Televising City Council Meetings

RECOMMENDATION: Staff recommends the City Council deliberate on the options and direct Staff
appropriately. If the City Council decides to pursue the two camera option, Staff
~ recommends that funding be approved as part of the Fiscal Year 1995-96 budget
deliberations.
FINANCIAL STATEMENT: The cost of televising City Council meetings in the two camera scenario would be $9,100
for Fiscal Year 1995-96.
DESCRIPTION: During the annual Goals and Objectives meeting held on March 6,1995, the City Council
requested that Staff review ways to televise City Council meetings on the Tri-Valley Community Television station
(CTV). Televising City Council meetings was given a high priority by the City Council.
At the meeting on March 27, 1995, the City Council changed the City Council meeting date to the second and fourth
Tuesday of every month. This is the same time that the San Ramon City Council meets. CTV contacted City Staff with
concerns about being able to cover two meetings at the same time. CTV had originally intended to use the CTV van
and three cameras to cover the City Council meeting. Due to the limited amount of equipment available, CTV indicated
they may not be able to cover both San Ramon and Dublin's meetings.
Options
1) As a result of the information from CTV, Staff began to look at alternate ways to televise Dublin City Council
meetings. A number of different options were reviewed and one particular method appears to have the most
merit. This option involves the purchase of "switching" equipment and the use of two cameras instead of three.
The purchase of the switching device allows the taping to be conducted without the CTV van. The two camera
option does not include certain production techniques such as communication between the camera operators.
This results in lessening the ability of CTV to coordinate camera angles. The two camera shots would consist of a
wide angle view of the City Council and a view of the public speakers podium. This set up would eliminate a
camera view of City Staff and Staff podium.
CTV originally estimated that three camera coverage of the City Council meeting would cost approximately
$9,600 for Fiscal Year 1995-96. This amount is currently proposed as a higher service level In the Fiscal Year
1995-96 community television budget. The proposed two camera approach would cost the City approximately
$9,100. The two camera approach has a lower "per meeting" cost but includes up front equipment costs. (i.e.
switching equipment)
2) The second option is to move the City Council meeting time. A survey of the dates and times Councilmembers
serve on various committees is attached as Exhibit 1. Additionally, the times surrounding agencies meet is listed
below:
Livermore City Council
Pleasanton City Council
San Ramon City Council
DSRSD Board of Directors
Dublin Unified School District
Alameda County Board of Supervisors
Second and Fourth Mondays
First and Third Tuesdays
Second and Fourth Tuesdays
First and Third Mondays
First and Third Wednesdays
Tuesday Mornings
City of Dublin Planning Commission
City of Dublin Parks and Community Services Commission
First and Third Mondays
Third Tuesday
Staff feels that it would be advantageous to consider only Mondays and Tuesdays as possible meeting times in
order to preserve the current agenda preparation schedule. With this in mind, the only time the City Council
could meet without conflict with other City Council meetings is the First and Third Mondays. However, this would
necessitate a change of the City of Dublin Planning Commission meeting time. ,

3) The final option would be to not televise City Council meetings.
