
2. What has been your involvement in Dublin community activities?
I have testified before the City Council .
3. What is your knowledge of or experience in Planning and Zoning?
I have four (4) years of experience with the Board-- of Equalization
reviewing the zoning of properties which were assigned by various
assessor offices throughout the State of California The fact t at

planning?
I think the major concerns are : (1) the development of the extended
planning area in a method which is consistent with available services;
(2) the attracting of additional major retailers to the nuhlin area; and
(3) the development of major surface street access to the extended
area
5. How do you perceive Dublin' s future growth?
I believe Dublin will fill in the existing openings within thep-r-imary
area . The extended planning area will be dominated by clustered
sites of multiple and single family developments on those sites which
are evelopable .
6. What should the City of Dublin' s position be regarding growth?
Dublin should encourage growth which is consistent with the general
plan and sup2ortable with projected services .

7. What type of housing do we need in our City?
All new housing within the City of Dublin or the extended planning
area should be of a quality, whether family ,
which wi e a credit to Dublin . All units should Se designed
with current market conditions taken into consideration . Unit
sizes s55 e smaller on average , yet of high quality .
8. What, if anything, should be done about Dublin's business district?
The merchants within Dublin should be encouraged to design and
implement exterior designs- which will form a more uniform appearance .
9. What should the City Council demand of developers, if anything, in future
developments?
(1) lands or dedication fees for future parks (2) traffic control
devices , (3) improvements to effected surface- streets . Developers
should be required to build high quality units which would be a
credit to Dublin.
10. What are the ramifications of condominium conversions?
The reduction of available rental units . Condominium conversions
limit the availability of housing to low- income individuals .
11 . Should signs be controlled? What is your perception of a sign ordinance?
Yes , signs for the business community should be more uniform This
uniformity will allow for more recognition of firms through
familiarity of format by the public In addition Dublin will
benefit from the appearance of quality design.
12. What do you feel is the most important contribution you can make as a member
of the Planning Commission?
My experience and expertise in zoning and familiarity with
environmental impact statements will allow me to provide a sound
environmental planning base which other members of the Planning
Commission may draw upon . I am very familiar with soils and the
ettects of erosion . I am very familiar with the requirements of
Federal Water Quality, Section 208 . I am also well versed in the
State Environmentai Quality Act . My education and licensing in
forestry gives me a unique expertise as to vegetation management
within the Dublin area.
